September Panel Discussion: What’s Up with Succession Planning in Government?

Title 5, Section 412.101 of the U.S. Code of Federal Regulations (5 U.S.C. 412.101) states: “In consultation with the Office of Personnel Management, the head of each agency shall establish - (1) a comprehensive management succession program to provide training to employees to develop managers for the agency.”

Succession Planning – everyone agrees it needs to happen, but few organizations put in the time and effort to make the process meaningful and successful. The November ACT-IAC Evolving the Workforce Community of Interest (EWF COI) monthly meeting will dive into this topic to hear from agency leaders who have and are successfully implementing government succession planning programs. We will touch on the new talent management and succession planning guide OPM is working on, and we will engage the in-room and online audience to hear what is going on with succession planning in their agencies.

Panelists

Darren Ash • Chief Information Officer, Farm Service Agency, USDA

Darren Ash was selected to serve as the Chief Information Officer for the Farm Service Agency in March 2016. As CIO, he will lead and set the strategic direction for FSA’s Information Technology Services Division while working in partnership with numerous USDA agencies to provide information resources for policy and decision making. In this position, Ash is responsible for the overall strategic direction of the agency’s IT program, providing guidance and oversight to technology and business system’s modernization projects as well as development and acquisition of new information technology systems and services for the agency. Prior to this position, Ash served nearly nine years as the Chief Information Officer for the U.S. Nuclear Regulatory Commission (NRC). He also served as NRC's Chief Freedom of Information Act Officer, senior agency official for Records Management, and senior accountable official for Open Government. As CIO, he co-chaired the senior-level IT Investment Board with the Chief Financial Officer and was a member of NRC’s Executive Resources Board. Ash worked as the Department of Transportation's (DOT) Associate Chief Information Officer for IT Investment Management from 2005 to 2007. For close to two years, he led DOT's information assurance and security, privacy, enterprise architecture, capital planning, and information resource management activities. Ash began his government career with the Internal Revenue Service where he supported the agency's modernization program, with a focus on project management, economic analyses, and capital planning.

Jill Nissan • Workforce Planning Program Manager in the Office of Human Capital at the U.S. Geological Survey, U.S. Department of Interior

Jill Nissan is the Workforce Planning Program Manager in the Office of Human Capital at the U.S. Geological Survey. She earned her Masters of Science in Organizational Development and Strategic Human Resources at the Carey School of Business, Johns Hopkins University and has applied her organizational development skills to various human capital projects within the federal sector.

Dr. Ronnie Riley • Associate Director, Planning and Accountability, Defense Civilian Personnel Advisory Service, DoD

Dr. Ronnie W. Riley is the Associate Director for Planning and Accountability at the Defense Civilian Personnel Advisory Service (DCPAS). DCPAS is aligned under the Deputy Assistant Secretary of Defense, Civilian Personnel Policy, and is a component of the Defense Human Resources Activity. DCPAS Planning and Accountability impacts more than 900,000 Department of Defense civilians through workforce planning, competency and skills management, analytics, and accountability. Additionally, Dr. Riley is program manager for DoD's accountability program and manages a team to provide oversight of DoD's 26 Delegated Examining Units.
He holds a bachelor's degree in Decision Science and Information Systems, Master of Business Administration, and Doctorate of Education from the University of Kentucky.

Bob Clarke • Communications Chair, ACT-IAC Evolving the Workforce COI

Bob serves as the volunteer Communications Chair for ACT-IAC’s Evolving the Workforce Community of Interest, a position he has held for over 15 years. Bob manages the communications processes from the EWF COI to its members, and from the COI to government human capital leaders.

Bob is a Human Capital solutions consultant with his own firm, Clarke Sales Consulting, empowering small businesses in their efforts to secure Federal government customers. Bob has worked for Federal solutions providers including Monster Government Solutions, ASPE, Inc., Harvard Business Publishing, Plateau Systems, BMC Software, Candle Corporation and IBM. Bob has an MBA from Columbia University and a BA from the University of Virginia.
