First Reading

Background

Ron Simons is suggesting, for a third time, that Building 1 be renamed for the first president of Cal Poly, Pomona, Julian A. McPhee.

“There could be no better recognition of McPhee’s years of service than to dedicate the original Administration Building (No. 1) in his honor. While McPhee was responsible for obtaining the state funding for this building, he also resided in the Office of the President which was located in Building 1 during his visits to the Pomona campus.” (Simons, AA-003-011)

Discussion

The committee read through the 27 page referral (including 10 appendices) and noted the following:

This matter was first presented to the Academic Senate in 2006 and rejected, at that time Mr. Simons had the opportunity to address the full senate on the issue, including inviting Dean Emeritus Henry House to speak on behalf of the renaming. That referral was voted down by the senate.

Mr. Simons then resubmitted the referral in 2008, it was sent to the Elections and Procedures committee for review, and in 2009 that committee chose not to forward the referral to the senate. Mr. Simons was invited to discuss the referral with the Elections and Procedures committee when they were evaluating it.

“The committee has reviewed the history of the referral as well as the written statements and oral presentation given by Mr. Simons. The EPC finds that although Mr. Simons has been urged to succinctly restate the most compelling case to support the referral, he has not presented any new evidence supporting or different arguments favoring renaming Building 1 after President McPhee. Since the proposal has already been rejected by the Academic Senate, the EPC finds that there are no grounds for resubmission of the referral to the Academic Senate.” (EPC report, 2009)

The current committee evaluating this most recent referral agrees with the previous committee, that the full senate voted this referral down in 2006, that no new evidence or information were added in either 2008, or the present version of the referral (2011), and that there are no grounds for resubmission of this referral to the Academic Senate.

Recommendations

“The Academic Affairs Committee reaffirms AS-2297-089/EP, Renaming Building 1, dated 3/5/09 and recommends that the referral be rejected and that no further action concerning it be undertaken by the committee or the Academic Senate. ”
