WORK STATEMENT

1. OBJECTIVE

Provide six (6) preventative maintenance inspections as well as repair services, when required, following the manufacturer’s recommendations and guidelines on the following equipment:

Absorber, Model #EM1505, York Manufacturer, Serial #WO082658 located in Building #33, Norristown State Hospital.

2. PHASES

Perform all services using trained personnel who are specialists in HVAC, Refrigeration and Electronic system maintenance and service.

Preventative Maintenance Inspections:

Six (6) preventative maintenance inspections will occur as follows:

Inspection #1 – Season Start Up: No later than 5/15

Inspection #2 – Operating Season: Mid-June

Inspection #3 – Operating Season: Mid-July

Inspection #4 – Operating Season: Mid-August

Inspection #5 – Seasonal Shutdown: Mid-October

Inspection #6 – Shutdown Season: Mid-December

The following services will be performed as part of the six (6) preventative maintenance inspections to keep the air conditioning system operating properly and with optimum energy efficiency:

** Check for proper solution and refrigerant charge to insure optimum performance.

** Check condition and settings of panel controls, operating controls, safety controls, thermometers and gauges to insure optimum performance and reliability.

** Determine level of heat exchanger tube fouling from analysis of available log reading or readings taken during inspection.

** Check proper operation of belts, pulleys, valves, and purge unit.

** Lubricate all moving parts, as required.

** Verify proper equipment operation through analysis of available log readings or readings taken during inspections.

** Tube Cleaning: Conduct visual inspection of condenser tubes and mechanically brush clean at least once per year.

**Parts and Labor Coverage: Furnish labor, parts, and supplies necessary to make repairs and adjustments during routine preventative maintenance inspections.

Not Included – All other significant repairs or work beyond normal hours are excluded. Examples are:

Tubes – Coverage provided on non-moving parts such as tubes and internal support structures and spray headers are not included.

Water Treatment Services during Preventative Maintenance Inspections:

The following scope of service will be performed, as necessary, to provide necessary water treatment to keep the operating systems working properly and with optimum energy efficiency:

** Check, test and adjust all chemical feed equipment for proper operation.

** Test the system water for proper bleed rate and treatment levels.

** Check system for evidence of corrosion, algae growth, scale or slime.

In addition, the following services apply as described below:

** Comprehensive chemical testing services, including frequent laboratory analysis.

** Provide all materials and chemicals that are biodegradable, environmentally safe and of the highest quality. Additionally, maintenance of all chemical feed controls, timers, pumps, water meters, as required, by the listed systems.

** Administer application of all chemicals and initially adjust equipment to operate at peak efficiency.

** Furnish copy of the Certified Maintenance Report at the completion of each inspection, indicating results and recommendations.

Absorption Chiller:

A. Cooling Season Start-up Preparation and Inspection

1. Starting and operating the Absorption equipment to ensure proper timing sequence and draft conditions during start-up.

2. Recording the Absorption equipment operating data, noting condition, temperatures, pressures, performance and unusual noises or vibrations, etc.

3. Checking and adjusting, if necessary, the Absorption equipment safeties and controls to assure compliance with factory-recommended standards and specifications.

4. Checking and adjusting, if necessary, solution and refrigerant levels of the Absorption equipment to ensure compliance with factory specifications.

5. Checking the operation and performance of solution and refrigerant pumps.

6. Checking the operation and performance of purge pump and purging system.

7. Checking the Absorption equipment for leakage/tightness.

B. Solution Analysis and Inspection

1. The removal of a solution sample and performance of a laboratory analysis.

2. The addition of inhibitor or other chemicals, as required, based on solution analysis results.

C. Operating Season Inspections (Three times each year)

1. Recording Absorption equipment operating data, noting general condition, temperatures, pressures, performance and any unusual noises or vibrations.

2. Reviewing operating history and past operating reports with the machine operator.

3. Inspecting the solution and refrigerant pump operation and performance.

4. Inspecting the purge pump operation and changing the oil, if necessary.

5. Inspecting all electrical connections, switches, contactors, relays for tightness and operation.

6. Inspecting all controls and safeties for proper operation.

7. Inspecting all water system interlocks, water circulation equipment, etc. for proper operation.

8. Checking all temperature and pressure gauges for proper operation.

D. Annual Equipment Shutdown Inspection and PM

1. Inspection is performed once each year during a shutdown period in order to properly evaluate equipment status and prepare unit for the next cooling season.

Labor/Parts for Repair Services: Vendor shall submit an hourly labor rate for one technician when repairs are required which are not included within the preventative maintenance inspection. Proper authorization from Norristown State Hospital must be obtained prior to proceeding with any repairs not included within the preventative maintenance inspection. The hourly labor rate shall be all inclusive. Labor shall occur during normal working hours. No allowances for travel time, mileage, or additional expenses.

3. BACKGROUND

Location: Norristown State Hospital, 1001 Sterigere Street, Norristown, PA 19401

Length of Agreement: Contract is anticipated to begin on October 1, 2013 through June 30, 2016.

Hours of Operation: It is the intent of Norristown State Hospital to afford access to the equipment to accomplish required preventive maintenance and testing during normal working hours.

Payment Provision: The contractor will be reimbursed only for services accepted by Norristown State Hospital.

The contractor shall be paid upon satisfactory completion of work performed and submission of an invoice on the contractor’s letterhead.

4. TECHNICAL REQUIREMENTS

It is understood and agreed that any quantities listed in the proposal are estimated only for the purpose of making an award and do not bind the facility to the total price. Quantities may be increased or decreased in accordance with actual, normal requirements of the institution. Vendor shall be entitled to total payment only for actual service accepted by the facility.

5. MEASURES

A detailed report of each inspection will be issued to Norristown State Hospital. This report will include equipment log readings taken during inspection, condition of the equipment, recommended repairs, and recommendations in reducing energy consumption, where applicable.

6. GENERAL INFORMATION

DPW/Norristown State Hospital is responsible to supply all necessary electricity, heat, water and other utilities, as necessary for the successful completion of the agreement.

The contractor shall supply all tools, parts, labor and transportation.

The contractor is responsible to supply all personnel to ensure the successful completion of the agreement.

The contractor is responsible to carry all necessary insurance and liability coverage to ensure the successful completion of the agreement.
