Monash Health Mental Health Program

We offer one of the largest integrated public mental health services in Victoria. Our programs support more than one million people across Monash Health’s geographically and culturally diverse catchment population including areas of significant socioeconomic disadvantage. We also offer regional specialist services to the south eastern metropolitan and Gippsland regions for eating disorders and perinatal mental health services.

Our Mental Health Program provides inpatient and community-based services to people aged up to 64 years with a mental illness and those with alcohol or other drugs issues. Services for people aged 65 years and over are provided through the Aged Persons Mental Health Program. Services are provided by a range of health professionals, frequently in multidisciplinary teams including counselors/welfare workers, medical officers/registrars, mental health nurses, occupational therapists, psychiatrists, psychologists, social workers and speech pathologists, supported by administrative and ancillary staff.

Early in Life Mental Health Service (ELMHS)

ELMHS provides a range of mental health services to pregnant mothers, infants, children, adolescents and youth and their families within the Southern Region.

The organisational and clinical model has been developed to provide mental health care that is flexible and responsive to the individual and developmental needs of the perinatal to youth populations and their families. As such, this model will support the provision of integrated mental health care for young people, guided by consistent, service-wide protocols and principles of care.

ELMHS is comprised of three clinical streams of redeveloped and enhanced services for young people (up to 25 years of age):

Access and Community Treatment Stream - This stream provides a range of community-based assessment and treatment services.

•Bed-Based Stream - This stream comprises of several inpatient units that meet the individual and developmental needs of mothers and infants, adolescents and young people.

•Intensive and Specialist Stream - This stream provides a range of intensive and specialist community-based treatment services.

Organisational Structure

The organisational structure of ELMHS was developed to complement and support the clinical model of care – the product of approximately two years of service review and consultation. The key features of the new organisational structure are:

•Three Unit Head Positions – Perinatal & Infant; Child & Adolescent; and Youth

-This supports the utilisation of an expert clinical governance structure – supporting evidence-based, developmentally-appropriate service provision across the developmental span whilst also maintaining an integrated service structure and clinical model of care.

•Three Operational Manager roles –Access & Community Treatment, Bed-Based and Specialist & Intensive Streams

-This supports more efficient and integrated management of high level senior operational leadership and management across ELMHS. These positions work in partnership with the Unit Heads and form an integral part of the senior leadership team.

  • Five Discipline Seniors – Nursing, Occupational Therapy, Psychology, Social Work, and Speech Pathology.

These positions ensure professional governance of the key disciplines and work closely with Unit Heads, the Operational Managers and the Director of ELMHS to ensure professional, clinical and operational aspects of the program are coordinated. They form an integral part of the senior leadership team.

•A number of Senior Clinician Coordinators and Nurse Unit Manager roles in each clinical stream

-These roles provide local level clinical leadership, mentoring and role modelling with a focus on contributing to the development of robust evidence based models and systems of care, research and evaluation programs, monitor outcome measures and clinical KPIs. NUMs are responsible for the day to day management of bed-based units and the Senior Clinician Coordinators also have a clinical load.

Other key roles include in the ELMHS Leadership Team include: Discipline Seniors, Business/Administrative Manager, Consultant Psychiatrists, Head Teacher and the future proposed Research Coordinator.

Job Summary (Purpose /Key Result areas/Scope)

Purpose

An exciting opportunity for an experienced mental health clinician to take on a leadership role as Operational Manager of Intensive and Specialist Services within the Early in Life Mental Health Service for Perinatal to Youth populations (-9months to 25 years). This position is for a dynamic and energetic individual who will provide strategic and operational leadership for a range of specialist and intensive clinical teams in partnership with clinical leaders. These clinical teams include;
2.1Expanded Intensive Services
The Intensive Treatment Stream will provide an enhanced service for young people (less than 25 years of age) offering:
  • The Recovery and Prevention of Psychosis (RAPPS) Team
This community team provides evidence-based mental health care for young people where psychotic symptoms are the predominant feature of their clinical presentation.
  • The Intensive Mobile Outreach Support (IMOS) Team
This community team provides evidence-based, intensive mental health care for children, young people and their families who present with severe and complex mental health problems.
2.2Enhanced Specialist Services
The Specialist Stream sees the development of several new streams and the enhancement of others. These include;
  • Endeavour Neurodevelopmental Psychiatry Specialist Stream
This multidisciplinary team sees children and young people with the most complex psychiatric, developmental, and neurological issues to help clarify diagnosis and/or provide treatment recommendations.
  • CAMHS and Schools Early Action (CASEA) Team
This team provides a preventative program within schools in partnership with education services. The program targets children in Grade Prep to Three and aims to reduce disruptive behaviours.

Scope

The Operational Manager Intensive and Specialist Services position will be remunerated according to HSU 5 or appropriate Health Services Award. This Operational role will provide senior leadership and more efficient management of operational tasks and a focus on adhering to developing consistency across the program by achieving the operational key performance indicators. The role will be required to travel across all Monash Health Sites.

All Monash Health Mental Health Clinicians provide a broad range of services within the Southern Region. They focus on providing a professional clinical practice that is sensitive to issues of diversity, which adheres to professional ethics, relevant legislation and policies and procedures. All Monash Health employees work within a framework of quality improvement, adhere to ACHS requirements and risk management principles. There is a primary focus on the rights and responsibilities of clients and their families and adherence to the values contained in the service mission statement.

Responsibilities/Accountabilities

Operational / Clinical Quality and Safety
Directors/ Managers
  • Be involved in the development and operationalizing the strategic direction for high quality care
  • Support staff and develop systems plus measurements to ensure quality of care for each patient
  • Be responsible for quality of care in each/service department
Financial Management
  • Provide a leadership role in financial management.
  • Manage operational budget for area of responsibility.
  • Monitor and report budget and performance outputs.
  • Make recommendations to the Director that initiate and implement actions to improve financial effectiveness of the service.

Operational Management
  • Provide leadership in operational management.
  • In partnership with relevant Unit Heads and Senior Clinician/Coordinators of Intensive and Specialist teams, lead the development, implementation and management of operational structures, capital infrastructure, and other resources that support the clinical service provision of each service.
  • In consultation with Unit Heads monitor and ensure legislative compliance and client safety.
  • Implement systems and processes to ensure that the operational and clinical Key Performance Indicators are met and monitored and responsive to improvements.
  • Ensure the service meets Department of Health targets.
  • Development and implementation of health accreditation and quality plans for Intensive and Specialist Services in conjunction with Mental Health Program Quality Unit.
  • Contribute to the development and maintenance of the Early in Life Mental Health Service Manual – Intensive and Specialist Services section.
  • Manage an Early in Life Service – Wide Portfolio.
  • Liaise with Director and Monash Health Complaints Liaison Officer to ensure consumer complaints about facilities and services are promptly and appropriately addressed.

Human Resources Management
  • Effectively manage staff in area of responsibility including recruitment selection and retention, appraisal, rewards and recognition, training and development, rosters/eft, leave planning, consultation, communication and provision of safe workplace. This will require the Operational Manager to work in partnership with the Senior Clinician/Coordinators.
  • In collaboration with Discipline Seniors, develop and implement a program to supervise students of psychiatry, psychology, medicine, speech pathology, nursing, teachers (on placement/rotation) within Intensive and Specialist Services.
  • Meet or deliver better than the targets for the turnover and absenteeism of staff.
  • Develop effective governance and communication strategies for area of responsibility.
  • Develop and support direct reports in their clinical leadership roles.
  • Participate in own supervision/mentoring and provide this as required.
Strategic Management - Service Development and Partnerships
  • Develop service models of care to ensure that the Intensive and Specialist Services in conjunction with consumers, carers and other health care providers, deliver services to meet the identified community need within existing budget.
  • In partnership with the relevant Unit Heads, Senior Clinician/Coordinators and other partnering services, lead the development of services within the Intensive and Specialist stream, including joint responsibility for strategic directions, project plans, models of care and capital planning.
  • Provide team leadership that ensures effective group cohesion, resource allocation, goal orientated coordination of effort, and resolution of complex team issues.
  • Provide leadership and participate in planning, policy development and clinical evaluation of the service provision for clients, their families/carers including ensuring the involvement of consumers/carers in these activities.
  • Lead team participation in service development through liaising and negotiating with other health care professionals, community groups and agencies.
  • Maintain and improve relationships with key stakeholders.
  • Ensure conformity and consistency with the broader Early in Life Mental Health Service, and where appropriate the Mental Health Program, in relation to service-wide protocol and guiding principles of care (e.g. intake, internal referrals, allocation, data collection, discharge, audit, documentation, patient flow, discipline-specific protocol).
  • Coordinate and support Senior Clinician/Coordinators of Intensive and Specialist teams to provide appropriate committee structures and monitor and provide monthly reports on clinical and operational activities.

Governance (All Mental Health Staff)
  • Have a comprehensive understanding of the Mental Health Governance structure
  • Participate in the development of the Mental Health Program risk register & local area risk register & be aware of these risks, including those that relate to legislative compliance, patient & staff safety.
  • Ensure that risks, compliments & complaints are reported through RiskMan to the Mental Health Executive through the Operational Manager to the relevant Director of Mental Health Services.

Workforce

Person Specification

Qualifications/ Registrations/ Licenses (italics indicated desirable)
Specific qualifications required:
  • A current qualification as a Health Professional (Nursing, Occupational Therapy, Speech Pathology, Social Work or Psychology) or a current qualification in Health Administration/Management
  • Additional Post Graduate Qualification in Mental Health and/or Health Administration or Business
Level of experience required:
  • Minimum five (5) years’ experience clinical experience in a relevant clinical area
  • Minimum five (5) years’ experience as a manager in a relevant clinical area
