2Job Purpose
As a member of the Inclusion Team, the Service Manager (Inclusion) – Support Services will provide leadership, vision, professional advice and effective management to the Council, and the Head of Inclusion on the provision of the full range of high quality additional support services for stakeholders in mainstream and special schools across all phases. Ensuring effective partnershipworking with schools, partner providers and the voluntary sector and with local andnational bodies with an interest and expertise in additional support needs will be vital.
As service manager you will demonstrate a commitment to and expertise in inclusive practice and development and have a commitment to a presumption of main streaming approach and a familiarisation with ASN legislation and research.
The post holder will demonstrate sound governance at a financial and operational
level and along with Inclusion Team colleagues, will be accountable to the Head of
Inclusion, the Director for Education and Children’s Services, the Chief Executive and Elected Members for ensuring that the Council’s corporate and strategic objectives are met and are reflected in the services under their responsibilities.

4Outcomes
The postholder will be expected to:
  • Lead the city wide additional support services, including providing strategic direction for these services and leading on the implementation of inclusion and ASN policies for children and young people;
  • Actively engage with children and families on inclusion policy and developments and seek their views;
  • Provide effective management and leadership to staff within the service area, including maximising levels of performance, motivation and morale of staff;
  • Maintain and promote the core values and corporate goals of the Council and ensure they are communicated effectively to all staff;
  • Actively support and implement corporate objectives and be accountable for the delivery of those objectives;
  • Ensure that staff are kept well informed about corporate objectives and priorities and matters that impact on their employment and the service they provide;
  • Be responsible and accountable for the development of working relationships with internal and external partners in all aspects of learning and teaching;
  • plan and deliver services according to organisational and service priorities and goals, singe outcome agreements and performance and budgetary targets;
  • contribute to relevant objectives within AberdeenCity’s learning strategy;
  • promote, manage and be accountable for the performance of all functions within the post’s remit, ensuring that these services achieve the highest possible standards, represent best value and are responsive to the needs of customers, service users and the community;
  • ensure that effective and robust systems are in place to develop, manage and monitor performance of the service within the post’s remit. This includes ensuring that the highest standards of corporate governance are in place;
  • contribute to supporting the development and maintenance of effective partnerships with neighbouring authorities and stakeholders in the public, private and voluntary sectors, exploring and enhancing opportunities for service integration and/or shared services for improvement, to deliver Council priorities;
  • provide sound advice, guidance and support to the Director of Education and Children’s Services, Head of Inclusionand Elected Members and presenting clear reports, strategies and policies to the relevant committees;
  • prepare, in conjunction with the Inclusion Management Team, the service’s capital and revenue budgets and thereafter prudently and effectively managing the Council's resources within that approved budget whilst ensuring that expenditure is within the Council's policies and financial regulations;
  • contribute to supporting the development and fostering of a positive culture, excellent working relationships and effective ways of working with employees, Trades Unions and Elected Members;
  • contribute to ensuring that the service has a comprehensive organisational, employee development, recruitment and retention strategy in place that supports high quality service delivery;
  • motivate and empower staff through clear direction, appraisal and effective communication to develop their full potential and increase organisational capacity through workforce learning and development;prepare plans and reports as required, and evaluate their impact;
  • undertake other responsibilities as determined by the exigencies of the service.

5Knowledge
The postholder needs to be able to demonstrate a comprehensive understanding and experience of:
  • Additional support needs strategy, policy and services in mainstream and special schools across the primary and secondary phase
  • The statutory, regulatory, strategic and key operational issues relevant to the provision of additional support services
The post holder needs to be able to demonstrate an understanding or experience of:
  • leading teams or being an effective team member;
  • project planning and management in an educational context;
  • working in a community setting;
  • the use of information and communication technology (ICT);
  • effective time and resource management, including financial resources.
The post holder will also
  • be able to promote and develop positive working relationships.

The postholder is expected to demonstrate:
  • the ability to establish and sustain positive rapport and relationships with young people, pre-school and school staff, parents, elected members and community groups;

8Requirements of the Job
The postholder needs to hold as a minimum:
  • a relevant degree level qualification;
  • a teaching qualification;
  • registration or eligibility for registration with General Teaching Council for
Scotland (GTCS).
  • PVG Membership for Regulated Work with Children and/or Protected Adults or willingness to obtain prior to a formal offer of employment being made.
The post holder will be expected to:
  • Comply with Council policies, procedures and guidelines.
  • Travel to various locations within and outwith the City.
  • Adhere to the requirements of the code of practice of the relevant registering body.
