Subject:Consultancy for assessing the energy consumption at UNICEF Albania office and prepare an energy savings action plan.

  1. Purpose of Assignment:

To conduct a comprehensive an energy audit at UNICEF Tiranaofficethat will enable UNICEF to understand the current electricity consumption patterns and prepare an energy savings action plan, including the utilization of on-site renewable energy sources.

  1. Scope of Work/ Deliverables

The objectives of energy audit are as follows:

  1. Determining the current baseline electricity consumption;
  2. Conducting an Energy Management Review; and,
  3. Preparing an Energy Savings action plan.

More specifically the scope consists of:

1. Visit to the premises:

a.Meeting with the facilities and green team staff

b.Touring the facilities and identifying all major lighting, HVAC equipment and energy systems

c.Determining what energy audit level (American Society of Heating, Refrigerating, and Air-

Conditioning Engineers(ASHRAE) level I, II, III is most relevant.

2. Current baseline electricity consumption

a.Collecting monthly electricity consumption information for the past 12-24 months.

b.Analyzing the data and pictorially presenting the information

3. Energy management review

a. Taking stock of all electrical equipment and appliances in the office/building, and record their energy usage, ratings, hours of usage, specifications, models, and makes.

b.Verifying the calculated consumptions with the baseline obtained in 2 (i.e. Current baseline electricity consumption).

  1. Determining occupancy schedules and energy usage patterns and identifying facility or occupancy changes that could affect energy use
  2. Identifying the high electricity consumption areas, appliances, and equipment within the premises.

4. Energy savings plan

a.Outline a staged approach for the office/building to undertake in order to achieve savings and propose alternative modalities of energy sources

b.Identify short term / long term projects and project solutions ranging from the least to the most capital intensive to reduce the operational costs and greenhouse gas emissions of the premises operations.

c.Undertake a cost-benefit analysis of the proposed approaches and projects.

d.Identify 3 potential local or regional service providers for the aforementioned project proposals.

  1. Expected Outputs

The deliverables will include:

  1. A draft Inception Note covering:
  1. The successful Contractors understanding of the consultancy and associated tasks;
  2. the proposed approach including specific method(s) and guiding principles;
  3. proposed work plan and detailed schedule for the consultancy;
  4. identification of issues crucial to the viability of the consultancy; and
  5. comments on this TOR;
  1. A final Inception Note;
  2. Draft energy audit report following the ASHRAE standard or any other relevant local or regional standard (including Energy savings plan as an Annex); and,
  3. Final energy audit report following the ASHRAE standard or any other relevant local or regional standard (including Energy savings plan as an Annex).
  1. Timeframe

Total estimated time for this consultancy is an estimated input of up to twenty-two (20) working days

  1. Payment Schedule

The payment will be made upon submission of the deliverables, subject to certification of satisfactory completion by the supervisor. An invoice must be submitted by the consultant.

  1. Type of Supervision that will be Provided

Required works are to be coordinated and supervised by the UNICEF Operations Manager in Albania.

  1. Qualifications or Specialized Knowledge/Experience Required

The successful candidate shall be experienced in the field of assessing and managing the energy performance of buildings.

Required qualifications, capacities, and background:

  • University degree in the field of electrical engineering or energy related fields.
  • A minimum of 5 years of working experience within companies providing services related to energy management solution/automation projects, yielding energy savings, construction or other closely related activities.
  • Specialized training/certification on building energy management, inspection and assessment of energy performance and/or extensive proven experience of the same.
  • Excellent analytical, communication and reporting skills
  • Excellent computer skills (MS Word, Excel, etc.)
  1. Consultant/contractor’s Work Place

The contractor is expected to do the assessment of the UNICEF Office and to produce a report working from his own Office.
