Context / Restless Development has been implementing youth led programmes in South Africasince 1997 and has just developed an exciting new plan aimed at strategic expansion to achieve national scale and impact. In line with this plan, strategic relationships with various national stakeholders have already been initiated.
We are looking for an Assistant Programme Coordinator with passion for Restless Development’s mission and relevant experience to lead the ICS initiative. In addition to other responsibilities, the Assistant Programme Coordinator will prioritise and lead on the ICS Programme activities.
The Assistant Programme Coordinatorfor ICS will be based in East Londonand will work with the Programme Manager and the Programme Quality Unit to design, plan and implement all keyICS related-activities in conjunction with the Programme Team.
Skills, Experience and Personal Qualities Required /
  • A University Degree, Graduate-level Degree or equivalent work experience
  • Experience of coordinating a project, plan, initiative or programme
  • Experience of line management, coordinating others and/ or managing volunteers (experience of working with a diverse group of volunteers an advantage)
  • Experience in budget management and M&E
  • Self-motivation and the ability to manage and develop teams
  • Ability to meet priority deadlines
  • Good team-working, interpersonal and relationship/ partnership building skills
  • Excellent communication skills
  • Flexible and adaptable with an ability to prioritise a busy workload
  • Fluent written and spoken English
  • Good IT skills with competence in Word, Excel and PowerPoint essential
  • Belief in the values of Restless Development and ability to uphold them personally

Main Duties /
  • Finalise the Project and training design for the ICS volunteers with the Programmes Team
  • Develop training and volunteer materials to use in placement
  • Develop and lead training and capacity building programme for CBOs
  • Develop and lead feasibility assessment for programme expansion to Limpopo Province
  • Work with the PQ team to create the monitoring tools for ICS volunteers in placement
  • Create role descriptions for the ICS volunteers
  • Performance management of the ICS and national volunteers
  • Manage communication between the ICS volunteers and the South Africa Office
  • To be the budget holder for ICS activities, keep track of all spending under the budgets and conduct variance analysis
  • Collate monthlyquantitative and narrative reports on progress made towards output indicators in the ICS Programme Design and NSF

Duty 25%
Project management / Project design, delivery, training and recruitment of expert volunteers
Standards /
  • Work closely with the Programmes Unit to:
  • finalise the ICS pilot project delivery plan and objectives, ensuring targets are met within pilot timeframes
  • design training manual, organise and facilitate training and follow-up for CBOs
  • Take lead responsibility for quality delivery of training for the ICS project
  • Monitor the delivery of training by the trainers
  • Act as an internal facilitator and trainer, leading training sessions as required
  • Recruita team of expert volunteers to work alongside ICS volunteers

Performance Management 35% / Performance management, welfare and support of the volunteers
Standards /
  • Set performance objectives with the team leaders
  • Direct line and performance management of ICS team leaders
  • Provide support to the team leaders
  • Conduct welfare support visits to the placements
  • Ensure that volunteers are supported to do their work through setting performance objectives and targets for them
  • Provide feedback to the volunteers on their performance, highlighting achievements and areas of improvement
  • Ensure that logistics such as accommodation for volunteers are in place before they start implementing the project
  • Ensure a clear channel of communication is provided to the volunteers in placement
  • Conduct the risk assessment before the volunteers get into placement

M&E 20% / Project monitoring and evaluation
Standards /
  • Collate monthly quantitative and narrative reports on progress made towards output indicators in line with the National Strategic Framework and input into the Monthly Progress Report
  • Support research work
  • Ensure Programme Quality across the pilot project timeframe
  • Ensure that lessons learnt for the continuous improvement of the programme and information is available for external review

Financial management 20% / Financial Management
  • Detailing down of project budget for activities in line with the project plan
  • Monitoring income versus expenditure on a monthly basis with the programme team and the finance unit ensuring expenditure is kept within the required limits
  • Ensure that financial procedures, practices and values are adhered to by all volunteers
