A THIEF WHO WAS COMMITTING THEFTS IN JUDGES RESIDENTIAL BLOCK, LAWYERS CHAMBERS AND ADMINISTRATIVE BLOCKS IN SAKET COURT COMPLEX ARRESTED

With the arrest of Hemant Kumar @ Dipu, aged 30 years r/o Mangu Ram r/o D-1006, Tigri Colony, Khanpur, New Delhi the South District police has been successful in nabbing a thief who was committing thefts in Judges’ Residential Block and Lawyers Chambers’ in Saket Court Complex. With his arrest 8 incidents of thefts took place in the Saket Court Complex are solved and stolen property particularly i.e. tap water mixers, taps and other accessories with implements used in commission of crime, recovered.

INCIDENT:

For the past one month there were minor incidents of thefts in Judges’ Residential Block, Lawyers Chambers and Administrative Blocks in Saket Court Complex. A few complaints were also received from hon’ble Magistrate and from the PWD authorities to take stern action against the persons committing such thefts. An ACMM also made a written complaint on 17.3.2011 regarding thefts of tap water accessories from his residence and servant quarter and thus a case of burglary was registered at Police Station Saket. Again, Sh. Dev Raj Sharma resident of Loni and working as Operator of R.O. plant at Saket Court Complex also made a complaint of thefts of tap water accessories from Lawyers’ Chambers and a case of theft was also registered.

INVESTIGATION, TEAM AND ARREST:

In order to prevent such incidents taking place in Court complex and to arrest the persons involved, a team of Police Station Saket consisting of SI Porsun, ASI Jaipal, HC Narender, Constables Ajit and Shiv Kumar under the supervision of Inspr. Rajender Singh, SHO/Saket and Sh. Mehar Singh, ACP/Hauz Khas was formed. The team put surveillance through civil clothes police men and through CCTV cameras and also deployed staff at Exit gate of complex. On 2nd April, 2011 at around 8 P.M. the staff deployed at duty found some suspicious movement at third floor of Lawyers’ Chamber and covered the whole building. The suspect tried to jump through the bathroom of the room located at the third floor but before he could jump through

rallying grill constable Shiv Kumar who happens to be there on patrol duty picked him from his hands otherwise he could have jumped on the ground from height and might have received serious injuries. At the time of apprehension a large number of stolen tap water accessories were recovered from his possession. He was accordingly arrested in case FIR No. 125/11 u/s 380/411 IPC P.S. Saket and sent to judicial custody.

INTERROGATION:

On sustained interrogation the arrested accused persons have disclosed of having committed several incidents of thefts from the Residential Block of Saket Court Complex where senior Judges/Magistrates are living. Articles stolen from their houses and servants quarters have also been recovered at his instances from his hideouts. He used to dispose of these stolen articles to one ‘Kabadi’ resident of Khanpur. Efforts are being made to locate him. He has reportedly been earlier arrested in C.R.Park police station area in similar incidents of thefts. He used to come to Saket in order to attend date in his case and finding new and lucrative tap water accessories fixed in Bathrooms, started committing the crime.

He is electrician by profession but found the business of theft most beneficial. He had committed 8 incidents of thefts in Residential, Administrative and Lawyers blocks of the building. Efforts are also being done as to how he managed to skip surveillance of CCTV cameras fitted in the building.

TWO DESPERATE SNATCHERS OF “MAMA BHANJA GANG” ARRESTED, TWO MOBILE PHONES, ONE KNIFE, ONE GOLD CHIAN AND MOTORCYCLE USED TO COMMIT CRIME RECOVERED.

With the arrest of two person working as a Cab Driver in the call Centres namely (1) Sohan Singh @ Sonu S/o Sh Amrik Singh R/o H.No 404 Gali Mata Wali, Subash Road,Ganshi Nagar, New Delhi and (2) Ved Prakash S/o Prem lal R/o 28/5 URI Enclave Delhi Cant, New Delhi the police officials of the Police Station Sarojini Nagar, South Distt. Successfully solved the four cases of snatching in the area of Sarojini Nagar. Both the arrested person were on the Pulsar Motorcycle bearing No. DL 6SR 1917. Due to the snatching cases of chain and bags having huge amount of Money from near the banks by Motorbike gangs, intensive checking of the Pulsar Motorcycles is being carried out as per the instruction of Senior officers. On 31.03.2011, the police officials of the police station Sarojini Nagar were on picket duty for checking of the Motorcycle specifically the pulsar Motorcycle and those being ride by youngsters ,at about 6.45PM, in the Evening time while on Checking Duty near Indra Girls Hostel , Sarojini Nagar, they were asked to stop for checking but they tried to fled from the spot but they were overpowered by the Staff Ct Veer Singh and Ct Lokesh. On Search of the person Sohan Singh one Spring Actuated Knife was recovered in the mean time one lady came to the spot and by showing her courage shouted that they are the persons who had committed snatching with her on 17.3.2011 and further identified the pulsar motorcycle. In This regard, about the complainant of lady a Case FIR No. 65/11 dated 17/03/11, U/S 379/356/34 IPC, P.S. Sarojini Nagar have already being registered.

On this sustained interrogation of the persons made they confessed to have committed four snatching cases in the area of Sarojini Nagar. The persons are also previously involved in cases of snatching and other crimes. Both are relative and for luxury living and quick earning of money they came in the field of crime. The accused Ved Prakash is a driver by profession and use to be driver of a Cab in call center so he is will acquainted with the roads and places of Delhi. He had studied up to Class-8th. The accused Sohan Singh is blind with one eye but is a expert driver of motorcycle he had studied up to Class 6th. Due to blind by an eye he failed to get any job as a driver. Regarding recovery of Knife a Case FIR No. 78/11 dated 3103/11, U/S 25/54/59 Arms Act, P.S. Sarojini Nagar was registered.

On the basis of the facts and the daring act of the persons to carry Knife in their pocket clearly indicates that they were in mission of robbery/snatching. The Constables Veer Singh and Lokesh who were on duty and have sincerely

performed their duty and have prevented crime with the apprehension of these two persons and also solved four cases of snatching. On further interrogation they have disclosed the snatched chain have been sold out to a Jeweller in Gandhi Nagar Delhi. On the identification of the accused the receiver of the stolen property the Jeweller of Gandhi Nagar area namely Sujal s/o Ashok Sabui R/O 9/1044, New Post Office Gali, Gandhi Nagar N. Delhi have been arrested and from his possession the snatched golden chain have been recovered .

Sustained interrogation of the accused persons is being carried out to know the details of involvement in surrounding area of Sarojini Nagar. Ved Prakash is brother-in-law of Mama of Sohan Singh @ Sonu.

MODUS OPERANDI

Modus operandi of the Gang is that they used to visit Gurudwara for offering prayer before they start for crime and after successfully committing the crime they used to visit Gurudwara again for offering thanks to God. They use to commit crime without Helmet and sometime they wear helmets they also keep changing their motorcycle for creating confusion in the mind of police that they are not the only Gang operating in the area.

The accused Sohan Singh @ Sonu S/o Sh Amrik Singh R/o H.No 404 Gali Mata Wali, Subash Road,Ganshi Nagar, New Delhi of 25 years of age, have studied upto Class-VIth .

The accused Ved Prakash S/o Prem lal R/o 28/5 URI Enclave Delhi Cant, New Delhi is of 32 years of age and have studied upto Class-VIIIth and was working as Cab driver in call center.

“Gang smuggling psychotropic substances busted”

The officers of Special Cell led by Insp. Rahul Kumar Singh & Insp. Sanjay Dutt under the supervision of ACP/NDR Shri Bhisham Singh have apprehended one Nepoleon Thockchom (aged 32 yrs) r/o Village Khoijuman, PS/PO Bishanupur, Manipur alongwith huge consignment of 200 kg of controlled substances Ephedrine with estimated market value of Rs. 2 Crores on the night intervening 31st March & 01st April 2011 while he was going to Delhi airport to book the same for Manipur. Ephedrine is a key precursor for manufacturing amphetamine stimulants such as the ecstasy drug.

In the first week of March 2011, information was received that large quantities of Ephedrine, a controlled substances under NDPS Act is being illegally supplied from Delhi to Mayanmar and China via Manipur by the traders, based in Manipur. The proceeds of these illegal sales were being sent to various banned militant organizations of Manipur for conducting their nefarious activities. During the course of the development of information, It was further revealed through one of the sources that Napoleon Singh and Robindro, both r/o Manipur had come to Delhi from Manipur to collect a consignment of Ephedrine. On 31st January 2011at about 10.00 pm, specific information was received that one Napoleon r/o Manipur has collected a huge quantity of controlled substance Ephedrine in Gurgaon & he will pass through the Old Gurgaon Road via Samalakha village in a Toyota Qualis No. DL-2C-M-4805 and proceed towards Delhi Airport to book the consignment to be sent to Manipur by air. Accordingly a trap was laid down at the main Link Road from NH8 to Dwarka, Samalakha Village, New Delhi and the above mentioned Nepoleon was apprehended, while he was proceeding towards Delhi Airport to book the consignment to be sent to Manipur by air.

The recovered 200 Kgs were recovered in 20 cardboard boxes in which the same were packed in small polypacks of 500 gms each. A case vide FIR No. 21/11 u/s 9A/22/25A-NDPS Act, was registered in this regard at PS Special Cell, Delhi. The accused Nepoleon was taken on police custody for further investigation.

Investigation

On interrogation, it revealed that above said Nepoleon came to Delhi on 23.03.2011 along with his associate Robindro r/o Manipur and were staying in a hotel in Gurgaon. They were operating this racket which involved smuggling of banned/controlled drugs to Mayanmar, China and other countries where these drugs are high in demand. They used to procure these banned/controlled drugs from Delhi and had already sent earlier consignments of this drug on two earlier occasions.

Ephedrines dilates the bronchial muscles, contacts the nasal mucosa, raises the blood pressure and is a cardiac stimulant. Further these compounds often cause psychological side effects such as depression, nervousness, insomnia and rapid heart rate. It is common for many athletes to use stimulants while exercising. Such use of ephedrine has been associated with stimulant dependence. Ephedrine a highly sought after chemical precursor in the illicit manufacture of methamphetamine.

Robindro is suspected to be a front man of banned terrorist organization KCP (MC) Lalihba group. The recovered Ephedrine was to be smuggled to Mayanmar & China through the traders based in Manipur. Ephedrine is in high demand in China for manufacturing of narcotics. The proceeds of these illegal sales are supposed to be sent to various banned militant organization of Manipur for conducting their nefarious activities. The estimated market value of recovered drug is around Rs. 2 Crore.

Nepoleon Thockchom (aged 32 yrs) s/o Thockchom Ibomcha Singh r/o Village Khoijuman, PS/PO Bishanupur, Manipur is graduate from DM College, Imphal and doing business of sale/purchase of shoes in Bishnupur, Manipur. One of his cousin Tongbram Rabindro @ David @ T.M.Singh s/o T. Tompok Singh r/o Kairenphabi Moirang, Distt. Bishnupur, Manipur is suspected to be a front man of banned terrorist organization KCP (MC) Lalihba group, who lured Napoleon to work for him in lieu of money to which Nepoleon agreed and associated with Robindro @ David @ T.M.Singh in racket of smuggling banned/controlled substances to Mayanmar and China. They used to purchase these banned/controlled substances in Delhi and booked the same by air to Manipur from where it was smuggled to Mayanmar and China where these drugs are in high demand.

On two earlier occasions also both these accused had managed to send two consignments of Ephedrine of around 260 kg and 160 Kg to Manipur by air. The role of employees at cargo unit at Delhi airport is also being ascertained besides tracing the other accused namely Robindro.

Further investigation and interrogation in this regard is under progress.

BLIND ROBBERY CASE WORKED OUT WITHIN EIGHT HOURS OF INCIDENT. TWO ROBBERS ARRESTED, ONE JCL APPREHENDED. ROBBED MOBILE PHONE RECOVERED

With the arrest of three robbers namely Amit Kumar (age 25 years) s/o late Sh Mangat Ram r/o J-176, Old Roshanpura, Najafgarh, Sunny Thakran (age 21 years) s/o Anil Kumar Thakran r/o 839, D/15 Meera Park, Nangloi Road, Najafgarh and one JCL, South-West District Police has worked out a blind robbery case within eight hours of the incident.. Robbed mobile phone has also been recovered.

NAME AND PROFILE OF ACCUSED

  1. Amit Kumar (age 25 years) s/o late Sh Mangat Ram r/o J-176, Old Roshanpura, Najafgarh who was working at a dryclean ing shop & is currently unemployed. His father expired in the year 2005.
  2. Sunny Thakran (age 21 years) s/o Anil Kumar Thakran r/o 839, D/15 Meera Park, Nangloi Road, Najafgarh is working at a garment shop. His father is working in DDA and is currently bed-ridden.

GIST OF THE CASE

In the intervening night of 02/03- 04-2011, complainant Sh. Yogesh Kumar s/o Sh.Katar Singh r/o H.No.144, Vill-Ranholla, New Delhi aged 21 years and his friend Rahul s/o Phool Kumar were on the way to Bijwasan Village, Delhi to visit a relative. When they reached near Aggarwal Sweets, Chhawla Stand, three boys came out of a nearby Gali. One of them asked the time but as the complainant did not have a watch, he could not tell the time. Upon this the assailants picked up a fight with the complainant and one of them forcibly took the Mobile phone make NOKIA 7210-C (Ph. No.- 8802857634) of complainant. When the complainant and his friend resisted, the trio physically assaulted and beat them up. Thereafter they tried to flee from the spot but the complainant showed courage and overpowered one of them. The associates of the overpowered robber regrouped and again attacked the complainant and his friends and managed to free their accomplice. Thereafter the trio fled from the spot.

INFORMATION AND OPERATION

On registration of this case, police swung into action. A team led by Inspr. Anand Sagar SHO/Nagafgarh launched a massive manhunt to nab the robbers. Night patrolling was intensified. When Police party along with complainant reached Jawahar Chowk, Najafgarh, three persons were spotted trying to slip from the spot after seeing the police vehicle. Finding the matter suspicious the team chased the trio and succeeded in tracking them down. All the three were clearly identified by the complainant. Trio also confessed their crime on sustained enquiry.

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, all the three confessed that they are good friends and have liquor together in the evening. Currently they were unemployed and have no source of income. In order to meet their financial requirements they have started to commit crime. For last three days they were searching for easy targets but couldn’t find any. When they spotted the victims, who were thin built, they immediately swung into action succeeded in robbing them.

 5 Betting syndicates busted by Crime Branch during India – Sri Lanka World Cup Match.

 14 persons arrested.

 Lap tops, mobile phones, TV’s, data cards, set top box, calculators and note books recovered.

 Total bets received by the betting syndicates is around 1.82 Crores.

The Crime Branch in its endeavor against betting syndicates operating during the entire World Cup Cricket Matches, 2011 have busted 19 betting syndicates. 5 betting syndicates have been busted during the World Cup Final Cricket Match held between India and Sri Lanka on 02/04/2011. 14 persons have been apprehended. 3 laptops, 36 mobile phones, 5 TVs, 1 Set Top Box, 2 Data Cards, 2 calculators and 10 note books have been recovered. Total bets received from the punters are about more than Rs. 1.82 Crores. The interesting part of a betting syndicate that has been busted this time is that 2 students were apprehended for running a betting syndicate while the remaining are Property dealers and small time businessmen.
