A RESOLUTION memorializing Captain Chuck Morgan and Deputy Billy Ray Walls.

WHEREAS, certain professions draw particular respect and gratitude from the citizens of the Commonwealth of Kentucky, law enforcement being one of them; and

WHEREAS, the few persons who enter the field of law enforcement do so spurred by the desire to bring peace and justice to the community, while confronting the possibility of being injured or killed while protecting others; and

WHEREAS, Captain Chuck Morgan and Deputy Billy Ray Walls served as deputy sheriffs of the Jessamine County Sheriff's Office in their efforts to enforce the law and protect the citizens of Jessamine County, Captain Chuck Morgan for almost twelve years, and Billy Ray Walls for one year; and

WHEREAS, Captain Chuck Morgan was a lifelong resident of Jessamine County, was dedicated to the welfare of young people, whom he always treated with dignity and concern, and was regarded as a fair and just deputy; and

WHEREAS, Deputy Billy Ray Walls was a Kentucky native, resident of Jessamine County, was dedicated to and loved his law enforcement career, and was active in the community; and

WHEREAS, on November 13, 2001, Captain Chuck Morgan, Deputy Billy Ray Walls, and Deputy Sammy Brown were dispatched to serve a warrant in rural Jessamine County where they were fired upon, returned fire, and were wounded; and

WHEREAS, on November 13, 2001, Deputy Billy Ray Walls was killed in the line of duty, the 201st U.S. law enforcement officer to die in 2001; and

WHEREAS, on November 28, 2001, Captain Chuck Morgan died as a result of wounds received in the line of duty, the 205th U.S. law enforcement officer to die in 2001;

NOW, THEREFORE,

Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:

Section 1. The Senate does hereby honor the lives and service of Captain Chuck Morgan and Deputy Billy Ray Walls, killed in the line of duty, protecting the citizens of Jessamine County and the citizens of the Commonwealth of Kentucky.

Section 2. This day the Senate adjourns in respectful memory of Captain Chuck Morgan and Deputy Billy Ray Walls as they accept their final call, and the Senate recognizes the sacrifice that all law enforcement officials make to preserve harmony and peace throughout the Commonwealth and the nation.

Section 3. The Clerk of the Senate is directed to transmit one copy of this resolution each to Mr. Charles B. Morgan Sr., 120 Greenwood Street, Nicholasville, Kentucky 40256; Mrs. Priscilla Walls, 104 Allison Circle, Nicholasville, Kentucky 40356; and Sheriff Joe Walker, Jessamine County Sheriff's Department, 101 South Second Street, Nicholasville, Kentucky 40356.
