A RESOLUTION honoring the Kentucky Association of Circuit Court Clerks.

WHEREAS, the office of Circuit Court Clerk was created by the Constitution of Kentucky; and

WHEREAS, circuit clerks provide essential and indispensable services to the Kentucky Court of Justice; and

WHEREAS, circuit clerks directly serve the district courts and circuit courts of the Commonwealth, providing professional record keeping, receiving moneys due the courts, paying moneys to required parties and to the state, recording legal documents, providing legal documents and other legal materials, maintaining the jury system, administering oaths, and handling affidavits; and

WHEREAS, circuit clerks, since the 1930s, have issued motor vehicle operators' licenses, motorcycle operators' licenses, and nondriver identification cards, a function which was once thought to be mundane and merely perfunctory, but is now recognized throughout the country as one of the nation's best defenses against illegal aliens, potential terrorists, and others who may attempt to obtain these vital identification documents for illicit purposes; and

WHEREAS, circuit clerks have been instrumental in the initiation and operation of Kentucky's unique Trust for Life organ donor program through placing donor information on operators' licenses and seeking voluntary funding from the public for the expansion and advertising of the program so that all Kentuckians can take advantage of the program's lifesaving benefits; and

WHEREAS, early in the previous century, in 1905, just 14 short years after the adoption of the present Constitution, the circuit clerks recognized the necessity of banding together for the improvement of their conditions and the benefit of the Commonwealth; and

WHEREAS, on July 17-21 of that year at a meeting in Grayson Springs, Kentucky, the circuit clerks formed the Kentucky Association of Circuit Clerks to further the ends of improving the services that the circuit clerks and their deputies can give to the Commonwealth, advising the General Assembly on the needs of circuit clerks, advising the General Assembly on matters relating to court record keeping, security of drivers' licenses, and a myriad of other matters in which the public, the courts, and the circuit clerks interact;

NOW, THEREFORE,

Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:

Section 1. The Senate of the General Assembly of the Commonwealth of Kentucky recognizes the Kentucky Association of Circuit Court Clerks on its century of service to the Commonwealth, the citizens of the Commonwealth, and the Kentucky Court of Justice, and further recognizes the efforts of each of the 1,700 Circuit Court clerks and deputy Circuit Court clerks in this dedicated service.

Section 2. The Clerk of the Senate of the General Assembly of the Commonwealth of Kentucky shall send a copy of this Resolution to each Circuit Court Clerk in the Commonwealth and a copy of this Resolution to the Kentucky Association of Circuit Court Clerks.
