A RESOLUTION honoring Stanford EMS.

WHEREAS, on the morning of November 13, 2011, Kinney Noe was on a hunting trip with his daughter, Kandis, on his 300-acre Ottenheim Farm; and

WHEREAS, Mr. Noe fell from his tree stand and landed on a limb, which entered his abdomen just above his belt line and jabbed upward through his body, stopping just at the top of his lungs. The limb did extensive damage to his liver, diaphragm, and lungs; and

WHEREAS, if not for the exceptional work of Stanford EMS, Mr. Noe would not be alive. The calm under pressure that the EMS personnel displayed during this horrific accident not only showcased the extensive training those paramedics had received, but also belied the preparedness of the team for such traumatic events. Because of the hard work and diligence of these men and women, Stanford EMS saved a man's life who was suffering under the most dire circumstances imaginable; and

WHEREAS, after stabilizing Mr. Noe on a stretcher, EMS personnel brought him out of the woods and put him in the back of a pick-up truck. Mr. Noe was in intense pain, and every movement of the vehicle was agonizing. He was taken to an Air Evac helicopter, where paramedics continued to courageously work to help Mr. Noe be as comfortable as he could be during the transport; and

WHEREAS, the doctors who examined Mr. Noe would later commend Stanford EMS for their exceptional care, noting how quickly they had stabilized the injured man and transported him from the woods to the helicopter. Those heroes involved in this crisis were paramedic and Director of EMS Service Ashley Powell, lead paramedic on incident Dewey Cummins, lead EMT on incident Linda Southerland, back-up paramedic on incident James Neikirk, and back-up EMT on incident Tammy Baker; and

WHEREAS, this honorable body commends such extraordinary feats that change the course of the citizens of this Commonwealth's lives. The rescue operation of Kinney Noe is one such feat, and the Stanford EMS personnel involved in the rescue should be commended for their bravery, their calm under intense pressure, and their textbook knowledge of how to react in life-saving situations;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

âSection 1. The members of the House of Representatives hereby commend Stanford EMS personnel involved in the rescue of Kinney Noe on November 13, 2011, honor them for their heroism against such dire odds, and grant them best wishes as they continue to do the work necessary to keep the people of Stanford safe.

âSection 2. When the House of Representatives adjourns this day, it does so in honor of Stanford EMS.

âSection 3. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to Representative David Meade for delivery.
