A RESOLUTION confirming the appointment of Sharon P. Clark as Commissioner of the Department of Insurance.
WHEREAS, pursuant to KRS 12.040 and 304.2-020, and Section 69 of the Constitution of Kentucky, the Governor has appointed Sharon P. Clark as Commissioner of the Department of Insurance; and
WHEREAS, the appointment of the Commissioner is subject to Senate confirmation by law; and
WHEREAS, On July 5, 2012, by Executive Order 2012-556 Governor Steven L. Beshear appointed Sharon P. Clark as Commissioner of the Department of Insurance within the Public Protection Cabinet effective July 1, 2012; and
WHEREAS, Sharon P. Clark has rendered more than 17 years of meritorious service to the Commonwealth; and
WHEREAS, Sharon P. Clark was the first director of the Department of Insurance Consumer Protection and Education Division for five years, and under her leadership the Department of Insurance hired its first ombudsman, added consumer education and outreach functions, and strengthened enforcement efforts by expanding the number of consumer complaint investigators; and
WHEREAS, Sharon P. Clark, prior to her appointment as Commissioner of the Department of Insurance, worked at the Finance and Administration Cabinet, for the Kentucky House of Representatives, the Public Service Commission, and the former Workforce Development Cabinet; and
WHEREAS, Sharon P. Clark has served as Commissioner of the Department of Insurance since her appointment on August 19, 2008, and was confirmed by the Senate in 2009; and
WHEREAS Sharon P. Clark serves on the executive committee of the National Association of Insurance Commissioners (NAIC), is a member of the NAIC Internal Administration and Audit Committees and serves as chair of the NAIC's Market Regulation and Consumer Affairs Committee and vice chair of the NAIC National Association of Registered Agents and Brokers Committee; and
WHEREAS, Sharon P. Clark is a member and secretary-treasurer of the National Insurance Producer Registry Board and is interim chair of the Surplus Lines Multistate Compliance Compact; and
WHEREAS, Sharon P. Clark has consistently assisted and aided the citizens of the Commonwealth and was on site with staff of the Department to assist storm victims with insurance claims and questions following tornados in Kentucky in 2012, and has assisted citizens during other natural disasters during her tenure with the Department of Insurance; and
WHEREAS, the Senate of the Kentucky General Assembly finds that Sharon P. Clark meets the requirements established by law to serve as the Commissioner of the Department of Insurance;
NOW, THEREFORE,
Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:
Section 1. The Senate hereby confirms the appointment of Sharon P. Clark as the Commissioner of the Department of Insurance.
Section 2. The Clerk of the Senate shall forward a copy of this Resolution together with written notice of its adoption to Ms. Sharon P. Clark, Commissioner, Department of Insurance, 215 West Main Street, Frankfort, Kentucky, 40601, and to Governor Steven L. Beshear, Suite 100, State Capitol, Frankfort, Kentucky 40601.
