A RESOLUTION adjourning the House of Representatives in honor and loving memory of Elizabeth "Libby" Owens Downing.
WHEREAS, Elizabeth "Libby" Owens Downing was a native daughter of the Commonwealth, born in Lexington, Kentucky, on April 12, 1930, to the late Basil Duke and Sue Humphreys Owens; and
WHEREAS, Elizabeth "Libby" Owens Downing valued the unique gift of education, graduating from Logan High School in Logan, West Virginia; graduating from Sullins College in Bristol, Virginia; and attending the University of Kentucky; and
WHEREAS, Elizabeth "Libby" Owens Downing was a steadfast and passionate leader in her community. A faithful member of the First Presbyterian Church of Winchester, she was also president of the church women, a Cub Scouts and Girl Scouts leader, a member of the Daughters of the American Revolution, and a Band Booster for George Rogers Clark High School; and
WHEREAS, on August 15, 2013, Elizabeth "Libby" Owens Downing departed this earthly existence, leaving her family and community in solemn mourning; and
WHEREAS, Elizabeth "Libby" Owens Downing is survived by her cherished husband of over 60 years, Frank Keiser Downing; her children, Frank Keiser Downing, Jr., and his wife, Jill, Sue Downing Wingate, and Margaret Downing Forsee and her husband, Brian; her grandchildren, Samuel Wingate, Alexander Wingate, Patrick Wingate, Morgan Forsee, Preston Forsee, Frank Downing III, and Mary Carter Elizabeth Downing; her brother, Basil Duke Owens, Jr.; her nephew, David Owens and his wife, Dixie; and a loving great-nephew and great-niece; and
WHEREAS, Elizabeth "Libby" Owens Downing will be remembered for her spirit of love, exemplary compassion, and dedicated commitment to her family and her community;
NOW, THEREFORE,
Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:
Section 1. The House of Representatives does hereby express its most profound sense of sorrow upon the passing of Elizabeth "Libby" Owens Downing, and extends its sincerest condolences to her beloved family and friends.
Section 2. When the House of Representatives adjourns this day, it does so in honor and loving memory of Elizabeth "Libby" Owens Downing.
Section 3. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to Representative Ryan Quarles for delivery to the family.
