Minutes of Llanbedr Community Council 1:12:16 in the canteen, Camp at 7.00 pm.

Minutes of the 3rd of November and the informal meeting with Sioned Williams (Econ and Community), were confirmed.
Financial position
The Clerk noted there was only one change from last month, the remembrance wreath was £ 17.00 not £ 20.00 as suggested in the running costs.
Also not received playground - mowing (Eirwyn Thomas)
Have not received a bill for cutting paths (Owain Aeron)
Christmas tree invoice,
But several things are always changing with the Budget, and is difficult to give estimates - prices are rising or falling . The situation is difficult and nothing we can do about it.
Summary - again dealing with each individual application later in the minutes; -
Public Footpaths - costs to the Community Council.
Public Toilets - not sure how much the Council will have to pay for them to be kept openor when it comes into force.
Salt bins - change in price again, and a suggestion from One Voice Wales that this will not come into force.
Swimming pool - that they need the £ 500 that was due this year . Discuss this later.
Also need to be added into the budget - amount for the election in May as well. See more accurate description later on in minutes)
At the end of November had £ 14087.57 in the Bank
Received the Annual Return 2016/17 documents from BDO. Need to consider a number of things in order to improve on the next financial year.
There has been a meeting of Gwynedd and Anglesey Association for Clerks which Annwen Hughes and Morfudd attended at Caernarfon on 17/11/16
Very productive meeting. Its purpose is to bring Clerks together to discuss important topics and legislations. Out of 98 Council only 27 are members of the Association .
It appears that Llanbedr is not a member of this Association. It was agreedthat the Clerk joins on behalf of Llanbedr Council, and to see how much the annual membership would be.
They raised issues regarding the BDO and their way of working, and what issues will needto be addressed in the next financial year.
It appears that all the Councils had issues raised, andmany Clerks in the meeting were lacking in information necessary to carry out these accounts in accordance to BDO.
1. Letter supporting John Roberts as Internal Auditor. (The number of councils have not done this in the past). Annwen Hughes drafted a letter for all as a template .
2. PAYE for Clerks, instead a number are still self-employed. (And now the Clerk has received a letter off the HMRC stating that they will not accept payment by chequesin the future). So need to form BACS
3. Pension Regulator - the need to register with Government Gateway on the web site. TheClerk has already done this, and Llanbedr Community Council have a staging date in May 2017. Then have to implement the pension scheme. The wages are not sufficient to do this, but need an expression of interest and follow the required steps at the right time.(Within 5 months of the staging date).
BDO will be looking whether these issues have been considered and written in the minutes, properly in the future.
• Emphasis will also be on IA. (internal audit)
• Also agenda and minutes of each meeting. Correct format.
• Code of Conduct and vested interest, ( reconsideration and review of interest by Llanbedr Councillors . 1:12:16.
• Adopt the new terms for travel costs.
Adopting travel costs required - terms and conditions. Independent Remuneration Panel for Wales, Welsh Independent Panel or Remuneration. Councilors receiving refunds for travelling and other expenses - must be adopted, and put into the minutes, or even if we do not wish to adopt these refunds . There is a form to be signed and sent back to the attention of the Panel by 30 September each year. Also need to record on the Council Web Page.
Passed that Llanbedr Council will adopts the travel costs on the 1:12:16, in case we come across real issues where travelling afar afield for attending meetings . These would be very rare exceptionswhere extra costs might incur. Individual application should be noted -in exceptional circumstances. Thus adopting general travel costs and expenditure. If no costs are involved, then need to send information regarding this to the Panel..
• Very important - only half the precept should be carried forward to the next financial year. If there is more money in the account then a good explanation as to why this is so, and what the money is earmarked for.
Finance Committee will need a separate meetingof the Council in January to ensure that we claim the right PRECEPT, and not asking for too much money, and similarly, that the Council has sufficient funds to operate adequately , says the Clerk.

Also discussed to keep the proposed route near Capel Bach at the moment, until a confirmation of something better in store for Llanbedr.

Sioned Williams discussed CG nearly ready to apply for a planning application. Also mentioned a number of potential Companies with interest of setting up at the Camp, nothing conclusive. Need better to stress for better access to the Airfield, hoping the area's economy improves, better quality jobs and higherpaid jobs for the area. Llanbedr Council supports this, with emphasis on the economy, and employment for local People.
Suggested at the CC meeting to put letters in the Shops so that people can declare their preference in Favor, Against, or no apparent opinion on thenew proposed access?

Other Issues
The Cemetery – The Clerk has not contacted the named person regarding planting a tree on the grave. This is not permitted. Need to place posters regarding cemetery rules again there. Also the need to put signs regarding composting and recycling.
Public Rights of Way – the cost of Maintaining these footpaths are again increasing– the reimbursement will bereduced again. Questionnaire needs to be filled. We as Llanbedr Council do not wish to be given more responsibilities regarding maintaining public footpaths in our area. But are happy to be in the scheme for re imbursement.

Post-office consultation. Need support for this.Placing the Outreach in the Victoria. Kevin wanted to thank the Clerk for all her hard work in setting this in motion .

Leisure Harlech - by email (Ed Richards has Attended a meeting) – Trying to seek the £ 500 from the Community Councils. This was what Llanbedr had promised. But
according to the minutes of July meeting at Llanbedr – this sum was abolished on condition that the Council provides substantial funding for Harlech Leisure in 2017/18 rated on the precept.
It was agreed to send a copy of minutes - to Heidi Williams. Also to inquire about the need for an annual balance sheet from the Company.

Invitation to Barmouth Railway Station 16:12:16 - singing Carols - Ysgol Ardudwy, and Ysgol y Traeth 11:00 to 12:00 am.

Barmouth Railway Bridge will be closed for further repairs and inspection. . For 3 months. So disrupting train service from Pwllheli to Barmouth . Also due to the fact that Machynlleth Station is the only station involved with inspection of trains etc, the service will not be running from Machynlleth either.. Buses will bein Operation.
124,000 people walked Along Barmouth Bridge in 2016.
ONE Voice Wales claimed that they know a cheaper way to run the public toilets.
Also they are not sure, whether the Community Councils will after all be responsible for the salt bins during the winter month.
One Voice Wales Lawyers are working on behalf of Councils throughout Wales in order to get the financial documentations in order from BDO .
22 people are enrolled in the nursing course at Coleg Harlech. This is very good news.
That Situation Improving slowly with the Health Board, and expect to see a physiotherapy unit either at Harlech or Barmouth Surgeries..
Outpatient Department minor accidents will be open Until 12pm.
