The Mount Calm Independent School District Board of Trustees met in regular session August 17, 2015 in the Mount Calm High School Library at 7:08 p.m. The following members were present: Michelle Barott, Lupe Martinez, Rebecca Gordon, Brian Dunlap and Regina Kraayvanger. Superintendent Barbara Lane, Bookkeeper Kristi Hawkins Principal Pamela Taylor and Assistant Principal Chad Satcher were also present.
A quorum was established.
A public meeting to discuss the proposed 2015-2016 Budget and Tax Rate was held beginning at 7:25 p.m.

The regular meeting of Mount Calm ISD School Board began at 7:25 p.m.
A motion was made by Rebecca Gordon, with a second by Lupe Martinez to approve the minutes of the July 20, 2015 meeting.
The vote was 4 ayes, 0 nays, motion carried.

A motion was made by Rebecca Gordon, with a second by Lupe Martinez to approve and adopt the 2015-2016 Budget.
The vote was 5 ayes, 0 nays, motion carried.
A motion was made by Lupe Martinez to approve the Maintenance and Operations tax rate of $1.17/$100 stating "I move that the property tax rate be increased by the adoption of a tax rate of $1.2582/$100 (M&O- 1.17 and the I&S - .0882 rates combined) which is effectively a 5.4917 percent increase in the tax rate."
A second to this motion was made by Brian Dunlap.
The vote was 4 ayes, 0 nays, motion carried.
A motion was mad by Rebecca Gordon to approve the Interest and Sinking rate for debt service of $.0882/$100 stating "I move that the property tax rate be increased by the adoption of a tax rate of $1.2279/$100 (M&O- 1.17 and the I&S - .0579 rates combined) which is effectively a 5.4917 percent increase in the tax rate."
A second to this motion was made by Lupe Martinez.
The vote was 5 ayes, 0 nays, motion carried.
A motion was made by Lupe Martinez, with a second by Regina Kraayvanger to approve the Accountability Procedures Handbook.
The vote was 4 ayes, 0 nays, motion carried.
A motion was made by Rebecca Gordon, with a second by Lupe Martinez to adopt the 2015-2016 Student Handbook and Code of Conduct, with the correction of the dual credit weight.
The vote was 4 ayes, 0 nays, motion carried.
A motion was made by Brian Dunlap, with a second by Regina Kraayvanger to adopt the 2015-2016 Employee Handbook.
The vote was 4 ayes, 0 nays, motion carried.
Discussion was held on the signing of the U.S. Bank Certificate of Appropriation for 2015-2016.
