Blast Effects and Anti-Terrorist Seminar Wed. May 10, 2006

A one day seminar by the US Army Corps of Engineers with representatives from the Engineer Research and Development Center, the Protective Design Center and the North Atlantic Division.

The effects of detonations from high explosives have unfortunately become a challenge for the civilian as well as the military community. This seminar will provide basic information about explosions for the practicing engineer, law enforcement officer and the federal, state or municipal government security personnel charged with the protection of their agency’s assets. Topics of discussion will include but not be limited to how blast effects phenomena associated with explosions in air, water, and geologic media are described, as well as how these effects vary based upon charge size and distance, as well as how these effects affect people. Simple models and sophisticated computer calculations of how structures respond to explosive events will be discussed to provide the participant with a starting point for understanding a building’s response to an explosive event. Blast effects on on specific structural systems such as buildings, windows, dams, bridges, and traffic tunnels will be addressed. Additionally, blast vulnerability and risk management methods that can help decision makers decide the best course of action to reduce exposure to terrorist attacks will be discussed. Lastly, computer software programs which perform analyses of explosive effects and risk assessments to facilities will be discussed. These software programs were developed by the U.S. Army Corps of Engineers and are available to qualified organizations.

The seminar instructors are senior staff of the U.S. Army Corps of Engineers research laboratories, senior staff of the U.S. Army Corps of Engineers Protective Design Centersenior security personnel of the U.S. Army Corps of Engineers North Atlantic Division. Cumulatively, they have over a century of experience in blast phenomena, structural response, and anti-terrorist security.
