Registration

Q. How does an organisation prepare for the submission of grants?

A.Mandatory grants-In order for an organisation to submit a mandatory grant application they must appoint a Skills Development Facilitator (SDF) who will do the submission on behalf of the company. If the organisation has 50 or more employees they must also have a Training Committee in place.

Q. How do I start the submission?

A. Mandatory grants-The first stage of submitting your mandatory grant application is to register yourself as a Skills Development Facilitator (SDF) and to link the organisation/s to your profile.

Q. I have been appointed as the SDF for an organisation but the old SDF is still registered on the system. How do I replace the previous SDF details with my own?

A. Follow the normal SDF registration process (refer to Q2).In addition to the authorisation page required to activate access the company must also send a letter on company letterhead requesting for deactivation of the previous SDF. It is essential that the following information is tabled on the letter:

1. Company Levy number

2. Previous SDF name and surname

3. New SDF name, surname and identity number

4. Signed off by authorised person

Q. Do I have to register again as an SDF if I was registered last year?

A. No. You are however required to renew your status with the new appointment letter which confirms your details and this will have to be accepted by TETA.

Q. I have registered on the system however the status on my dashboard says pending, how do I change it?

A.You are required to submit a letter, signed by an authorised senior representative from the company, on a company letterhead confirming that the user has been authorised to submit the mandatory grant application on behalf of the company.

Note: A pending login status indicates that TETA needs to accept your registration before you are granted access to an organisation’s mandatory grants information.

Q. What do I do if the system can’t find my SDF number?

A.Possible factors could be:

  • Your organisation is not registered with SARS to pay the Skills Development Levy
  • Your organisation is registered but with a different SETA not the TETA
  • Your organisation is not allocated to any SETA

However, if you do have proof from SARS confirming that your organisation is allocated to TETA, contact TETA by sending a request to your respective chamber who will get in touch with the Finance department so as to rectify the issue.

Q. What if I want to edit my details e.g. change email or telephone?

A. If you remember your login and password, login to the Seta Management System and select edit Skills Development Facilitator details, however if you have forgotten your password and would like a reminder, select forgotten password and follow instructions as per the system.

Q. What do I do when some tabs in the system appear not to be working or when getting blank screens?

A. First we need to look at what works and what doesn’t work

The system only works on Internet Explorer.

Other Browsers on the market do not support the system.

1. Only use Internet Explorer for the Seta Management System (SMS);

2. Ensure that your PC’s pop up blocker settings is turned off;

3. Uninstall Google toolbar for internet explorer.

Data Loading

Q. Is it compulsory to have an employee representative signing off the application if the organisation is not unionised?

A. Where a company has 50 or more employees it is compulsory for an appointed employee representative or union/labour representative who is a member of the Training Committee, to sign off on the application on or before the deadline date.

If the organisation has a recognition agreement with labour/-union in place,irrespective of size, the labour representative is required to sign off on the grant application on or before the deadline date.

A company employing 49 or less staff and does not have a recognition agreement with labour/-union is not required to have an employee representative to sign off.

Q. Do I qualify for mandatory grant as a non-levy paying company?

A. Unfortunately not, the organisation must be a levying paying company to apply for mandatory grant. When an organisation submits a mandatory grant application, they are basically claiming back a portion of the levies paid to SARS in the last financial year. Non-levy paying companies would not qualify.

However a non-levy paying company can apply for a discretionary grant through the discretionary grant window which opens every year. They can also apply for Special Projects whose funding window under the Discretionary Grant window. TETA also has the Small Business Development Strategy fund which is available for small and medium companies to apply for.

Q. Is it compulsory to submit a PIVOTAL Plan when compiling the WSP and ATR submission?

A.Companies employing:

  • 49 or less employees: Not compulsory.
  • 50 employees or more: should the organisation intent to train learners on PIVOTAL programmes it is compulsory to complete the PIVOTAL Plan when they apply for the mandatory grant. Please note that by submitting a PIVOTAL Plan it will not automatically serve as the discretionary grant application and it’s also not automatic that one will be awarded a Discretionary Grant. Discretionary Grant applications are allocated at the sole discretion of TETA depending on availability of funds, specific criteria as per the TETA Discretionary grants policy, guidelines, policies and procedures as determined by the TETA Board.

Q. How do I do the final sign off after completing all the required reports for the grant application?

A. The final step in submitting a mandatory grant application is the sign off. Companies with 50 or more employees have to ensure that the employee/union/labour representative signs off first and thereafter the primary SDF.

The sign off must be carried out on or before the deadline date 30 April to constitute a grant application. Companies employing less than 50 employees with a recognition agreement existing with labour/union, the labour/union representative are required to sign off first, followed by the primary SDF sign off.

Q. Can the organisation apply for a discretionary grant if they did not submit amandatory grant application?

A.Submission of a mandatory grant is not a requirement to be considered for a discretionary grant. For organisations to have an opportunity to be considered for discretionary grants they have to apply for this type of grant when the discretionary grant window opens.

Q. Will the PIVOTAL Plan replace the Discretionary Grant Applications?

A.The submission of a PIVOTAL Plan and PIVOTAL Training Report forms part of the mandatory grant submission requirements but does not constitute automatic application and awards of discretionary grants for PIVOTAL Programmes. To be considered for a Discretionary Grant an organisation has to apply for this grant when the Discretionary Grant window opens. The input on the PIVOTAL Plan will be considered in the awarding of discretionary grants.

Q. What is the difference between the PIVOTAL Plan and WSP?
  1. All planned training has to be captured on the Workplace Skills Plan. Should the organisation intend the funding method of the PIVOTAL Program to be considered under the discretionary grant the SDF will need to indicate this by

selecting PIVOTAL programme when choosing the funding method. The system will auto populate the PIVOTAL Plan form.

Q. What can be placed on the PIVOTAL Plan?
  • Learnerships – Employed And Unemployed
  • Apprenticeships
  • Recognition of prior learning (RPL)
  • Skills Programmes
  • TVET graduate placement
  • Graduate Development (UoT and University graduates)
  • Workplace experience/ Internships Unemployed
  • Work Integrated Learning
  • Bursaries for employed learners only
  • Adult Basic Education and Training

Q. What exactly is meant by accredited training?

A. If the training is registered on the National Qualifications Framework, the training Provider would need to be accredited to deliver the training.

All workplaces that carry out training would need to be workplace approved.

Q. Where should the Provider be registered to be accredited?
  1. The Seta/Quality Assurance Body where the scope of the training lies would be responsible for the accreditation/programme approval of the relevant training provider.
