A JOINT RESOLUTION naming the Eula Hall Highway in Floyd County.
WHEREAS, Eula Hall was born in 1927 in Pike County, Kentucky and grew up on Joe Boner Holler off Greasy Creek; and
WHEREAS, as a child, Eula Hall was affected by the plight of the people she saw who lacked basic medical care; and
WHEREAS, Eula Hall, who married at 17 and was the mother of five children, became active in civic affairs in the 1960s when she spearheaded efforts to get potable water to over 800 people in her area where testing found that over 90% of the existing well water was not fit for drinking; and
WHEREAS, in 1973, Eula Hall, with donations of $1,400 and a commitment from two local doctors, started the Mud Creek Clinic, eventually moving out of her own home and into a trailer next door to make room for the clinic; and
WHEREAS, the Mud Creek Clinic provided medical care for the people of Floyd County for nine years until tragically the clinic burned to the ground, destroying everything from medical supplies to patient charts; and
WHEREAS, the day after the fire, Eula Hall dragged a picnic table under a tree, and with the help of a doctor with his travel bag, set up clinic operations; and
WHEREAS, Eula Hall went on a full-bore fundraising drive to get a matching donation from the Appalachian Regional Commission to rebuild the clinic; needing $80,000, she raised over $100,000, often a dollar at a time; and
WHEREAS, with the rebuilt clinic up and running, Eula Hall served as its social director, overseeing the Mud Creek Help Center, which houses a dental clinic, food pantry, a clothes closet, and the Mud Creek Water District; and
WHEREAS, Eula Hall, now in her seventies, continues her work at the clinic and help center, doing whatever she can to help the people of her community; and
WHEREAS, Eula Hall's civic involvement and caring for her fellow man has benefited the lives of thousands of people in Floyd County and beyond; and
WHEREAS, the sign that adorns the Mud Creek Clinic eloquently sums up the past and ongoing efforts of Eula Hall; the sign says simply, "For the People";
NOW, THEREFORE,
Be it resolved by the General Assembly of the Commonwealth of Kentucky:

Section 1. The members of this body, both individually and collectively, commend and applaud Eula Hall's efforts to help improve the lives of her fellow Kentuckians, and declare her to be an exemplary representative of the Commonwealth.
Section 2. The Transportation Cabinet shall name the entire length of Kentucky Route 979 in Floyd County the "Eula Hall Highway."
Section 3. Within 30 days of the effective date of this Resolution, the Transportation Cabinet shall erect signs at each end of the route identified in Section 2 of this Resolution, and at appropriate intervals in between, that read "Eula Hall Highway."
