Introduction

Community Action Plan (CAP) is the planning document of Male CBO Yasin Abad designed by the men community members, main objective is to collect detail data of the community to define their needs and determines forms of action to meet them.

Background

CBO-Yasin Abad is theNorthern part of village Gomal Kalan; it is a Mohallah base CBO,majority of the residents belongs to Machi tribe that’s why it’scalled MuhallaYasin Abad. It consists of 50 households. The main tribes are Machi, Baloch, Darkan, Pathan, Baring, Solgi, Kotany and Beian.

Geographical Location

Mohallah Yasin Abadis theNorthern part of village Gomal Kalan,having 50 households, located in UC- Korai, TehsilDistrict. D.I Khan.In the Eastern side village Gomal Khurd is located at a distance of 2 km, in West Chehkanat a distance of 8 Kms, in North village Pusha at a distance of 7Kms and Garah Hayat is located in South at a distance of 3Kms from that village.

Social Mobilization inGomal Kalan

Gomal Kalan is one of the village of UC Korai where Mohallah Yasin Abad is northern part of it. Village Gomal Kalan has 650 HH, out of it KP-SADP field team introduced program and successfully organize Yasin Abad, having 47 HHs. The process of community organizations formation started on 16thSeptember2013. KP-SADP staff played an instrumental role in social mobilization through regular meetings with community, awareness raising and self reliance. As a result of the social mobilization carried out by KP-SADP now there are 4Male CBOs so far in village Gomal Kalan name as MCBO Yasin Abad (Membership: 31), MCBO ItafaqSlogan (Membership: 40) ,WCBO Yasin Abad (membership 29) and MCBO Guldasta Welan Wala (Member ship 31). There is so much potential in the village Gomal Kalan as it consists of more than 650 HHs. According to the members present at the moment reported thatCommunity Organizations have provided community with platforms to identify their potentials and enhance their skills. CBO being a Mohallah level organization focus on the needs, issues and resources of the concern Mohalla, therefore a need felt of community organization to bring socio-economic change in the village.

KP-SADP facilitated the community for their strategic felt need and conducted community assemblies for men. In the community based meetings, they discuss their needs, opportunities and organized into Community Based Organization. MCBO Yasin Abad members developed their Community Action Plan or village development plan through intensive 5 hours participatory exercises and discussion.According to community members some of non-governmental organizations partially worked here i.e. SPO worked on education and sanitation, CUP on skill training, SERVE worked on street pavement with the help of UNDP and TVO on drinking water.

  • To plan and strategize for overall community development through analyzing community issues, resources and opportunities.
  • To contribute in improvement of living standard of target community.

Focus group discussion and group work held with community men incorporated in community action plan.KP-SADP DIU staff attended and facilitated the sessions and documented the gathered information. Through the mentioned techniques community set their development vision for future.

Empowered community with problem (needs) free environment where people will have facilities of health, education and skill enhancement with increased participation in decision making through viable institutions through the project intervention.

Socio-Economic Situation

All the information in this portion is collected from community through a designed and thoroughly discussedchecklist, these information are the CBO based. Yasin Abad is a Mohallah of villageGomal Kalan consists of 50 households. In the samevillage there are different tribes of communities, such as Machi, Baloch, Pathan, Darkan, Bareang, Kotanay, Solgi and Bhian.

It is a part of the village, At Mohallah level decision, they consult within their Mohallah but for village level decision making there is Jirga system.Jirga has only representation of men but making decisions both for community men and women. Therefore women are ultimately excluded in traditional village level decision making process.

Community of the said locality categorize in different categories of wealth ranking ranging from poorest of the poor to well off having varying access to resources. The living arrangement and construction of houses also varies, most of the houses are muddy some of them are made with bricks and mud and none of the house was found cemented so for seen during transact walk. InYasin Abad10% are semi cemented while90% houses are full mudded.

Agriculture

The main source of income of the CBO Inhabitants ofMohallahYasin Abad is agriculture, they are directly and indirectly involve in agriculture i.e. beside other sources like service, labors, shopkeepers and livestock some of them are littlebit agricultureland for cultivation and they cultivate it as per their requirement or in other words they do it like a part time additional job. According to information shared by the community members 25% of the peoples are involved directly with agriculture...25% of the peoples earning proportion of population totally depend on agriculture for their livelihoodthat haven’t their own land but cultivate on 50-50 crop sharing bases, expenses made for agri-inputs would bore by tenants. It is anirrigated area a canal CRBC passes in the Western side of Mohallah and the whole village as well. Land structure is plan and fertile soil. Larger portion of the agriculture land engaged in sugarcane and in remaining portion they cultivate rice,brassica in Kharif and wheat,gram, maize and mot in Rabi. Farmers/tenants use tractors and thrashers for sowing and harvesting crops. They use spray machine and other modern appliancesto prevent plants from insects and weeds grown in the field that affect the productivity of the crops.

As the community has landholding and cultivate crops such as, sugarcane wheat, Brassica, Rice, maize/Jowar, and along with that they also cultivate green fodder for livestock in both seasons.

While discussing issues associated with agriculture sector community mentioned that the community has no timely access to fertilizers and certified seed at their village. Unavailability ofimproved seed in time and other modern technology and technical expertise for agriculture also persist.

Livestock

As known to all that agriculture and livestock is part n parcel to each other,Community also depends on livestock both for domestic and earning purposes. Therefore they used to keep goats, sheep’s,cows,Buffalos, donkeys and poultry within their houses. In Mohallah there is considerable number of livestock mentioned below.

The above table shows that livestock raring in village Gomal Kalan is comparatively normal; some of the dwellers are involved in livestock raringand business. Both the community men and women are supposed to do livestock raring and management. But it ismentioned by community that they are using traditional old methods for this purpose and never attended training on the subject matter. There is also lack of facility to provide cure to livestock related diseases having no linkages with service provider. There is no veterinary worker in the whole village.The community members demanded Civil Veterinary Centre(CVC)/Civil Veterinary Dispensary (CVD) to prevent livestock from various diseases and control livestock mortality.

Education

Academic situation more or less is the same as in other areas of Distt. D.i.Khan. Education in rural areas suffers badly due to non-local staff here the situation is the same there are 2 primary schools one for boys and one for girls. There is also one Govt Middle School for 650hh in village Gomal Kalan. There are50 students in this school. There are also 2 private schools (middle) for boys and girls.For higher education students go to village Korai at the distance of 5Kms, there number is 25 according to them. There are13 FAs, 35SSC and 70 middle passed persons in that village.

Health

There is no health facility from Government side. In Minor diseases people get treatment from locally dispenser belongs to Village Korai. In major cases and emergency they rushed to DHQ-D.i.Khan. On the women side there is no MCC/FHC, in delivery cases patients are carried to DHQ D I Khan.Thereis no facility for reproductive health & family planning forwomen. Water born diseases are also common in the area as there is lack of proper sewerage system.

Govt.Facilities

All the households in locality have access to electricity, mobile services facility is even available in remote and far flung areas of the country and considered a good development in the field of communication, community members stated.

Water & Sanitation

According toCommunity members there are no Tube well for drinking purpose in the village. The hand pumps are available to the maximum households. Water table starts from 120 feet but saline and not good for health, Due to this water borne diseases are prevails here in that community

As per the information of community members 90% dwellers have pit, but these pit latrines are in bad condition,10% do ODF within houses, all of them either male, female and children do ODF, as due to poverty, they can’t afford to construct pit latrines.Street of the village are totally unpaved and there is no proper sewerage and solid wastes disposal system in the entire village.

Women’s development

Traditionally the women are supposed to live within houses and undertake productive, reproductive and community tasks. As a part of their productive tasks women do embroidery, stitching etc. but there is no vocational center to enhance the skills of both men and women and give them opportunity to sell their products for income generation.

Disaster Preparedness

The area is prone to some natural and manmade disaster likesdrought, earthquake and environmentalissues. But the respective community has no awareness about disasters; therefore there are no disaster preparedness and risk management strategies at local level.

Others

CBO-Yasin AbadMohallah is absolutely lacking in social structure like education, health & Sanitation and environment, there are no streets lights even streets are paved.

The phenomenon of unemployment is also common as the whole nation suffers. About56% of population of earning age is unemployed and with no income to fulfill their basic needs.

Seasonal calendar

Community men draw their respective seasonal calendars. The purpose of seasonal calendar is to point out and document community engagement during the whole year. The calendar also shows availability of community for development interventions and other engagement of community with socially given activities. The activity also shows community role in agriculture, livestock, education and other sectors of development.

The given tool described professions of the target community. Thisinformation is for that proportion of population who is earning and has economic responsibilities of their household.

Above table shows that out of 50hh,25% are engaged with agriculture, 50% are doing Laboring and 15% in livestock raring,5% are employees and 5 % shop keepers.

Wealth Ranking

Through a PRA tool called wealth ranking participants categorize community into four major economic categoriespoorest of the poor, poor, better off and well off.

During the exercise community classified 50 community households under these four categories.

The given chart shows that 20 % hh of the total households of MohallahYasin Abad are well off, 5 % hh are better off, 25% hh are poor and 40% hh are poorest of the poor according to the criteria developed by the community for wealth ranking. Need Prioritization:

Need prioritization is one of the tool by whom one can easily asses the dire need of any sort of problem/issue facing by any kind of community it may be, like rural, business, urban etc. As it is self explanatory needs/problems/issues and should written in a tabular form In this tool ,then the peoples will grade/prefer the most dire need they facing and should be written in a prioritized form.

EIG (Economic Interest Group):

EIG (Economic Interest Group) is that group who pursues and share common interest; during discussion some of the members took interest in economic/income generation related activities like watercourse and livestock. More efforts should be needed to have a formal discussion with specific economic interest group to enhance their income and potential in which they are very much interested, that may ultimate bring socio-economic change, create opportunities and proper utilization of any program package.

Situation Analysis

CAP is a crucial activity from the community needs and overall analysis of the CBOs point of view with whom the project is carrying out various interventions. As mentioned aboveMohallahYasin Abad consists of 47hh, major tribes here areMachi, Baloch, Darkan, Pathan, Baringe, Solgi and Kotany representatives from this tribe attended the meeting and gives their opinion/consultation about the problems/issues they are facing in their daily routine life . There were 36 persons present in the meeting, from the age of 20 to 70 years old, peoples from all walks of life participated in it. All these participants belonging to M-CBOs and general villagers ,means whom haven’t nomination in CBO, during discussion all the participants with one voice identified theStreet Pavement as their first prioritized need, when asked about women right in the decision making they replied that it’s a common problem of all inhabitants ofMohallahYasin Abad,that includes women, men and children of the village. The women have consent with male members in this regard. So for contribution is concerned during discussion they clearly gives their choice that they are ready for any kind of contribution in shape oflabor/material, but in cash they can’t contribute because of low level of income.
