A.D./SCHOOL ADMINSTRATION REPRESENTATIVE RESPONSIBILITIES

State Basketball Tournament

The A.D./School Administration Representative has the important responsibility of coordinating the school arrangements with the League staff. In essence, you become the coordinator of ALL arrangements between the participating school and the tournament administration.

Listed below is a checklist of responsibilities.

TOURNAMENT SEEDING – Class 3A & 4A – Girls/Boys:

A Seeding Meeting to determine the State Tournament pairings for 3A and 4A teams will be held on the Saturday proceeding each tournament – Girls: Saturday, March 13 and Boys: Saturday, March 20. The head coach of the 3A and 4A teams are required to participate in this meeting. More specific information and instructions will be included in the packet of information received upon winning the Section Championship.

NOTE: The meeting for 3A and 4A coaches will take place via conference call immediately following each seeding meeting.

COACHES MEETING – Class 1A & 2A – Girls/Boys:There will be a mandatory meeting of all head coaches VIA CONFERENCE CALL on the Saturday prior to the Tournament. Our discussion will include locker room assignments, warm-ups, game timelines, introductions, TV expectations, and a review of behavior expectations for both coaches and officials. More specific information and instructions will be included in the packet of information received upon winning the Section Championship. Meeting times and dates:

_____4.Confirm your hotel reservations by noon on Monday, March 15 for Girls’ and

Monday, March 22 for Boys’– note separate hotel info on web site (located under Boys’ Basketball Tournament information). The sooner your reservations are finalized the better.

______5.Distribute Band policies to the Band Director.

_____6.Distribute Cheerleader policies and letter to your Cheerleading Coach. Cheerleading certificates will be awarded to all cheerleaders who actually cheer at the State Basketball Tournament, up to 12, the maximum number that are allowed to cheer on the floor at any one time. In addition, there will be one certificate for a mascot and one for the coach. Certificates will be given to the coach at the tournament – based on the number of cheerleaders that participate.

_____7.Advise all school organizations that will be involved in the state tournament of the state tournament policies for each group, i.e., the coach and team, the band, the cheerleaders, adult and student spectators and the school photographer.

_____8.Arrange for pre-sale of quarterfinal tickets. Return tickets and check to the ticket office at the arena where you play your first game.

_____9.Distribute the four complimentary season general admission seat tickets that were included in the packet received after the Section Championship game.

____10.Make arrangements for the pre-sale of tickets for the Quarterfinals. All tickets for both tournaments will be general admission. Also note in your ticket information, that if your students want to stand they must stay in the standing sections. Fans seated in the most center sections must remain seated. We need your cooperation with this by notifying your fans. All unsold tickets and your ticket report must be returned to the Ticket Office at the site of your 1st game (either TargetCenter or Williams Arena, prior to the start of the session in which your team plays. The ticket office opens at 8:45 am on Wednesday and 10:45 am Thursday-Saturday.

_____11.BOYS’ TOURNAMENT ONLY - If you win the Quarterfinal or Semifinal game there will also be pre-sale tickets for the next round. You need to call the ticket manager at the TargetCenter to make preliminary arrangements for this sale. Call David Balcer, 612-673-1316 at TargetCenter or Rick Olson/BOSS, 612-644-3742 at Williams Arena as soon as possible to make these arrangements. The Target Center will sell these tickets at a time that you arrange. We highly recommend that you set this time to be at least one hour, immediately after your game. This pre-sale information should be announced to your fans prior to the tournament. Also give this information to the Tournament Manager, and he/she will see that it is announced immediately after your game if your team advances. If sold at the Target Center or Williams Arena, they will handle all sales, money, etc.

_____12.You may also get tickets to take back and sell at your school. If you want to do this you need to talk to David Balcer or Rick Olson to make these arrangements. They will have the tickets printed and will coordinate the arrangements with you. There will only be pre-sale tickets for the Semifinal and Championship games. If you lose and play in the 3rd place game, tickets will only be available at the door. All seats for 3rd Place games will be general admission. Any questions on ticket sales should be referred to Rich Matter, Finance Director at the League Office.

____13.Advise the MSHSL Office of the name of your School Administration Representative if it is someone other than the A.D. * That person must report to Tournament Director or Game Manager at the start of the warm ups for your game to coordinated fan supervision.

____14.Distribute player information form needed for television. This form must be faxed to Channel 45, in care of Dennis Silva, 651-523-7352. The fax number is on the form.

____15.You will be responsible for all areas related to the tournament participation of your team. Please assist the tournament manager with any problems and/or suggestions relating to crowd control of your student body and spectators. Students or fans must stay off of the floor following ANY tournament game. We are counting on your assistance with your spectators.

_____a.Take steps to ensure that students and fans follow the Sportsmanship Code of Conduct.

_____b.Take steps to ensure that friends or fans of the team will not disrupt your team at the hotel.

_____c.Develop your procedure for checking team rooms prior to checkout. Remind your team members of their responsibilities in the hotel regarding curfew, sound levels, no visitors, care of rooms, etc.

RESPONSIBILTY FOR SPECTATOR CONDUCT
In order to elevate standards of sportsmanship and encourage the growth of responsible citizenship among the students, member schools, fans and school personnel, the MSHSL held a Sportsmanship Summit and asked student participants to identify behavior expectations they felt should be in place at every school event.

These minimum behavior expectations provide a foundation upon which member schools, conferences, administrative regions and the League’s Board of Directors can build specific guidelines for activities under their control.

MSHSL Bylaw 409, RESPONSIBILITY FOR PARTICIPATING TEAMS, STUDENTS AND SPECTATORS, speaks to this issue, directly, and Bylaw 409-2 specifically states that, “School officials shall be held responsible for the proper conduct of teams, team members, students and home spectators regardless of where the contest is being held.”

In all MSHSL activities, each participating school shall designate a person or persons from that school to serve as crowd control supervisors or chaperones. MSHSL tournament staff may require school administrators to contact the tournament manager prior to the start of the tournament game so that they can be immediately contacted to respond to behavioral issues regarding their team members, students and/or spectators at the tournament site. Each supervisor or chaperone should be immediately identifiable to the students and to the tournament site ushers and other security personnel. This will help to coordinate crowd control between school supervisors and tournament site personnel.

MSHSL MINIMAL BEHAVIOR EXPECTATIONS FOR REGULAR AND POST-SEASON TOURNAMENT COMPETITIONS:

  • Respect the American flag and the National Anthem.
  • Spectators must wear clothing that covers the entire torso. Those who do not comply or who wear clothing that is vulgar, obscene or that in some other way inappropriate, as determined by school/tournament personnel, will be removed from the arena/stadium if they do not cooperate with this behavior expectation.
  • The use of appropriate language is expected at all times. Profanity, negative chants, booing, trash talk, name calling, personal attacks or other acts of disrespect are unacceptable and must be immediately addressed by school and/or tournament administrators.
  • Respect the game/contest. Under no condition shall anyone other than the members of the official squad enter the playing surface. No one may interfere with the contest in any way.
  • Hand held signs, which do not obstruct the view of others, will be permitted provided they are in good taste. Signs, message boards, “white” boards or other similar items contest/tournament officials deem to be in poor taste will be removed.
  • Artificial noise makers (i.e. megaphones, cowbells, sirens, whistles, thunder sticks, air horns and other similar items) are not allowed.
  • Laser lights or strobe lights are strictly prohibited.

SECURITY/SPECTATOR POLICIES FOR STATE TOURNAMENT

Along with the above behavior expectations, the following security measures will be followed to ensure a safe environment for the conduct of the state tournament

  • No firearms, explosives or other weapons.
  • Oversized flags or banners are not permitted. Large signs requiring two people to hold are not permitted.
  • No confetti, balloons, bottles, cans, rolls of toilet paper, etc.
  • Player/Team Re-entry Policy: Individual players and/or teams will be admitted to all sessions. They must be checked in at the Pass Gate at all times.
  • No backpacks, duffel bags, briefcases, shoulder bags...other than purses, will be allowed into the facility. All BAGS/PURSES WILL BE SEARCHED. MSHSL drawstring backpacks will be allowed.
  • No cans, coolers and other containers.
  • No food and drinks.
  • No promotional items with commercial slogans or identification are allowed.
  • Spectators are allowed to use small cameras/handheld video cameras (no tripods). Professional Video companies are not allowed to videotape any of the tournament games. Under no circumstances may still photographs, videos, audio tapes be used for any commercial purpose.
  • Patrons will be required to return all prohibited items to their vehicles, hotel rooms or homes.
  • The facility has the authority to prohibit any other items deemed to be a security risk.

No Memorabilia or promotional materials for other events or activities.
