SUBJECT: Children and Young People Service– Appointment of Statutory Chief Education Officer

1 PURPOSE OF THE REPORT

1.1 To appoint the Acting Chief Learning and Achievement Officer as the Council’s statutory Chief Education Officer.

2. INFORMATION

2.1 Members will be aware that the Council’s existing Chief Learning and Achievement Officer, Hywyn Williams, will be leaving the Authority on 20 March 2009, to take up his post as the Corporate Director for Lifelong Learning at Denbighshire County Council. A Member Panel has considered applications for the position but has decided to re-advertise the post. In view of this delay, arrangements have been put in place for the Head of Service (0 – 12 years) Children and Young People, John Davies, to act as Chief Learning and Achievement Officer, as from 23 March 2009, whilst the vacancy is re-advertised and until a permanent appointment is made.

2.2 Section 532 of the Education Act 1996 imposes a duty on the Council to appoint an Officer as its Chief Education Officer. This is a statutory role. This role is presently included within the functions of the Chief Learning and Achievement Officer and is referred to in the Proper Officer Schedule contained in Part 7 of the Council’s Constitution.

3 RECOMMENDATION

That the Council appoints the Acting Chief Learning and Achievement Officer as the Council’s Chief Education Officer, for the purposes of Section 532 of the Education Act 1996, until a permanent appointment is made.
