· Staff training should be competency driven and directed at answering this question:

o What essential information does WIOA federal legislation hold that would help staff in WA Workforce system do their jobs in a more efficient, integrated and customer-focused manner?

· How do we use the Cliff Note to carry out the key principles of the legislation? i.e. affirm system thinking, help establish common goals, promote familiarity with labor market data

Proposed Content Elements and Essential Themes

Goal: Use existing content to create a Cliff Note that identifies and promotes understanding of:

· how individual staff roles and performance fit into the system

· system integration vs. silo thinking

· WIOA Core Programs including TANF and required partners

· the 14 target populations and how to remove barriers for those populations

· local systems, including the variety of roles in that system and local system governance

· dual customer—job seeker/career builder and business/industry

· business needs and sectors in the local economy

· careers pathways and the importance of employment and work

Outstanding Questions and Considerations

· What is the context of these Cliff Notes in the overall training schemata i.e. how will they be used and fit into the overall training program?

· What is the intended delivery modality? i.e. hand-outs, electronic, in concert with in person training

· How will the information be linked to competencies, accountability and performance measurement? i.e. if we develop these materials how will we know they are being used and are achieving the understanding we want?
