3900 Watson Place Cooperative, located in Washington, DC, consists of twin towers with approximately 152 residential units. The ten and twelve-story concrete framed, flat roof towers were constructed in 1960. The towers are connected by a two-level underground parking garage. Most of the below-grade floors consisted of residential units, support rooms, storage rooms and the parking garage. The main entry floors for both buildings had entry lobbies, concierge desks, and mailboxes. Two elevators serviced each tower. Additional building amenities included a laundry facility in each tower, a small community room, and restrooms.

Common elements observed included: building exterior elements such as roofs, exterior walls, and the garage; building systems such as mechanical, electrical and plumbing elements; equipment affecting fire and life safety, such as fire alarm and control systems; elevators; and interior decorative finishes.

FEA performed a full reserve study of the above building systems, which included a complete component inventory and condition assessment. FEA provided disciple specific assessor to perform the condition assessment. FEA provided a report of the conditions observed for these systems, which included life and valuation estimates for repairs and replacements to the various system components. These estimates were used to provide recommended funding scenarios which would maintain a positive reserve fund balance for the 20-year study period.
