9. Responsibilities:
Reporting to the Chancellor, the broad based position serves a multifaceted role in executing the campus’ strategic direction, providing innovative leadership to the campus fiscal and fiduciary activities, guiding campus compliance and ethics activities, leading the financial and business operations of the Riverside campus, and engaging in campus-wide communications commensurate with a service orientation in administration.
As a strategic advisor to the Chancellor, the position serves a critical role in developing the campus’ overall strategic direction and business planning processes; implements campuswide long-term financial and business operations strategy; assesses and develops tools and systems to facilitate financial and operational decision making and ensure transparency; and delivers actionable recommendations on both strategic financial and business operations.
As the campus’ Chief Financial Officer (CFO), the position oversees the campus’ resource planning and budget functions; the fiscal and fiduciary responsibilities for the campus; and a campus operating budget of $550 million and a capital budget of $1.5 billion (over the next ten years). Formulates and oversees the preparation of short-and long-range fiscal plans; provides expertise for in-depth budgetary analysis; and in working with the Provost and Executive Vice Chancellor along with other academic and administrative leaders, develops and executes comprehensive strategic planning for the campus’ budgetary resources. Develops and implements financial performance measures and campus fiscal policy. Serves as an expert resource and leader to the campus on university and federal cost regulations; and fiscal policies, controls and accountability structures. Provides leadership to Vice Chancellors and Deans in formulating strategic financial objectives and effective financial operations.
As the campus’ Compliance and Ethics Officer, the position oversees the campus’ compliance activities, reporting mechanisms, and the on-going management of risk that the Chancellor, Office of the President and the Board of Regents seek to optimize.
As the senior manager for the campus’ business operations, the position leverages the campus’ infrastructure, systems, and process improvements to address the demands of the growing campus while ensuring the sustainability of the infrastructure. The position leads a broad organization of managerial, professional, administrative, service, technical and skilled trade staff representing a diverse workforce of over 600 FTE. 10. Scope:
a) The amount and complexity of assignments for which the incumbent is responsible.
The position performs a multifaceted role as the campus’ Chief Financial Officer (CFO), the Vice Chancellor for Finance and Business Operations (VCFBO), and the campus’ Ethics and Compliance Officer.
The Chief Financial Officer oversees the financial activities, reporting, and fiduciary responsibilities for the campus’ resources. As a member of the Chancellor’s executive leadership team, the position serves a critical role in developing the campus’ overall strategic execution of its strategic plan, business planning processes, and long-term financial strategy. Provides leadership to Vice Chancellors and Deans in formulating strategic financial objectives and effective financial operations. Serves as an expert resource and leader to the campus on fiscal policies, controls and accountability structures.
The Vice Chancellor for Finance and Business Operations leads a large, complex, multi-unit organization that is sustained by multiple revenue sources (e.g., state and student funds, recharge revenue, sales and service revenue) and that provides essential services to campus students, staff and faculty. The University of California operates under the principal of "shared governance" in which the faculty, in the form of the Academic Senate, takes an active role in advising on all aspects of campus functioning, including administrative operations. The position requires leadership, communication, and managerial acuity to successfully direct and guide the diverse range of administrative departments, while engaging in senior management strategic planning processes as a member of the Chancellor’s executive leadership team.
The VCFBO serves on campus and University-wide committees and is the official liaison with the University of California Office of the President, other universities, outside agencies, and the local community in all areas of the unit’s responsibility.
b) Skills and/or experience necessary to perform this position.
As the CFO, the incumbent/candidate shall hold an advanced degree in business, public management, finance, or related field, or an equivalent combination of education and experience. MBA and/or CPA, CMA designation preferred. Minimum eight to ten years of progressive experience in financial management with increasing responsibilities for multifaceted strategic financial planning and funding for growth initiatives, most recently as a Chief Financial Officer or top financial officer for a large, complex organization.
As the VCFBO, the incumbent/candidate will also demonstrate a minimum ten years of progressive management responsibility for a complex, multi-unit organization, reporting directly to senior/executive management, preferably with experience in a union environment and in a higher education setting. Management experience must include several or more of the following areas: construction management, facilities management, financial services, human resources, material management, transportation services, resource planning, and financial and budgetary policy development.
Demonstrated ability to lead, either directly or through the application of persuasive influence.
Demonstrated record of accomplishment in advocating and incorporating the policy and program needs of a complex, multi-unit organization into the broader organization-wide plans and programs.
Demonstrated organizational, administrative and project management skills to include the ability to diagnose critical areas for attention and translate strategies into action.
Demonstrated ability to work with a diverse group of constituencies on all levels within the organization and without, including, city, county, state, federal agencies and community groups.
