2016 Local Rules

Ø USGA and the following local rules apply for all daily play and competitions unless otherwise posted in an individual event or league rules sheet.

Ø You must play the ball as it lies unless otherwise posted in an individual event or league rules sheet.

Ø When players are playing the white tees in the same competition of players playing the blue tees, the white tee player will use their white tee handicap minus the difference in the course ratings (which is 2). Ex - Player A is a 15 from the blue and is going to play the blue tees. Player B is a 15 from the blue and a 14 from the white and is going to play the white tees. Player B will subtract 2 shots from his 14 white tee handicap and play as a 12.

Ø White stakes and lines define out of bounds, Red stakes and lines define lateral water hazards. There are only lateral hazards at PHCC. Lines will always supersede stakes.

Ø Embedded ball rule is through the green.

Ø Free drop from all French drains.

Ø Tree/Bushes marking 150 yards are not considered an obstruction. No relief is allowed.

Ø In an effort to keep play moving a provisional ball may be played when a ball may be in a hazard. This is for everyday play and may not be allowed for tournament play.

Ø Relief from interference by an immovable obstruction may be taken under Rule 24-2. In addition, if a ball lies off the putting green but not in a hazard and an immovable obstruction (sprinkler head and/or capped winter hole location) on or within two club lengths of the putting green and within two club lengths of the ball intervenes on the line of play between the ball and the hole, the player may take relief as follows: The ball must be lifted and dropped at the nearest point to where the ball lay that is not nearer the hole, avoids the intervention, and is not in a hazard or on the putting green. The ball may be cleaned when lifted.

Ø All concrete or asphalt cart paths, stakes other than those defining out of bounds, and man-made drainage structures are deemed to be immovable obstructions. Stones immediately adjacent to cart paths are considered part of the cart path and therefore are considered part of the obstruction.

Ø Relief under Rule 24 (Obstructions) may not be taken off any cart path that is not concrete or asphalt.

Ø Stones, the size of a dime or larger, in bunkers are movable obstructions (Rule 24-1 applies)

Ø Distance measuring devices are permitted for all play at PHCC.

Ø In stroke play if there is a question on how to proceed, play two balls and a decision will be made by the committee. NOTE – Before proceeding with two balls a player must announce, to his fellow competitors, that he intends to play two balls and which one he wants to count if the rule permits for both balls.

Ø In match play if a dispute on how to proceed arises, you must make a claim at that time before teeing off the next hole. A later claim may not be considered and the outcome of the match not changed. Rule 2-5

Ø In PHCC events there is a no DQ rule. If a player acts not in accordance with the rules that would normally cause disqualification, they will not be disqualified, but assessed an additional penalty as decided by the rules committee.

Ø In a shotgun event, any player or team that continues to play after they have finished 18 holes will be disqualified. Teams/Players must immediately come in and turn in their scorecard immediately upon completion of their round.
