Assistant Director, Outreach Services

Position Classification: Exempt, 40 hours per week

Position Summary

The Outreach Services Assistant Director (OSAD) directs and manages Outreach Services functions, including Community Branches, Books by Mail, Bookmobiles, and the Sub-regional Library for the Blind and Physically Handicapped. The OSAD is responsible for joint coordination with the Director, the Public Services Assistant Director (PSAD), and the Children’s Services Coordinator for oversight of Public Service functions and Children’s services of departments within the Outreach Services area.

The OSAD is responsible for overseeing management of the collection within the Outreach Service areas and for appropriately coordinating with the PSAD and department heads regarding collection processes and acquisitions.

The OSAD is responsible for producing short-, mid-, and long-range Outreach Services plans and making recommendations to the Director.

The OSAD is responsible for preparing branch reports by accurately collecting and compiling needed data and statistics, and producing reports.

The OSAD is responsible for overseeing that the annual report for the Sub-regional Library for the Blind and Physically Handicapped is accurately compiled and that copies are distributed to the Director.

Jointly with the Director and the PSAD, the OSAD develops and implements staff development and continuing education plans and programs.

The OSAD effectively serves as employee in charge in the absence of the Director and the PSAD.

The OSAD must follow all library policies, guidelines, and procedures, and maintain a neat, orderly, and safe work environment.

The OSAD must work regular and irregular hours to oversee job responsibilities and complete job duties.

Major Responsibilities

65% Directs and manages personnel and operations of Outreach Services of the Library, including recommending policy, procedures, employment and staffing, and budgets to the Director. This includes managing direct and indirect reports in the community branches, Bookmobiles, Books by Mail, and Sub-regional Library for the Blind and Physically Handicapped areas. (E)

15% Overseeing and managing collection development and maintenance by

· Assuring that collection development policies and procedures are being effectively utilized by staff.

· Assuring that Outreach Services are being adequately delivered by collecting and analyzing data and developing and recommending changes in technical and non-technical systems. (E)

15% Managing administrative functions including:

· Preparing annual outreach action plans and reports by benchmarking, collecting, compiling, and reporting needed data and statistics on a monthly, quarterly, and annual basis for all outreach areas. (E)

· Self-assigning and performing general tasks related to library operations by providing assistance or coverage for other employees as necessary to assure smooth operations of outreach functions.

· Recommending to the Director and producing short-, mid-, and long-range plans for Outreach Services.

· Managing the collection development budget for the Outreach Services area.

· Designing, developing, and maintaining community partnerships for delivery of Outreach Services and jointly with the Children’s Services Coordinator, design, develop, and maintain school partnerships for delivery of Children’s Services.

5% Serving as an effective member of the Director’s Leadership Team.

· Jointly responsible for supervision of the Children’s Coordinator and oversight of outreach services regarding services to children.

· Jointly responsible for assuring appropriate coordination with and functional oversight of outreach service functions of departments within the Public Services area.

Education and Experience Requirements

MLS from an ALA-accredited library program; minimum five years professional public/other library experience, including three years of supervisory and administrative experience.

Major Knowledge and Skills Requirements

· Ability to plan, evaluate, develop and document policy, procedure and guidelines relative to Outreach Services.

· Ability to write, submit, implement, and evaluate grants.

· Ability to select reference, fiction and nonfiction materials in all formats.

· Ability to effectively evaluate and utilize technical applications.

· Ability to appropriately prioritize work and duties for self and others.

· Oral and written communication skills, including the ability to understand oral and written communication, for such purposes as understanding patron and library staff requests, directing and assisting patrons and staff appropriately, summarizing information and producing timely oral and written reports for supervisors and coworkers.

· Ability to communicate professionally, courteously, and effectively with patrons and coworkers.

· Ability to act as liaison with and represent the library before various public and private organizations.

· Ability to effectively supervise others. This requires informal oversight and consultation without assuming ownership. Ability to train other personnel in proper performance of their job duties.

· Ability to maintain a neat and orderly work environment.

Decision Making and Planning

Most technical aspects of the job require independent judgment. Access to a supervisor is available for most non-technical issues. Independent judgment is also required to know when to consult with a supervisor or coworkers.

Working Conditions

The physical requirements of this job include:

The ability to exert moderate, constant physical effort such as sitting, walking, standing, bending, stooping, crawling and kneeling for less than 25% of the time; repetitive motion for more than 75% of the time; lifting of objects and materials weighing less than 50 pounds for less than 25% of the time; lifting of objects and materials weighing less than 5 pounds for more than 75% of the time; and pushing and/or pulling of objects and materials weighing less than 120 pounds for less than 25% of the time.

The ability to perceive and discriminate visual cues or signals 100% of the time.

The ability to communicate verbally more than 50% of the time.

Exposure to environmental conditions such as heat, cold, dirt, dust and bright/dim lighting for less than 25% of the time.

This position is also required to perform all other duties as assigned.
