Physician Accountability for Physician Competence – Summit IV

January 14-16, 2007

Assessing the GMP Competencies

Assignments: The first assignment is to develop a set of principles and guidelines for assessing the competencies articulated in GMP. Then, develop a first draft of the guidelines and/or standards for developing new assessment tools for the competencies in GMP.

The second assignment is to look at the GMP document and develop a first draft list of tools that either exist already or would need to be developed for assessing the GMP competencies. This might include models of assessment there aren’t specific tools to identify and list.

The third assignment is to develop a plan for integrating with methods already being deployed for measuring competence (the ACGME competencies and others). This plan would articulate how to reduce redundancy and make it easier for people already engaged in implementing general competencies.

The fourth assignment is to develop a first draft model of who would develop the needed assessments and develop a first cut at where the resources would come from for this.

The fifth assignment is to develop a model for translating the GMP for assessment at different points in the continuum of education, training and practice.

The sixth assignment is to develop a timeline for the work that needs to be completed and clarify what further decisions need to be made and

Additional Questions:

· Who determines what the competency domains are and where the bar is for competency for re-licensure and re-certification?

· How do we make the GMP competencies meaningful?

Here’s the list of categories and possible examples of assessments:

1. Standardized exams/simulations

- Multiple choice questions

- Computer-based and other technology-based simulations

- Standardized patients; observed patient encounters

2. Work-based assessment

- Chart audits and other practice samples

- Multi-source feedback; other surveys (eg, patients)

3. Hybrid methods

- Portfolio assessment/aggregating heterogeneous information
