MOBILE LICENSING ENFORCEMENT OFFICER
JOB SPECIFICATIONS:
· Graduate of Law and Security/Police Foundations/Municipal Law Enforcement/Public Investigation or other Enforcement related program at a Community College
· Municipal Law Enforcement Certificate preferred
· Minimum 3-5 years experience in municipal by-law enforcement
· Working knowledge of municipal by-laws is required
· Excellent oral communication skills essential with demonstrated ability to resolve disputes in a manner which supports our client driven integrated service delivery mandate
· Demonstrated ability to work productively with members of the public, external agencies, elected officials and other city staff using tact and diplomacy to competently handle confrontational situations
· Demonstrated ability to work independently as well as support a team approach in the unit, use sound judgment and make appropriate business decisions. Must be self motivated and perform functions with minimum supervision.
· Computer literacy required, demonstrated administrative skills including excellent writing ability to prepare detailed activity reports, and internal and external correspondence
· Experience in presenting evidence in court is required
· Must provide own car to perform duties and hold a valid Ontario Driver’s licence with an excellent driving record
· Must be willing to work rotating 10 hour shift schedules including evenings and weekends
· A clear criminal record certificate will also be required of the successful candidate, at their own expense to verify the absence of a criminal record for which a pardon has not been granted
PRIMARY RESPONSIBILITIES:
Reporting to the Manager, Mobile Licensing Enforcement, the successful candidate will carry out the following functions:
· Conduct physical inspections of vehicles and premises to ensure compliance with all applicable municipal by-laws
· Investigate complaints and prepare reports, general correspondence and documentation relating to inspections conducted and complaints received
· Issue Notices of Contravention and follow-up to ensure compliance
· Conduct surveillance inspections in accordance with the by-laws
· Provide advice and guidance to City staff and the public with respect to the by-law requirements/procedures and ensure compliance
· Conduct examinations and mandatory vehicle inspections
· Prepare and issue summonses and appear in court as required
· Liaise with other agencies, City staff and the public on by-law related issues; ensure all parties are updated on proposed changes
· Involved in special projects and reviews of by-laws and operational procedures; prepare reports and recommendations
· Perform other related duties as assigned
