TILLICOULTRY, COALSNAUGHTON & DEVONSIDE COMMUNITY COUNCIL

MINUTES OF THE MEETING OF THE COMMUNITY COUNCIL HELD IN THE COMMUNITY CENTRE, TILLICOULTRY ON 13th NOVEMBER 2012 AT 7.30 PM.

PRESENT :- Ian Gordon, Chris McCallion, Billy Shepherd, Robert McLelland, Elma Mitchell, Graeme Clark, and Melanie White.

IN ATTENDANCE :- Archie Drummond, Bobby McGill, John Biggam, PC Louise Harding and 2 members of the public.

APOLOGIES :- Paul McCormick, Ewart McAuslane, John McConville, Robyn Murray, Ian Millar and PC James Miller.

CHAIRPERSON’S REMARKS

John McConville not being present Graeme Clark took the chair. He welcomed all to the last meeting in the Community Centre. The December meeting would be in the new Centre which had yet to receive a name. Bookings would have to be organised for the new venue. Ian Gordon would endeavour to ensure the December booking was made.

MINUTES OF LAST MEETING

The acceptance of the Minutes of the meeting on 9th October was proposed by Elma Mitchell and seconded by Melanie White. There being no dissent the Minute, as amended, was accepted as a correct record.

ANDREW GADSDEN

It is with great sadness that this Community Council lost one of its energetic Community Councillors on the 18th of October. 3 of our Community Councillors were able to attend his funeral. Andrew made a difference and he made people think. He was a good man and his family deserve all the care which we have to give. He will be sorely missed.

POLICE REPORT/PACT

Louise reported that there had been 17 detected crimes and 25 undetected although most of these were motoring offences. The 40% detection rate was not as bad as it seemed at first sight.

There had been problems with drinking on the path by the river at Sterling Mills but they were moved on and the numbers have reduced and it may well be that the problem is dwindling. The people had come from all over the County. Test purchasing is continuing.

Parking at the Devonpark Inn is causing some problems because of people parking on the street and are partially blocking access to houses above the Inn. The fact that the restaurant is very popular only exacerbates the problem. Bobby McGill said that he would take this up. It was agreed that the proprietor should be asked to try and help. John Biggam said that he would also mention the problem to the proprietor.

Chris McCallion stated that the event which was carried out by the Police, which included Community Councillors, was an excellent outing and had written a letter to CI Stephen Sneddon in glowing terms for the exercise. Ian Gordon said that he had received a reply from CI Sneddon thanking the CC for the praise of his officers.

The question was asked about whether or not the CTV camera in Murray Square could watch over the Christmas Lights on the tree. There could be some difficulty but the camera would be used as much as possible.

There could be some problem with an official switch-on of the lights as there were several control boxes involved. The lights had been erected and would be tested as soon as practicable.

COUNCILLOR’S REPORT

Archie reported that the site in Marchglen had been restored to its original profile with all the deleterious matter removed.

The quotation for the safety works in Mill Glen had been received. It would seem that the safety works would cost a bit more than the amount included in the budgets.

The signage for the twinning with our French friends is currently being organised and should be erected in the near future.

The Comrie Trust had made a grant to the Rugby Club for their youth policy.

The Council will purchase social housing to reduce expenditure on B&B.

There had been trials with “campus police” in at least one school in Falkirk with results which were encouraging. It was possible that it could be rolled out for the three secondary schools in Clackmannanshire.

Bobby McGill was cautious about the idea but it would possibly be worth a try.

Bobby said that Alva only got one grant from the “Windmill Fund”. It was pointed out that there was only one application from Alva. If people do not apply they do not get any money. There was some debate about this subject.

There had been a paper put to the Council about the Alva Glen Hotel which may or may not help to sort the problem.

In reply to a question about cleaning of a road gully on a private road it was pointed out that it was a matter for the owners of the road.

COMMUNITY WEEK 2013

There being no members of the committee present this matter will be left over for the next meeting.

SECRETARY’S REPORT

The Secretary had received the following: - checking the Hub on 06/11/12, NHS Health News, SNH Magazine, Friends of the Ochils magazine and bank statements.

Notification of the AGM of Friends of the Ochils in Alloa Town Hall on 6th November at 7.00 pm plus the asking for continuing membership. No one could attend the AGM but TCDCC continued its membership of Friends of the Ochils.

The renewal application for the “Gambling Licence” has been received the £20 fee has been paid.

There was a notice given for the Scotways AGM in Perth on 24th November 2012 at 2.00 pm. There is no one available to attend.

There is a meeting of the Community Health Partnership to be held on 27th November 2012 from 7.00 – 900 pm in the Whins Resource Centre. Anyone can attend if they so wish.

A course entitled “Getting the best out of committees” will be held on 23rd January 2013 in Gean House, Alloa. Unfortunately, There was no one available to attend this course.

There was a short discussion about the move to the “HUB” or whatever name is chosen and it was proposed by Chris McCallion and seconded by Graeme Clark that the Twinning Agreement should be prominently placed in the “HUB”. There being no dissent the proposal was carried nem con.

TREASURER’S REPORT

The general fund of TCDCC stands at £2,690.40.

The Over 70’s fund of TCDCC stands at 1,801.28

The Tillicoultry Gala Fund stands at £5,341.81.

The Tillicoultry Christmas Lights fund stands at £1, 630.00

PLANNING REPORT

There was nothing of note in the Planning Applications notified by Clacks Council. Archie said that the Local Development Plan was due to be reviewed.

SOCIAL COMMITTEE

It was reported that there were only about 40 tickets left for the Hoole.

TILLICOULTRY CHRISTMAS LIGHTS

The Tillicoultry Christmas Lights were to be switched on 24th November. After some debate Archie agreed to find out what can or cannot be done in the way of closing the bus station to allow a formal “Switch on” to be sanctioned. The lights will be switched on automatically daily once the initial switch on is done.

ANY OTHER REPORT

The homing pigeon society had amassed enough money to allow the roof of their club to be stripped of its asbestos and asked that the Community Council pay the £500 which they had promised if the society collected enough money for the operation. The cheque was duly made out and every good wish was made for the success of the project.
