Introduction

In accordance with Rule 45 (Privileges) of The Prison and Young Offenders Institution Scotland Rules 2011, this notice provides information on HMP Glenochil’s System of Privileges and the circumstances under which they may be withdrawn.

d)  At the direction of the Governor where it is deemed necessary to do so.

Items Allowed In Use

With the exception of:

• A reasonable supply of toiletries

• A reasonable supply of photographs

• A reasonable amount of pens, pencils and writing paper

• A reasonable number of any other items which may be purchased by a prisoner from the prison canteen

• A reasonable amount of reading material

All other items are privileges and as such can be varied or removed at the discretion of the Governor or removed from an individual prisoner following Disciplinary Hearings in accordance with Rule 114(b). The number of articles in the above list which constitutes “reasonable” is set out in this notice.

Non specified items may be requested, these will be considered by a manager forum consisting of a manager from each of the main residential halls and the reception manager, if there is a failure to agree a unit manager will be consulted for a decision.
TOPS / These can be a mixture of T-shirts, polo shirts, sports tops, sweatshirts, tracksuit tops or jersey’s to a maximum of 12.
No white polo shirts, no dress shirts, no hooded sweatshirts, no high collar, black or military style jerseys, no fleeces and no outdoor jackets.
BOTTOMS / These can be a mixture of denim jeans, tracksuit trousers, cargo pants and jogging bottoms to a maximum of 8 pairs. No black jeans/cargo pants.
UNDERWEAR & SOCKS / There is no limit to the amount in use but will be restricted to 7 pairs per pro form.
RADIO/CASS/TAPE PLAYERS & HI-FI SYSTEMS / Maximum size is 30”x18”x15” including speakers.
Although record facility is allowed no external or internal microphones are allowed and must be removed before issue. (ARGOS ONLY)
CD’s-TAPES-DVD’s-GAMES / A mixture of CD’s, DVD’s, Games and tapes to a maximum of 60 Discs / tapes.
NO COPY DISCS (updated 18.04.13)
GUITARS / A choice of electric or acoustic – not both. A practice amplifier and necessary leads will be allowed with an electric guitar. One electric tuners/pitch pipes will be allowed.
MUSICAL INSTRUMENTS / Requests for musical instruments not specified will be considered by the manager forum. Suitability and size restrictions will be considered prior to any decision being made.
CLOCKS / Battery operated alarm clocks approx. 3” x 3”. No Radio Alarms
PLAYSTATIONS/ X Boxes/ DVD Players / Play stations, X Boxes, DVD Players will not be allowed by pro form. Prisoners must purchase them via ARGOS or GEMA Records through PPC. You will be responsible for registering the guarantee. Play station, X Boxes, DVD Players serial numbers will be recorded on property cards. Prisoners transferring into Glenochil will be allowed theirs in use.
No ‘chipped’ Play stations, X Boxes, DVD Players or counterfeit games will be allowed. Where a play station/ X Box is identified by a member of staff as not being able to play DVD’s a request for a DVD player also in use will be considered.
PT Shorts / A combination of cycle shorts (unpadded) and PT shorts up to 4 pairs
Sectarian/ Offensive Materials / No material of this type allowed; e.g. Flags, Posters, T-shirts, CDs, and Tapes.
Drug Paraphernalia / No material of this type allowed; e.g. Posters, T-shirts, Magazines, and Books.
Jewelry / To be worn in Residential Areas/visits only; they must not be worn in the Work sheds, PT, Education, Kitchen etc. for Health and Safety reasons.
No large, heavy or sharp items will be permitted in use.
Storage Tubs / These must be clear plastic max size 8’’x4’’x4’’
Religious Items / Items required for religious practice can be obtained by pro form. The pro form will be referred to the Equality & Diversity team for confirmation
ELECTRIC RAZORS/Beard Trimmer / Electric razors/beard trimmers must have the appropriate adapter/lead or will not be issued (Argos Only). No hair clippers or scissors
Books / Must be purchased from amazon where friends and families are ordering and paying on the prisoner’s behalf, however the books must be sent directly to the establishment from the supplier.
When purchasing for themselves prisoners may use any supplier who accepts has a mail order service and accepts postal orders as payment.

There is a £200 value limit on any individual item.

HMP Glenochil and the Scottish Prison Service accept no responsibility or liability for prisoners personal items allowed in use that are lost or damaged. Items in use are likely to be searched and may be removed to facilitate the process.

For Security purposes, any item deemed to be suspicious will be opened for inspection in the owners’ presence. Refusal to comply will result in the item being withdrawn as will any item found to have illegal items hidden within it. All items will be subject to X-ray and detection dog screening.

• Final approval for items allowed in use will be the responsibility of the Residential Unit Manager.

• Approved “ITEMS IN USE” lists are available in all residential halls and reception

• All electrical items requested must now be purchased by prisoners only from the named supplier and delivered to Glenochil Prison direct from that supplier (Currently Argos).

• For convenience and specification of electrical items there are Argos Catalogues within all Residential Areas.

Where an individual prisoners needs are not met on the grounds of Religion, Culture or Disability the Residential Unit Manager will by exception determine how these needs will be met. Any such requests must first be fully discussed with a member of the Equality & Diversity team.

Canteen Goods Permitted in Use

The following list specifies the maximum number of canteen goods any one individual will be permitted to have in his possession at any one time. Any individual found to have levels of canteen goods exceeding these will be placed on report under paragraph 13 of schedule 1 of the Prison Rules; disobeys or fails to comply with any rule, direction or regulation applying to a prisoner and will have the canteen goods removed.

Canteen goods in excess of these limits may be permitted In Exceptional Circumstances. Requests should be made to the Residential First Line Manager whose decision will be final.
