Indicative / Tentative SC Corporation Action Plan 2013-14 under SC Sub Plan.

(GUIDELINES)

INTRODUCTION:

4  The A.P. Scheduled Castes Co-op Finance Corporation Ltd, Hyderabad, was set up in the year 1974 with 23 Dist SC Societies.

4  The main objective is to provide financial assistance for creation of income generating assets to the poor Scheduled Caste households for Social and Economic Development.

Projected plan for 2013-14:

4  The indicative subsidy provision for Economic Support Schemes is Rs. 524.04 Cr under Normal State Plan and Centrally Sponsored Schemes (CSS) put together.

4  The above subsidy provision is linked with Bank loan and other funds for preparation of SC Action Plan 2013-14 for implementation of Economic Support Schemes, duly allocating the targets to all the districts in proportionate to SC population.

4  The Indicative State Plan Outlay for 2013-14 : Rs 1107.04 Cr

·  Subsidy : Rs 524.04 Cr

·  Bank Loan : Rs 527.85 Cr

·  Others : Rs 55.15 Cr

ü  To cover 1,51,149 beneficiaries

ü  Per capita investment : Rs 73,000/-

4  Accordingly, the Indicative District Plans for SC Corporation (Sector wise / Scheme wise physical & financial targets with funding pattern) have been prepared in proportionate to SC population of the districts; and the same is enclosed here with for taking up preparatory action for the identification of beneficiaries.

Plan Focus - 2013-14:

4  To cover Individual SC households.

4  To give priority for poorest of poor SC households.

4  To provide asset oriented economic schemes with unit cost range from Rs 0.50 lac - Rs 5.00 lac in general, and Rs 5.00 lac above in limited cases.

4  35-40 % house-holds of physical target – is to be covered through women beneficiaries.

Categories of Households to be covered:

4  Agriculture Landless Labourers

4  Small & Marginal Farmers

4  Street Venders

4  SC Gopala Mithras

4  Leather Artisans (F & T/Cobblers)

4  Safai Karamacharis (sanitation workers)

4  Jogins / Mathammas / Basavis

4  Manual Scavengers (fresh cases)

Identification of Beneficiaries & Functional Convergence:

4  Identification of beneficiaries to be done in rural & urban areas under functional convergence with SERP, MEPMA and other Line departments

4  The BPL criteria is based on Income Limit fixed by Government (CS Dept) as per G.O.No. 27, CS Dept, dt:23.07.2008.

ü  Rs 60,000 pa in rural areas

ü  Rs 75,000 pa in urban areas

Within the above income limit,

P  Priority shall be given to cover needy / interested poorest of poor (POP) SC households from the database of SERP identified in Rural areas under UNNATHI Programme, and from the data base of MEPMA identified in Urban areas as per the survey conducted.

P  Advance steps shall be taken for identification of beneficiaries through Grama / ward Sabhas under “Joint Identification Process”, and open registration on OBMS (through Meeseva) / eligible cases referred by elected representative and received through the Grievances Cell which are not covered under the survey of SERP and MEPMA.

P  Availability of Ration Card ( WAP / TAP / RAP ) is made mandatory for selecting the beneficiaries.

P  Tracking of Beneficiaries with regard to identification / sanction /grounding / Post grounding / Evaluation to be done in tie-up with SERP/MEPMA and other Line departments under functional convergence.

Dist Collectors shall constitute Mandal / Municipal level committees and District Level Committee as shown below in order to coordinate the functional convergence with all Line departments for the identification of beneficiaries, mapping of schemes to identified beneficiaries, arranging bank linkages, grounding of the schemes etc

·  Mandal Level Committee consisting of MPDO, APO SERP , and Convener of JMLBC or his representative.

·  Municipal Level Committee consisting of Municipal Commissioner, APO (MEPMA) and representative of Banks

·  District Level Committee consisting of Addl JC, ED SC Corporation (Convener), PD (DRDA), PD (DWMA), PD ( MEPMA) and LDM

  The District Collectors shall in turn allocate the targets to all mandals and municipalities ( Bank wise ) proportionately based SC population, subject to post approval / ratification in DCC at later date.

  The constitution of Committees shall be completed within a week and make arrangements to ensure that the District level committee shall hold a first sensitization meeting with all mandal level committees at revenue division level in the first week of May, 2013.

  The identification of beneficiaries shall be completed by the end of June, 2013 on war footing basis as per the district targets adding 10% extra. After documentation, the beneficiary identified details shall be entered in OBMS package for the purpose of ‘Registration of beneficieries’. (However, according of administrative sanction, and groundings shall be taken up only after the final approval of the indicative action plan by the Government )

Technology For Transparency (TFT) :

4  TFT is introduced in the form of OBMS and e-payment

4  Online Beneficiary Monitory System (OBMS) and e-payment are developed for ensuring transparency in

ü  Registration of beneficiaries

ü  According the Sanctions

ü  Release of funds directly into beneficiaries’ bank accounts

ü  Fixing Accountability on the officers / Bankers

ü  Elimination of middlemen / duplications

ü  Overall Monitoring and Evaluation

4  After identification of beneficiaries and documentation under all the schemes/sectors, all the details have to be entered in the OBMS package ( Registration ) for giving administrative sanctions by the Dist Collector / Chairman, and no sanction outside the OBMS is permitted

4  After giving the sanction, the EDs shall obtain the “two bank account numbers “ of the sanctioned beneficiaries and upload the same in the OBMS for facilitating the head office to release the subsidy directly to the account of the beneficiaries through e-payment method.

4  The schemes shown in the above list are only indicative. The sanction of the scheme shall be based on the choice & interest / skills of the beneficiary. If there are any new schemes are intended to be taken up, the EDs shall do it by obtaining prior consent of the VC & MD.

Economic Support Schemes for Vulnerable Sections:

  Plan to focus more on Vulnerable sections such as

ü  Leather workers (F&T / Cobblers)

ü  Safai Karamcharies / Manual scavengers

ü  Jogins

ü  Bonded Laborers

ü  Surrendered extremists

  Following schemes have been identified for the vulnerable sections and the same are to be sanctioned to identified beneficiaries (Individuals/Groups) after giving necessary skills through EDP, if required.

ü  Footwear manufacturing

ü  Leather goods manufacturing

ü  White phenol manufacturing

ü  Sanitary mart

ü  Fruits and vegetable vending

ü  Paper / Leaf plates making

ü  Tailoring and embroidery / Dairy unit ( 2 animals)

ü  Kirana and cosmetics retail shop

ü  Passenger auto/ Auto trolley /Pickup van

  The targets allotted with regard to bonded labour, Jogins, manual scavengers (fresh cases) and surrendered extremists are only notional / tentative, and the same is liable to become nil or increase ( subject to identification of actual numbers and certification by the competent authorities), and the rehabilitation of increased numbers is permitted with prior consent of VC & MD.

Other Guidelines:

1.  In case of ISB units for Groups, the SC women SHGs (working groups) can be considered towards viable economic activity both in rural and urban areas.

2.  In case of bank linked economic support schemes under ISB sector, the unit cost range is only indicative and EDs shall always mobilize the banks to consider the bigger units, and minimum unit cost shall not be less than Rs 75000/-.

3.  Under ISB sector priority shall be given to educated unemployed youth of PoP households.

4.  In case of transport sector, the beneficiary shall posses the permanent LMV driving license and badge.

5.  In case of financial assistance to SC Gopalamitra (selected by AH dept and presently working), the financial assistance is to cover two wheel motor vehicle, two pairs of dresses and mobile phone instrument.( cases having motor vehicle in their names are not eligible )

6.  Indicative targets are transferable from one sector to other sector as per the local demand & need subject to prior approval from the VC & MD.

7.  In case of Land Purchase Scheme, separate guidelines will be issued with regard to identification of land , purchase of the land and grounding of the units. Till such time, identification of woman beneficiaries in the rural areas can be completed under land purchase scheme.

8.  In case of minor irrigation, the beneficiaries whose lands are not covered under Indira Jalaprabha shall be only considered. Certification that they are not covered under IJP is to be taken from MPDO / DWMA.

9.  The District initiative scheme is proposed to provide immediate financial support in terms of Economic Support Schemes to the deserving / needy poor HIV /AIDs victims, disabled persons ( with disability more than 60 %) , Widows with minor children at the discretion of the District Collector/Chairman. Identification and Certification from competent authorities is compulsory.

10.  In case of financial assistance to vulnerable groups, though the scheme unit cost is indicated at Rs 75,000/- per unit, there is no bar to consider the schemes with higher unit cost subject to following the indicated funding pattern.

11.  Detailed guidelines / procedures ( Sector / scheme wise ) will be communicated in the form of “action plan booklet” after approval of the indicative action plan by the Government for according the administrative sanctions for the identified beneficiaries by the Dist SC Societies.
