John relayed his recent discussion with David Kamm.

Our website should include the following:

·  We should attempt to use words like “Public Art” “Outdoor Sculpture” “Durable Outdoor Art” in our website to increase the number of hits

·  Have visuals of Decorah on the Website

·  Disclose the amount of money available

·  Reveal the fact that we will pay for an RFP

·  Contact information for our RFQ

Our current timeline appears adequate

We discussed a clarification to our groups name and that we are really the Trout Run Trail Public Art Committee as opposed to the Trails of Winneshiek Public Art Committee. It was agreed upon that TRTPAC is in reality more descriptive of our duties.

We spent the remainder of the meeting working on our call to artists. What we have so far is as follows:

Introduction

Trout Run Trail is a 12 mile loop trail conceived by the Trails of Winneshiek, built and sponsored by the City of Decorah and Winneshiek County with generous cooperation from the DNR, landowners, contributors and Vision Iowa.

Vision Iowa granted $100,000 for the acquisition of durable public art. These enhancements are to be used for additional fundraising. Winneshiek County and the City of Decorah (28E) created the Trout Run Trail Public Art Committee.

The mission of Trout Run Trail Public Art Committee is to lead an open and public process to identify a diverse pool of durable art, and then acquire and place these public enhancements.

Request for Qualifications

Interested professional artists from Iowa, Minnesota, Wisconsin and Illinois should submit the following no later than July 1, 2007:

·  Cover letter describing your qualifications for a project such as Trout Run Trail

·  Resume or Vita

·  No more than 10 photos (5 x 7) as examples of past work. Include with those a brief paragraph of explanation describing the piece and the installed price.

Trout Run Trail Public Art Committee Timeline

·  July 1, 2007 – Deadline for receiving RFQ’s.

·  July and August – Trout Run Trail Public Art Committee (TRTPAC) will select the 8 to 12 best-qualified artists that they feel can produce a diverse pool of art appropriate for our project

·  September 1, 2007 – TRTPAC to contact best-qualified artists and request proposals (RFP). An $800 to $1,000 stipend will be included.

·  December 1, 2007 – Artists deadline for RFP’s

·  December 2007 – TRTPAC and 28E to review RFP’s and screen for our project

·  January and February of 2008 – Trails of Winneshiek Fundraising Committee to match art with donors.

·  March of 2008 – Artists notified of a match for art.

·  November 1, 2008 – Artist / 28E site development construction complete.

·  April 1, 2009 – All public art installations complete

·  May 1, 2009 – all final bills must be submitted by the artists to the city of Decorah

·  June 30, 2009 – all funds expended.

Request for Proposal (RFP) details:

Artists will be selected by the Trout Run Trail Public Art Committee and given a stipend to complete their RFP. (Given their stipend upon receipt of their RFP???) Works proposed must be structurally sound to reduce maintenance and upkeep and promote longevity of the work as well as to ensure public safety. Purchased works become the property of the City of Decorah, which reserves the right to relocate or remove works in the future. All works submitted for consideration will be reviewed by the Trout Run Trail Pubic Art Committee, who is responsible for creating a pool of art that can be offered to potential donors as naming opportunities. Consideration for works selected for the pool will include, but may not be limited to, quality, installation and maintenance requirements, safety issues, and appropriateness for available sites. Purchases will be made from the pool by matching donors with specific works of art.

TOW MISSION STATEMENT

We, the members of Trails of Winneshiek, intend to create a recreational trail system throughout the Winneshiek County area. We will strive to develop public trails that connect destinations while promoting existing facilities, to improve the quality of life, economic vitality, and social welfare of the County.

We are dedicated to being advocates for the alternative non-motorized transportation for the facilities and routes adopted by the group. We place an importance on scenery, cost effectiveness, and safety for a wide range of activities for all ages and abilities.
