SUBJECT: Address Information for Income Withholding Orders for Department of Defense (DOD), Pension or Annuity Income Withholding Orders of Federal Government Civilian Employees, and the National Medical Support Notice for Civilians Working for the Army

Effective immediately, all National Medical Support Notice (NMSN) for civilians working for the Army should be sent to Army Benefits Center-Civilian (ABC-C), located at Fort Riley, KS, regardless of the employee’s human resources servicing region. Having a central location to send the NMSN for civilians working for the Army will help expedite the process for CSE agencies by ensuring that the NMSN reaches the correct office. The following address is only for the Nation Medical Support Notice:

Additionally, the Defense Finance and Accounting Service (DFAS) continues to offer a fax service for the receipt of child support income withholding orders. As a reminder the Fax Gateway is an automated process. Child support staff may use either of the two fax numbers listed below to send income withholding orders for child support to DFAS Garnishment Operations. No cover sheet is necessary, but be sure to include a phone number where you may be reached if a problem is encountered. Continue to fax each order individually. The fax line is only to be used for sending income withholding orders and accompanying documents. Do not fax requests for verification of employment, the NMSN or court orders. You may continue to send Income Withholding Orders for Department of Defense (DOD) civilians to the following address. Do not mail an income withholding order that you have faxed to the Fax Gateway:
