Enclosed is a Request for Quotations (RFQ) for renovation of Animal and Plant Health Inspection Service Office (APHIS) of the US Embassy Seoul, located at office No. 303 Leema Building, 146-1 Soosongdong, Jung-Gu, Seoul, Korea. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Quotations are due by August 12, 2011, 10:00.

The Embassy intends to conduct a pre-quotation conference/site visit on August 1, 2011, 14:00 at the GSO conference room, U.S. Embassy Seoul, Korea. If you intend to participate in the conference, please contact Mr. Cho, Yeong Yeon (Tel. 02-397-4679, Fax: 02-796-0516) to make necessary arrangements for access to the GSO compound no later than 13:00, July 29, 2011. Offerors are requested to limit the number of participants to two persons per company.

REQUEST FOR QUOTATIONS - CONSTRUCTION

A. PRICE

The contractor shall complete all work, including furnishing all labor, material, equipment and services required under this contract for the following firm fixed price and within the time specified. This price shall include all labor, materials, overhead and profit.

B. SCOPE OF WORK

B.1 INTRODUCTION

The American Embassy Seoul requires a qualified Contractor to renovate the Animal and Plant Health Inspection Service Office (APHIS) of the US Embassy Seoul located at office No. 303 Leema Building, 146-1 Soosongdong, Jung-Gu, Seoul, Korea.

All the drawings for this project will be provided during the pre-quotation conference.

One new office will be constructed as per the drawings. The contractor shall install tempered glass partition wall at the new office. Fire-alarm, electrical power, communication systems will be installed at the new office as per the drawings.

The contractor shall replace wallpaper, floor carpet, and the ceiling system with new ones in all APHIS space including the new office. The current mechanical duct, sprinkler system will remain without change.

Hardline wall between APHIS office and National Emergency Management Agency (NEMA) office of the Korea will be improved in accordance with the drawing. The existing metal door will be replaced with hardline wall in accordance with drawing A03, A04, and A07.

The contractor employees will be escorted by Embassy staff members.

B.2 DESCRIPTION OF WORK

B.2.1 Removal and Demolition Work

B.2.1.1 Prior to any demolition work, the contractor shall protect all furniture and computers/electric items in the rooms to be renovated from construction dust by covering them with clear plastic sheet.

B.2.1.2 Floor carpet

The contractor shall remove and dispose of the existing floor carpet as shown in the drawing A03.

B.2.1.3 Wall

The Contractor shall remove and dispose of the existing gypsum drywall and metal tube (25mmx25mm) between APHIS and NEMA. The contractor shall remove wallpaper, wall mounted devices at rooms 101,102,103, 104 as shown in the drawing A03.

B.2.1.4 Ceiling

The contractor shall remove and dispose of the existing ceiling system including all the ceiling mounted devices such as ceiling lighting fixtures, exit light, and toggle switches as shown in the drawing E04. Do not remove or modify any sprinkler system or mechanical duct system.

B.2.1.5 The contractor shall move and protect all furniture, electrical and communication outlets, as per the demolition plan, A03, E04, and E10.

B.2.1.6 The contractor shall re-install furniture, electrical and mechanical devices, electrical and communication outlets after the completion of work. The contractor shall repair damages at their own expense in the event that the contractor causes any damage.

B.2.1.7 The contractor shall dispose of all the construction debris upon approval by the COR and submit a certificate of legal disposal of construction debris.

B.2.2 Tempered Glass Wall Partition Installation

B.2.2.1 The contractor shall install 9mm thick tempered glass wall and stainless steel framed door with wood veneer finishes at room 103 as per the drawings A04, A06, A07. All tempered glass will have 8 mil. thick shatter resistant film.

B.2.3 Hardline Wall Improvement Work

B.2.3.1 The contractor shall block door and wall openings with 6mm thick of steel plate at rooms 101,103,104 in accordance with the drawing A05 and A07.

B.2.3.2 The Contractor shall fasten steel tube frame with expansion anchor bolts 6mm dia-90mm long at the bottom and the top as per the drawing A07.

B.2.3.3 The contractor shall provide antirust paint all over the welding spots.

B.2.4 New Gypsum Dry Wall Installation Work

B.2.4.1 The contractor shall install new gypsum drywall from slab to drop ceiling at rooms 101, 103, 104 in accordance with the drawings A04, A07. New gypsum drywall has 12.5mm thick gypsum board, metal stud 45x50.

B.2.5 New Office Ceiling Work

B.2.5.1 The contractor shall install “H bar type” of acoustic ceiling system (600 x1200, Kumkang brand or equivalent) including all the ceiling mounted devices, ceiling lighting fixtures, exit light, toggle switch as shown in the drawings A07, E03, E04, E09, and E10. In order to prevent any falling hazard, all electrical/mechanical conduit hangers, duct, cable tray, etc. shall be properly laterally braced as per the drawing A08.

B.2.6 Painting Work

B.2.6.1 The contractor shall fill cracks, joints and holes on gypsum drywall. Fill the gaps with putty. Fiber mesh tape shall be used for the gaps and cracks to protect against future cracks. Apply sandpaper for smoothing the putty surface after the putty dries completely.

B.2.6.2 The contractor shall remove door hardware and hardware accessories, electrical outlet plates, light fixtures that are not to be painted, or provide them with taping protection prior to surface preparation and painting.

B.2.6.3 The specified types of paint shall be used for the locations as below:

B.2.6.4 The contractor shall apply primer coat.

B.2.6.5 Two painting coats are required after the primer coat and the contractor shall apply the finish coat of paint.

B.2.7 Floor Carpet Work

B.2.7.1 The contractor shall provide the cut and loop type of the floor roll carpet (“Rubens” brand or equivalent) including a sanitized cushion pad.

B.2.7.2 The contractor will provide metal dividers, nail, adhesive, concrete primer, and tape for the carpet tile installation work.

B.2.7.3 The contractor shall provide the remnants from the installation.

B.2.8 Wallpaper Work

B.2.8.1 The contractor shall provide wallpaper, primer and adhesive. The wallpaper shall be of high quality, formaldehyde free, wallpaper or silk wallpaper.

B.2.8.2 The contractor shall provide surface preparation before primer coating is applied.

B.2.8.3 Surface of walls shall be primed as required by manufacturer's instructions to permit ultimate removal of existing wall covering from the wall surface.

B.2.8.4 Primer shall be allowed to dry completely before adhesive application.

B.2.9 Electrical, Communication and Other Work

B.2.9.1 The contractor shall ensure that the electrical system is solidly grounded. The new conductors shall be in conduit and concealed in the walls or ceiling. The Contractor shall not run any exposed or surface-mounted circuits.

B.2.9.2 The new switch-plates and outlet covers shall match the existing conditions.

B.2.9.3 The contractor shall re-route new conduit and new wiring/cable from the electrical panel.

B.2.9.4 The contractor shall provide electrical duplex outlet (2-220V), LAN line and telephone outlet as per the electrical drawings. The U.S. Embassy, Seoul will provide electrical duplex outlets, 2-110V. (See Attachment #4, “Government Furnished Property”).

B.2.9.5 The contractor shall verify the existing power circuit numbers, circuit breakers in the existing panel board L-3-A.

B.2.9.6 All the LAN and telephone line shall be CAT6, UTP 4 pair cable, wall outlet face plate type with RJ-45 modular (Avaya, Lucent, Systemax brand or equivalent.)

B.2.9.7 All electrical lighting fixtures, CATV, sprinkler and duct shall be laterally braced to meet IBC seismic code.

B.2.10 Fire Alarm System

B.2.10.1 The heat detector, smoke detector and speakers shall be re-used. The contractor shall install additional heat detector, speaker in accordance with the drawing E10.

B.2.10.2 The fire alarm panel shall be relocated to the office 105.

B.2.10.3 The fire alarm reinstallation work shall be performed in accordance with the Korean Fire Protection Code.
