Position: This position is located in the Supervisor's Office of the Helena National Forest where the incumbent serves as the Sales, Marketing, & Contracting Officer for the East Zone Timber Organization consisting of the Lewis and Clark, Beaverhead-Deerlodge, Helena, Gallatin, and Custer National Forest. Duties:

Serves as Timber Contracting Officer (TCO) for executing contracts for commercial timber sales, stewardship contracts, settlement sale, and other timber use. As TCO, executes contracts, grants extensions, adjustments of contract term, modification to contracts, and grants waivers to contract requirements. Serves as the expert and authoritative source of information concerning contract content, accepted interpretation, and proposed course of action. Provide leadership and review all types of contract modifications, including rate redetermination and other cost adjustments as needed. Develops and implements a quality control system that ensures compliance with established polices and standards pertaining to the sale administration program, including technical and professional accountability.
Has responsibility for the technical leadership of the Zone sales administration program. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Serves as the Supervisory Forester, responsible for oversight, management, and budget coordination for the Region 1 Timber Strike Team.
Supervises a group of employees performing work at the GS-12 and GS-9 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

Forest:

The Helena National Forest is located in west central Montana and is approximately 980,000 acres. It straddles the Continental Divide and encompasses headwaters of both the Missouri and Columbia River systems. Elevations range from about 3,500 feet to over 9,000 feet. Precipitation varies from 10 to 60 inches across the forest. Vegetative cover varies from rolling grassland interspersed with timber patches at the lower elevations, solid timber on the steeper middle and upper slopes, to subalpine types or bare ridges in the high country.
