MINUTES OF MEETING

November 3, 2015

The Architectural Review Board of the City of Strongsville met for Caucus in the Mayors Conference Room at the 16099 Foltz Parkway, on Tuesday, November 3, 2015 at 8:30 a.m.

Present: Architectural Review Board Members: Dale Serne, ARB Chairman, Lori Daley, Assistant City Engineer, Keith Foulkes, Assistant Building Commissioner, George Smerigan, City Planner.

The following was discussed:

SIEDEL FARMS: The Board agreed that the elevations and landscaping were in approvable form. Mrs. Daley stated that the applicant need to be careful with plantings of the trees near sublots 55 thru 61 because of the drainage swales.

KOHLS: The Board agreed that the entry change to the elevations were good and that the plans were in approvable form.

NEW APPLICATIONS:

SIEDEL FARMS SFD & CD SUBDIVISION/ Chris Bender, Agent

Recommendation of the Site, Unit Elevations, Unit Colors/Materials, Unit Lighting and Unit Landscaping for the proposed Siedel Farms Phase 5 cluster units located on Olde Creek Trail and Oxbow Path, PPN 392-15-001 zoned RT-C.

Mr. Serne– Item Number One, Siedel Farms. Please state you name and address for the record.

Mr. Puzzitello – Ryan Puzzitello, Parkview Homes, Prospect Road, Strongsville, Ohio.

Mr. Serne– Please explain to the Board what you plan to do.

Mr. Puzzitello – We are seeking approval of the new phase at Siedel Landing. We have an existing 48 clusters that were approved and built. We are going along with the same concept. We have 2 different colors of stone. The stone that we have existing on the front of these houses which is barely visible because of the landscaping but it is about 3 foot of stone that is below and we are going to offer two different colors as opposed to one color. This is very similar to the existing color but we are going to offer a little bit different Tuscan tone. The same siding, same shake, the craftsman style, exactly the same floor plans it is just a little different color variation. Weather wood shingle on the roof which goes with both bricks. This is called Tuscan and this is called Buck Country. These colors are on the application plus the two siding colors which are on the application. The paint colors are listed too. White windows, there are existing houses that we built to the west, we have existing landscaping that was installed to the west side of the property, these are also existing clusters that are on this side. Then we have, you will see that we have in between 2 to 8 pine trees that we are going to put onto each home site as indicated on the plans. This goes down into the valley ravine so there is no need for pines back on here. These will be walk out villas and these will be flat lots here. There is already an existing landscape mound between these villas and here, it doesn’t show it here but this actually wraps around here and it is landscaped. This will be a new landscaping mound here. The water coming this way. I know that Lori and her crew are looking at the improvement plans of this. We also planned this is a Landmark over here and there is a landscaping mound that has been there for 7 years and it just got treed. We just planted about 40 pine trees on top of that mound. We do plan on putting mounding back here on the back of these because the views here come over toward the Landmark and they have some topsoil sheds over here and we are trying to help the views here. I know that the guy over here got a variance for all of his stuff and I know that the HOA worked with him on what they are going to do to the satisfaction of the

Homeowners Association so we just want to continue this barrier here. This is all wetlands back here so we can’t come into this area. That is why this mounding is going to be right on the property line and heavily pine treed for the peoples view across in the winter months they will be somewhat shielded. I think that Landmark will be continuing this mound all the way down to here to the end of the property and there might be some trees put on there, I am not sure what they are going to do there. I think that the up close view is the best for that. This is an existing house that has been there for 7 years. We just want to make sure that he is taken care of with his back yard because he has been used to this field for 7 or 8 years, so we will be putting in this landscape mound here. These people that buy the house we will put in 2 to 8 trees wherever they want on their property. I would assume that they are probably going to scoot them over this way a little bit more. These guys will probably wrap it around the back patios for the side view there. The island here, there will be mailboxes in that island, a little turn thru driveway like this and we will do some type of landscape mound on that so that the 5 parking spots will be a nice job with some trees and so on. There should be enough mailboxes to handle all, there will eventually be 55 to 60 villas on the extension of this because this will eventually will move down and as it wraps around the corner then goes down in the valley back when Siedels used to have the hayrides and farm. This is their path that they used to go down into the valley. Baker Creek is over there and this is where they did all their straw mazes down here and that is where there will be a cul de sac actually that will connect to this phase and the next couple of phases. We do have a color diagram of the landscaping, we depicted what we plan on including in each purchase price of the home on there. The only thing that we changed is that we went from 2 to 8 trees across that back as opposed to 4 or more, only because we didn’t think that we needed 4 trees on a series of these houses. For the most part, 6 houses because of the extension green belt, you really didn’t need to give them 4 but this is going to be a difficult lot here because it is right up against these people here. In our Covent and Deed Restrictions that we sent to Mr. Kolick, we included some privacy fencing just in case, at the discretion of the HOA Board for privacy because there and maybe here, there might be a need, we will let the people decide if they want to add some privacy screening but I think we can accomplish a lot of it with our landscaping. This is pretty intimate here, we are going to be clearing these trees in there because of drainage. There are a bunch of trees here but we have to clear it in order to get the water to work and it will be better with our landscaping mound for everyone.

Mrs. Daley – The trees that you are putting between, actually from sublots 55 all the way up to 60, just be careful, that is a drainage easement back there and a swale so we want to keep those trees out of that. There are series of inlet basins and we don’t want to obstruct the swale on that.

Mr. Smerigan – I am fine, it looks good to me.

Mr. Serne- I think it looks fine, the colors will blend in very well. If there are no other questions or comments I will entertain a motion for Siedel Farms.

Recommendation of the Building Elevations, Landscaping, Materials and Colors for the proposed renovations to the existing Kohls located at 17555 Southpark Center, PPN 396-20-068 zoned Shopping Center.

Mr. Serne– Item Number Two, Kohls. Please state you name and address for the record.

Mr. Lewis – Bill Lewis, Richard L. Bowen & Associates, 13000 Shaker Blvd., Cleveland, Ohio 44120.

Mr. Serne– Please explain to the Board what you plan to do.

Mr. Lewis – We would like to do a remodel at a store at Strongsville Mall. The majority of the work will be happening inside the store and they would like to do an update to their entrances. The purpose is to give it a little bit of an upgrade, they would like to bring it closer to what they are doing on their new stores. They are calling it their gateway entry.

At this particular site there is two columns flanking the entrances with GFRC column covers which will be removed in an effort to brighten the entrance and open it up. It is an attention grabber for the customers to draw some attention to the entrance. They will be removing a portion of the EFIS to open up the entrance and introduce this, it is a gateway prefabricated limestone finish, gateway feature. Outside of that really it is just painting some of the existing EFIS on the steps a complimentary color and no other work has been planned for the building, it is all brick façade. That is really about it, no hardscaping work is planned, no sidewalk work.

Mr. Serne – You are adding a canopy.

Mr. Lewis – The canopy is an eyebrow, it is just a free standing piece of steel it links the two columns. It is an element that is what they are doing on the new stores but they do have a full canopy but with this we don’t have to worry about drainage and some of the other issues. It is an entry feature, it is more decorative than anything else. The doors are recessed. One of the swing doors will be replaced with an automatic slider. It helps with the accessibility.

Mr. Serne – That makes sense.

Mr. Serne– Keith.

Mr. Foulkes – The only thing I had, the front elevation is the north? Correct?

Mr. Lewis – That is right, facing Rt. 82.

Mr. Serne – They are pretty much the same, the only difference is the loading docks. You are treating both of them the same.

Mr. Lewis – They are both exactly the same.

Mr. Foulkes – I think it looks nice.

Mr. Smerigan – I think it certainly modernizes, by opening up that opening it reduces that wall by making the entry feature larger it does a lot of positive things. I like the eyebrow. I think it really helps.

Mr. Serne- I like the idea, it gets it a little bit more welcoming and you can see it more from the side rather than just straight on. I think it looks fine, it will work very well. If there are no other questions or comments I will entertain a motion for Kohls.
