Salary Range / Associate I – $48,000 to $64,000
Associate II – $58,900 to $77,500
GENERAL ACCOUNTABILITY
Accountable for providing project administrative services, for conducting assigned data collection and preliminary analysis related to marketing opportunities or applications under the PPP Canada Fund and for gaining experience in the field.
KEY ACTIVITIES
1. Supports project development with research and studies as part of initial analysis related to aspects of thePPP marketplace and specific opportunities which may become PPP projects.
2. Provides administrative and analytical support to interdivisional project working groups. Conducts research, data acquisition and analysis of assigned aspects of projects and Fund applications in response to staff requests for information as part of assessing funding applications. Drafts findings, options and recommendations for their review.
3. Contacts clients for information/data, supplies information to clients on procedural questions and provides feedback from client contacts for follow-up by staff on application issues or client needs.
4. Develops working relationships with contacts in government and business organizations within a market segment to assist in outreach to potential proponents, increase understanding of PPPs and PPP Canada, and advance PPP initiatives.
5. Liaises with peers in monitoring of work carried out by consultants and conducts aspects of project management tracking.
6. Drafts project-related material, including file notes, project overviews, briefing notes, memos and correspondence.
7. Identifies and pursues opportunities to expand range of experience and refine skills related to advancingPPP projects.
STATEMENT OF QUALIFICATIONS
Position Title: Associate, Investmentsor Project Development
Reports to: Director, Investments or Project Development
The position reports to Director, Investments or Project Development, and is responsible for assessing the viability and practicality of a portfolio of projects for the advancement and implementation of P3s. You will put your capabilities and experience to work with client groups from federal, provincial, municipal and First Nation jurisdictions.
Education:
Completion of a university degree in commerce, business administration, finance, economics, engineering or a related discipline—or an acceptable combination of education training and relevant work experience.
MBA or CFA designation highly preferred. CPA and PMP designations are considered an asset.
Language Requirements:
Bilingual in both official languages would be a strong asset.
Experience:
· Some experience in financial models
· Analysis of business cases, validation of documentation in support of project development files, review of documents
· Strong Microsoft Excel Skills
· Experience in advising or working with public or private sector organizations on the development and/or execution of infrastructure projects is not mandatory but would be considered an asset.
Knowledge:
The successful candidate has the following knowledge of:
· Intent of PPPs, suitability, project stages and the roles and responsibilities of public/private sectors and other stakeholders and significant contacts within the field
· Project models, their benefits, application in various infrastructure sectors, their different components and performance requirements and limitations
· Difference between traditional and PPP procurement, suitability and eligibility
· Basic understanding of concepts and principles of Value for Money(VfM) and understanding of VfM models and their development
· Theories and principles of economics, finance and statistics to collect, and verify data in the conduct of project assessments
· Methods and techniques for cost-benefit and risk analysis
· PPP Canada’s business objectives, mandate, programs and services; the P3 Canadian market.
Ability:
· Perform various types of financial, statistical, sensitivity analyses using spreadsheets
· Prepare narrative and statistical reports, briefing and presentation materials
