14. General Summary of Function/Purpose of Position
The incumbent reports directly to the Regional Business Administrator and is responsible for monitoring the operation of maintenance in the region. This position also provides direct oversight for facility maintenance, construction and alterations, powerhouse, and grounds keeping. The incumbent communicates, reinforces and monitors compliance with MDOC established policy directives, Federal State and Local Construction codes, MIOSHA Standards, Exemption 23, and ACA requirements. The incumbent also provides technical and supportive services toward helping institutions improve their operations within assigned region. This incumbent is the regional complex coordinator for all physical plant changes and ensures compliance with department policy, all federal, state, and local laws and administrative mandates.

General Summary of Duty 1 40% of Time
Provides leadership and direction for the Regional Maintenance Department.
Individual tasks related to the duty.
•  Examines all Maintenance Departments in the region monthly.
•  Examines all facilities in the region in conjunction with the Physical Plant Supervisor 3 on a monthly basis
•  Provides oversight for regional utility infrastructure, and makes recommendations for repairs and upgrades to Central Office Physical Plant Division.
•  Determine if changes are necessary within the operations to ensure compliance with Policy Directives, Operational Procedures, Federal State and Local Construction codes, MIOSHA, Exemption 23, and ACA requirements.
•  Standardize and monitor housekeeping and sanitation cleaning schedules throughout the region.
•  Generate reports and compose correspondence relative to the monthly inspections.
•  Disseminate findings to appropriate staff.
•  Ensure corrective action is completed in areas of violation.
•  Reviews all facilities for energy consumption and makes recommendation for energy savings, using best practices .

Standardization of Computerized Maintenance Management System (CMMS) throughout the region.
Individual tasks related to the duty.
•  Monitor compliance with the implementation of CMMS.
•  Ensure formatting and tasks are consistent throughout the region and approved by the Central Office Physical Plant Division.
•  Ensure preventative maintenance plan is approved by Central Office and updated annually, for each facility.

General Summary of Duty 3 20 %of Time

Monitor all physical plant changes and maintenance operating projects.

Individual tasks related to the duty.

•  Supervise all licensed tradesmen for compliance with Federal, State, and Local permit requirements.

•  Monitor and inspect all construction and work projects, both internal and those done by outside contractors.

•  Work with facility Physical Plant staff in preparing the physical plant change requests.

•  Submit all physical plant changes to Physical Plant Division after review and approval of the RPA.

•  Attend and participate in all construction meetings for regional projects.

•  Review individual capital outlay, lump sum and MOP annual request by facility and ensure compliance to five year plan.

Prioritize by Region in collaboration with the Regional Business Administrator and Region Prison Administrator ensuring timely submittal.

•  Review annual physical plant structural report with facility physical plant staff. Inspect areas if needed work with facility

staff to determine a course of action.

General Summary of Duty 4 Supervise the power plant operation.

10% of Time

Individual tasks related to the duty.

•  Ensure general maintenance, PM, and inspections for the power plant and associated equipment are completed.

•  Provide staff coverage for the power plant utilizing power plant and regional maintenance staff when necessary to eliminate overtime in the power plant.

•  Supervise power plant operation including Exception 23 program

•  Develop annual operating budgets and ensure all purchases for equipment and supplies are consistent and within budget.

•  Develop annual Capital Outlay, Lump Sum and MOP requirements for the power plant and prioritize for critical need.

•  Develop Emergency plans for restoration of services in the event of an outage or major equipment failure.

•  Ensure staff receives proper training.

Duty5

General Summary of Duty 5 10% of Time

Monitor and ensure maintenance of all security systems for the regional facilities.

Individual tasks related to the duty.

•  Supervise Equipment Tech positions.

•  Ensure maintenance is completed on all security systems including, duress alarm, fence monitoring systems, camera systems

and equipment, and other related security systems.

•  Ensure all communication systems are installed and maintained appropriately.

•  Develop emergency plans including call in lists for restoration of all security systems in the event of failure

•  Develop annual budget for replacement of security system parts and components and for long term replacement of systems when they reach their life span.

General Summary of Duty 6 10%/o of Time

Ensure proper conditions of employment are maintained by maintenance regional staff.

Individual tasks related to the duty.

•  Observe staff job performance.

•  Provide assistance in the hiring of all maintenance staff.

•  Document staff job performance by generating annual performance reviews.

•  Initiate corrective action if necessary.

•  Generate a plan to improve performance for all staff receiving a needs improvement performance review rating.

•  Conduct employee investigations when assigned.

•  Recommend disciplinary action to Regional Business Administrator when needed.

•  Review and respond to prisoner grievances when assigned.

•  Provide support for maintenance first-line supervisors.

•  Ensure annual training requirements are met for appropriate staff.

•  Participate in labor management meetings when necessary.

•  Works in collaboration with facility staff on technical, operational, and disciplinary issues.

•  Ensure licensed staff maintains up to date licenses.

•  Ensure that regional CSD- I staff are qualified to complete CSD-1 requirements.

Supervision of personnel, operational issues, training needs of staff, staffs job duties and prisoner discipline guidelines are decisions made independently. Prisoner population, Maintenance staff, and operational budget is affected.

All disciplinary, needs improvements evaluations, decisions effecting prisoner populations, staffing levels, recommendations concerning vendor performance and budgetary variances.
