LIMITED TERM POSITION
14. General Summary of Function/Purpose of Position
This position is responsible for serving as a recognized resource within the Grand Rapids region for work-based learning programs and pilots including Community Ventures (CV). This is accomplished through managing partnerships with Michigan Works! Agencies and contractual Grand Rapids/Muskegon/Muskegon Heights area Service Providers assisting in the administration of programs, policies, and operational issues. This position also serves as the Regional Project Coordinator and is the authority on providing solutions to recruitment barriers. This role involves bringing partners and resources together in creative ways so that businesses and participants can achieve efficient employment solutions. This position researches best practices and takes the lead in implementing solutions in each community.

General Summary of Duty 1 % of Time __ 70
Conducts research and analysis regarding economic, unemployment, and other issues relevant to the assigned regional area (Grand Rapids/Muskegon/Muskegon Heights), in order to develop in-depth knowledge of the workforce issues affecting the CV program and assists in the resolution. This position is the Regional Project Coordinator within CV providing solutions to employment and recruitment barriers. This role involves bringing partners and resources together in creative ways so that businesses and participants can achieve efficient solutions. This position researches best practices and takes the lead in implementing solutions in each community.
Individual tasks related to the duty.
•  Responsible for collaboration with other agencies, organizations and employees to develop CV recruitment policies and procedures.
•  Performs ongoing analysis of economic and workforce development data as well as relevant unemployment and regional issues to evaluate quality, accuracy and completeness of CV data and compliance of data standards.
•  Develops plans and executes changes that ensure continued data quality and maintain data integrity.
•  Directs and participates in the designing and conducting of surveys or special studies to determine the recruitment needs of companies, funding availability and possible resources to leverage which would assist in providing low cost peer to peer training, soft skills training for employees, etc.
•  Onboard new CV companies on the best recruiter options for their workforce in their respective community while identifying the best funding available to finance the costs.
•  Serves as the authority for all matters related to recruitment technologies and resources utilized by CV client companies statewide.

Serves as liaison with the Talent and Economic Development/Talent Investment Agency (TED/TIA) and other state and community partners.

•  Serves as liaison within TIA and other government agencies and community partners.
•  Networks through industry contacts, association memberships, trade groups and employees to recruit interested companies.
•  Leverages the relationship between CV Service Providers, local employment authorities, companies, and government agencies to ensure timely invoicing and payment to ensure clients receive the proper peer to peer training, soft skills training for employees, etc.
•  Documents business processes by meeting with team members to ensure all needs are being met and ensure automated business process rules are integrated with department and leadership goals.
•  Ensures process and data issues are identified, tracked, reported on and resolved in a timely manner, including participant background information, company data submission, service provider invoices and other data as needed.
•  Produces weekly employer hiring update.
•  Produces monthly report for internal and external customers including relevant data and comparison to established metrics.
•  Compiles and completes annual report including data, policy recommendations, best practices and narrative information.
•  Analyzes efficacy of processes and documents and communicates resulting changes to the team. Conducts training on new processes or updates to the system as needed.
•  Assists with operation issues including tracking progress against the annual metrics for CV.
•  Provide CV presentations at local business meetings, community, and civic groups.

•  Develops and manages RFP process for Service Providers program-wide, including setting standardized benchmarks in alignment with current costs and objectives and creating a standard Service Provider Guide.
•  Utilizes company hiring projections, recruitment metrics, employment patterns and projections to substantiate recommendations for recruiting diverse talent and expansion for CV companies in rural, regional or urban areas.
•  Tracks and reports key metrics designed to measure and predict target goals and activity.
•  Develops and implements strategic initiatives for hiring managers in recruiting diverse talent.

This position exercises independent judgment in selecting the proper course of action in areas relating to research, program development, grant and contract management, correspondence, briefings, reports and performance. Provides clarification on issues related to CV and/or policies and procedures.

Employee is regularly required to sit, use hands to find, handle, or feel; talk and hear. 25. What is the function of the work area and how does this position fit into that function?
CV is an innovative economic & talent development initiative that promotes employment and social enterprise in the state’s
most distressed urban areas. Coordinated by the TIA – Workforce Development, this initiative helps structurally unemployed
individuals pursue career opportunities at Michigan companies in Detroit, Flint, Saginaw, Pontiac, Grand Rapids and Lansing.
The TIA administers both programmatically and fiscally, the majority of Michigan’s major talent development programs
supported by the USDOL and the United States Department of Health and Human Services. This position is responsible for
managing the complex CV for the Grand Rapids/Muskegon/Muskegon Heights area.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor's degree in any major.
EXPERIENCE:
Three years of professional experience, including one year of experience equivalent to the experienced (P 11) level in state service.
