RATE SCHEDULES
APPLICABLE TO ALL AREAS / EFFECTIVE DATE:
April 1, 2007

201. Rate Classification and Assignment.

Rate classification and assignment shall be made by the Cooperative in accordance with the availability and type of service provisions in its rate schedules. Rate schedules have been developed for the standard types of service provided by the Cooperative. If Member’s request for electric service involves unusual circumstances, usage, or load characteristics not regularly encountered by the Cooperative, the Cooperative may assign a suitable rate classification or enter into a special contract. Any special contract shall be filed with the Regulatory Authority having jurisdiction thereof.

A prospective residential applicant shall be informed of the Cooperative s lowest-priced service alternatives available at the service location giving full consideration to equipment options and line extension charges, if any.


202. Rate Schedules.

202.1 Small General Service.

A. Application.

Applicable to all Customers, whose peak demand during the preceding eleven (11) months was less than 35 kW, taking the type of service described in this rate schedule for all of the electric service supplied at one point of delivery and measured through one meter used for the following purpose(s):

(1) Domestic uses associated with the operation of a single family residential installation; and

(2) Farming and/or ranching uses other than irrigation.

(3) For all commercial purposes.

(4) For oil well pumping.

Not applicable to temporary or shared service.

B. Type of Service.

Single-phase and three-phase service at the Cooperative’s standard secondary distribution voltages, where available. Where service of the type desired by the Customer is not already available at the point of delivery, additional charges under the Cooperative’s line extension policy and special contract arrangements may be required prior to service being furnished.

C. Monthly Rate.

Each billing period the Customer shall be obligated to pay the following charges:

(1) Customer Charge, per Meter:

Single-Phase Service: $18.00

Three-Phase Service: $30.00

This charge is for the availability of electric service. It does not include any energy;

and

(2) Energy Charge, per kWh $0.118207

D. Terms of Payment.

Bills are past due if not paid within 16 days of issuance. However, if the due date falls on a holiday or weekend, the due date for payment purposes shall be the next workday after the due date.

E. Minimum Charge.

Each billing period the Customer shall be obligated to pay the following charges as a minimum, whether or not any energy is actually used:

(1) The Customer Charge, and if applicable

(2) Any amount authorized under the Cooperative’s line extension policy for amortization of line extension costs.

F. Billing Adjustments.

This rate is subject to all billing adjustments.


G. Agreement.

If a line extension is required in order to provide service to a consumer, an Agreement For Electric Service with a fixed term may be required by the Cooperative. This rate schedule may be changed by order or consent of regulatory authorities having jurisdiction or, if none, by the Cooperative's board of directors and service thereunder is subject to the Cooperative's Tariff for Electric Service and such change or changes shall apply to all Agreements for Electric Service existing at the time of the change or executed thereafter.
202.2 General Service – College Discount.

A. Application.

Applicable for State Universities Mandated by Section 2.2141 of the Public Utility Regulatory Act to Customers for electric service supplied at one point of delivery and measured through one meter where the peak demand during the preceding eleven (11) months was less than 35 kW, for the following purpose(s)::

(1) for domestic uses associated with the operation of a single family residential installation;

(2) for general service uses; and

(3) for farming and/or ranching uses other than irrigation.

This rate is not applicable to:

(1) Temporary or shared service.

(2) If the Cooperative shall be exempt from the provisions of Section 2.2141 of the Public Utility Regulatory Act.

Bills under this rate include a twenty percent (20%) reduction of the Cooperative’s rates, excluding power cost, that otherwise would be rendered under the General Service rate.

B. Type of Service.

Single-phase and three-phase service at the Cooperative’s standard secondary distribution voltages, where available. Where service of the type desired by the Customer is not already available at the point of delivery, additional charges under the Cooperative’s line extension policy and special contract arrangements may be required prior to service being furnished.

C. Monthly Rate.

Each billing period the Customer shall be obligated to pay the following charges:

(1) Customer Charge, per Meter:

Single-Phase Service: $14.40

Three-Phase Service: $24.00

This charge is for the availability of electric service. It does not include any energy;

and

(2) Energy Charge, per kWh $0.110996

D. Terms of Payment.

Bills are past due if not paid within 16 days of issuance. However, if the due date falls on a holiday or weekend, the due date for payment purposes shall be the next workday after the due date.

E. Minimum Charge.

Each billing period the Customer shall be obligated to pay the following charges as a minimum, whether or not any energy is actually used:

(1) The Customer Charge, and if applicable

(2) Any amount authorized under the Cooperative’s line extension policy for amortization of line extension costs.

F. Billing Adjustments.

This rate is subject to all billing adjustments.


G. Agreement.

If a line extension is required in order to provide service to a consumer, an Agreement For Electric Service with a fixed term may be required by the Cooperative. This rate schedule may be changed by order or consent of regulatory authorities having jurisdiction or, if none, by the Cooperative's board of directors and service thereunder is subject to the Cooperative's Tariff for Electric Service and such change or changes shall apply to all Agreements for Electric Service existing at the time of the change or executed thereafter.

202.3 Large Power.

A. Application.

Applicable to all Customers taking the type of service described in this rate schedule for all of the electric service supplied at one point of delivery and measured through one meter used for the following purpose(s):

For all purposes to Customers whose peak demand during the preceding eleven (11) months was equal to or greater than 35 kW and for which there is not an applicable rate schedule.

No resale, standby, or auxiliary service permitted.

B. Type of Service.

Single- or three-phase service at the Cooperative’s standard primary or secondary distribution voltages, where available. Where service of the type desired by the Customer is not already available at the point of delivery, additional charges under the Cooperative’s line extension policy and special contract arrangements may be required prior to service being furnished.

C. Monthly Rate.

Each billing period the Customer shall be obligated to pay the following charges:

(1) Customer Charge, per Meter: $60.00

This charge is an availability charge for providing electric distribution service. It does not include any energy;

and

(2) Demand Charge, per kW of Billing Demand: $4.25

This charge for the rate at which energy used is applied to the maximum kilowatt demand for any period of fifteen (15) consecutive minutes during the billing period as adjusted for power factor, but in no event is billing demand less than 35 kW;

and

(3) Energy Charge, per kWh:

First 200 kWh per billing kW $0.100521

Next 200 kWh per billing kW $0.090521

Excess kWh $0.075521

This charge for the delivery of energy shall be applied to all kWh usage during a billing period.

D. Terms of Payment:

Bills are past due if not paid within 16 days of issuance. However, if the due date falls on a holiday or weekend, the due date for payment purposes shall be the next workday after the due date.

E. Minimum Charge.

Each billing period the Customer shall be obligated to pay the greater of the following charges as a minimum, whether or not any energy is actually used:

(1) The Customer Charge plus the Demand Charge; or

(2) $1.00 per kVA of installed transformer capacity.

If applicable, the minimum charge shall be increased by any amount authorized under the Cooperative’s line extension policy for amortization of line extension costs.

F. Primary Service Discount.

If Large Power Service is provided at primary distribution voltage, the monthly charges for demand and energy shall be reduced by 2%.

The Cooperative may meter at secondary voltage and estimate transformation losses.

G. Billing Adjustments.

This rate is subject to all billing adjustments.

H. Agreement.

If a line extension is required in order to provide service to a consumer, an Agreement For Electric Service with a fixed term may be required by the Cooperative. This rate schedule may be changed by order or consent of regulatory authorities having jurisdiction or, if none, by the Cooperative's board of directors and service thereunder is subject to the Cooperative's Tariff for Electric Service and such change or changes shall apply to all Agreements for Electric Service existing at the time of the change or executed thereafter.

202.4 Large Power - 1000 kW and Over.

A. Application.

Applicable to all Customers taking the type of service described in this rate schedule for all of the electric service supplied at one point of delivery and measured through one meter used for the following purpose(s):

For all commercial and industrial purposes to Customers whose peak demand during the preceding eleven (11) months was 1000 kW or greater. No resale, standby, or auxiliary services permitted.

B. Type of Service.

All of Cooperative’s standard transmission, primary distribution, and secondary voltages, where available. Where service of the type desired by the Customer is not already available at the point of delivery, additional charges under the Cooperative’s line extension policy and special contract arrangements may be required prior to service being furnished.

C. Monthly Rate,

Each billing period the Customer shall be obligated to pay the following charges:

(1) Customer Charge, per Meter: $2,750.00

This charge is an availability charge for providing electric distribution service. In no event shall the Customer Charge be less than $2,750.00, or the amount specified in the contract with the Customer. The Customer Charge does not include any energy;

And

(2) Demand Charge, per kW of Billing Demand: $7.45

This charge for the rate at which energy used is applied to the maximum kilowatt demand for any period of fifteen (15) consecutive minutes during the billing period as adjusted for power factor, but in no event is billing demand less than 50% of the contracted demand for each meter, as adjusted for power factor, or 1000 kW demand for each meter as adjusted for power factor, for each billing period, whichever is the greater;

and

(3) Power Cost:

The cost of power to serve the Customer, including capacity, ancillary services, delivery, energy, and fuel charges for the billing period plus adjustments applied to the current monthly billing to account for differences in actual purchased electricity costs billed in previous periods. The power cost will be calculated using the billing units defined in the same manner as defined in the Wholesale rate to the Cooperative, including any ratchet provisions in the wholesale rate. The Customer’s billing units for power cost may be adjusted for line losses, as determined by the Cooperative, to calculate the Customer’s power cost at the wholesale supplier’s metering point to the Cooperative.

If available from the wholesale power supplier, the Customer may receive interruptible or special load service by complying with the Cooperative’s wholesale supplier’s requirements for such service including but not limited to equipment and contract term. The Customer shall reimburse the Cooperative for any equipment required for such service.

D. Terms of Payment:

Each billing period the Customer shall be obligated to pay the following charges as a minimum, whether or not any energy is actually used:

(1) The Customer Charge plus the Demand Charge; and, if applicable

(2) Any amount authorized under the Cooperative’s line extension policy for amortization of line extension costs.

This rate is subject to all billing adjustments.

If a line extension is required in order to provide service to a consumer, an Agreement For Electric Service with a fixed term may be required by the Cooperative. 202.5 Irrigation.

A. Application.

Applicable to all Customers taking the type of service described in this rate schedule for all of the electric service supplied at one point of delivery and measured through one meter used for the following purpose(s):

For water-well pumping for irrigation purposes.

B. Type of Service.

Single- or three-phase service at the Cooperative’s standard secondary distribution voltages, where available. Where service of the type desired by the Customer is not already available at the point of delivery, additional charges under the Cooperative’s line extension policy and special contract arrangements may be required prior to service being furnished.

C. Monthly Rate.

Each billing period the Customer shall be obligated to pay the following charges:

(1) Annual Horsepower Charge, per Installed HP $9.00

The horsepower charge is an annual charge which will be billed at $0.75 per HP per month. If the Customer disconnects, billing for any remaining months for the year will be billed to the disconnecting Customer; however, in the case of transfer to another Customer, any remaining months will be billed to the transferred Customer. If a Customer disconnects and reconnection is requested at the same location within twelve (12) months, the monthly billing from disconnection to reconnection shall be billed to the reconnecting Customer.
