PROGRAM

BC Parks is responsible for all matters related to the effective management and conservation of natural and cultural resources in provincial parks, protected areas, recreation areas and ecological reserves throughout British Columbia. BC Parks mission is to protect important areas and their natural and cultural values, while providing outstanding outdoor recreation opportunities and to contribute to the well-being of British Columbians.

JOB OVERVIEW

As part of the BC Parks Community Engagement Team, the Community Engagement Project Analyst position plays a strategic role in providing project management and expertise related to strengthening BC Parks’ level of community engagement across the Province. Reporting to the Manager, Visitor Services & Community Engagement, and working in partnership with the Provincial Community Engagement Specialist and BC Parks’ five Community Liaison Officers, the Analyst will develop, promote and influence internal and external stakeholder engagement with BC Parks’ programs and services. Key functions of the Community Engagement Project Analyst are to coordinate key projects within the provincial BC Parks Community Engagement program and develop and deliver program tools and resources that support volunteer management, youth engagement, public outreach and events, education, and innovative funding partnerships to support program delivery. Particular emphasis will be on developing programs that achieve the goals as set out in The BC Parks' Future Strategy. In addition to being an experienced project manager, the Community Engagement Project Analyst is an engagement and outreach expert, capable of forging dynamic relationships. As an engaging communicator, the Project Analyst represents BC Parks’ interests and builds strong working relationships with multiple stakeholders including staff, all levels of government, partners, the general public, volunteers, community groups, non-government organizations, and corporate partners.

ACCOUNTABILITIES

Required:

·  Acts as project manager throughout the initiation, planning, execution, control and close-out phases of the project management life cycle.

·  Leads project planning sessions to determine project scope, define project deliverables and develop project charter to align with the direction of the business.

·  Determines methods for and conducts stakeholder consultation sessions to develop business plans to support project goals and objectives.

·  Plans and conducts research, analysis and development of project proposals, assesses competing and/or conflicting priorities, identifies options and provides recommendations to the Project Sponsor and Project Champion.

·  Develops options, strategies and approaches to address issues and service/program delivery needs using techniques such as cost benefit analysis, social and economic impact analyses.

·  Develops surveys, data analysis methodologies, strategies, and performance indicators for use in evaluating projects.

·  Assesses likely impacts of alternative proposals in terms of associated risks, mitigation strategies, stakeholder response, liability and other implications, and outlines the advantages/strengths and disadvantages/weaknesses of each to support informed decision making.

·  Develops terms of reference; drafts project plans to identify timelines, deliverables, methodologies and resource requirements.

·  Reviews proposals, selects successful bidders, and negotiates the terms and conditions of contracts to commit government to legally binding agreements.

·  As projects require, provides work direction to a multi-disciplinary project team of administrative and technical staff and contracted resources.

·  Develops and maintains effective and cooperative working relationships with internal and external stakeholders, businesses, and relevant provincial, municipal and federal government partners.

·  Monitors and evaluates project resources, processes and progress, identify risks and obstacles and takes or recommends action to address.

·  Supports other BC Parks program areas that work collaboratively with First Nations communities, elders and youth on projects that create respectful, engaging and educational opportunities to connect with and showcase Indigenous culture, traditions and perspectives about the importance of protecting and celebrating the natural world.

·  Delivers projects within scope, schedule, budget and quality standards.

·  Conducts post-implementation review.

JOB REQUIREMENTS

Education and Experience:

·  Post-graduate degree in business, public administration, tourism, community development, natural resource management, or related field; preferably with at least three years of related experience in parks and recreation management and / or community engagement/development; OR, an undergraduate degree in a related field and at least five years of related experience; OR, equivalent combination of relevant education, experience and training.

·  Experience independently managing projects in a dynamic work environment.

·  Experience in directing the work of contracted and staff resources.

·  Preference may be given to applicants with experience working with Indigenous communities and/or organizations.

Knowledge, Skills and Abilities:

·  Knowledge of procurement and resource and financial management.

·  Strong interpersonal, written and oral presentation skills, including facilitation and presentation skills, in language appropriate to the audience.

·  Excellent problem solving, organizational and leadership skills.

·  Ability to research, plan and evaluate community engagement tools and resources.

·  Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position).
