State Administrative Manager (SAM-1)

Fisheries Basin Coordinator

The following criteria were selected to reflect the necessary qualifications for a candidate to successfully function in the position of SAM-1 (Basin Coordinator) for Fisheries Division. The successful candidate will be responsible for:

· coordinating activities for Fisheries Division, including staffing, work, and budget planning processes, within a Great Lake Basin;

· supervising field personnel within a Great Lake Basin;

· assisting Unit Managers in development of collaborative work between Fisheries Division and other agencies and groups;

· coordinating statewide activities between Great Lake basins;

· implementing ecosystem- and landscape-scale management strategies for aquatic resources within a Great Lake Basin;

· representing Fisheries Division on Department-level Teams;

· representing Fisheries Division on the interjurisdictional Lake Committees under the aegis of the Great Lakes Fishery Commission; and

· organizing and representing Fisheries Division on Citizen Fishery Advisory Committees.

LEADERSHIP/MANAGEMENT

The individual in this position must have the skills necessary to manage field operations within a Great Lake Basin and apply new and creative thinking to further implement watershed management principles in the Basin. As a member of Fisheries Division’s Management Team, which provides overall program management direction for Fisheries Division, the incumbent is expected to help update and implement Fisheries Division’s Strategic Plan, which guides the Division in meeting its mission and goals.

The successful candidate will occasionally need to assume responsibility for the Division in the absence of the Division Chief. Leadership skills, supervisory skills, an understanding of personnel management practices, and the ability to manage the State's fisheries resources, research program, field operations, fish production program, administrative operations, and oversee a $28 million budget are essential to effectively performing this role.

Consequently, team management and negotiation skills are needed to function in this position. The following criteria will be used to evaluate these abilities:

· Leadership - effectiveness in: self-starting and the ability to think independently; getting ideas accepted; guiding a group or individual to accomplish tasks; actively influencing rather than passively accepting events; taking appropriate actions beyond what is necessarily called for; and the ability to independently originate appropriate actions and solutions rather than just responding to events.

· Decision making – ability to make appropriate decisions, render judgments, and take actions on difficult issues; skills in identifying problems, securing relevant information, identifying possible causes, developing alternative solutions, evaluating courses of action, and implementing logical and prudent solutions to resolve problems.

· Team management – a basic understanding of the components required to create and manage a successful team; ability to work within a group and participate in the give-and-take of ideas and concepts; a basic understanding of the decision-making process and when to employ different methods; ability to reach consensus or compromises when necessary; interpersonal skills in perceiving and reacting sensitively to the needs of others; and personal skills in objectively perceiving the impact of self on others.

· Supervision and delegation - ability to utilize subordinates effectively and efficiently; an understanding of the appropriate team or level of the organization at which specific decisions can best be made; ability to efficiently establish appropriate courses of action for self and/or others to accomplish specific goals; ability to make appropriate use of resources and proper assignments for personnel; skills in establishing procedures to monitor and assess processes, tasks, and activities of subordinates; ability to evaluate results of delegated assignments and projects.

COMMUNICATION SKILLS

Effective communication skills are essential. The individual in this position will represent Fisheries Division, Fisheries Division’s Chief, and the Department of Natural Resources at meetings and hearings with the public; the Natural Resources Commission; top level department staff; state legislators; local politicians; judicial proceedings and permit hearings, Federal officials; university officials; and the press. Candidates will be evaluated on:

· oral communication skills, including effectiveness of presentation in individual or group situations;

· oral presentation skills, including an ability to make a persuasive, clear presentation of ideas and facts given time for preparation; and

· written communication skills, including an ability to make clear and concise presentation of ideas and facts given time for preparation.

RESOURCE MANAGEMENT

The successful candidate must have excellent knowledge of science-based fisheries management methods and techniques. This position will serve to assist the Division Chief, and serve as a member of the Division's Management Team in directing the fisheries program for the State of Michigan. An understanding of the role of Fisheries Division in the following areas is necessary to be successful in fulfilling the requirements of this position:

· protecting and maintaining healthy environments and fish communities, and rehabilitating those now degraded;

· applying principles of ecosystem management;

· administering and overseeing interjurisdictional management issues on the Great Lakes;

· providing diverse public recreational use opportunities that maximize value of aquatic resources;

· encouraging efficient and stable commercial fisheries that accommodate Tribal Treaty rights and minimize conflict with recreational users; and

· fostering and contributing to public and scientific understanding and stewardship of aquatic resources and management of those resources.

EDUCATION AND EXPERIENCE:

Possession of a bachelor's degree in any major. A Bachelor’s degree in Fisheries Biology, Fisheries Management, Aquatic Biology, or Zoology is preferred.

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Additionally, they must be knowledgeable in ecosystem and watershed management principles, and management of interjurisdictional fisheries. A minimum of one year’s experience in a supervisory capacity and/or a minimum of one year’s experience in personnel and budget management is preferred.
