Overview and Summary of Services
Overview
/ CenturyLink offers various subscription PIC/CARE products and services to the Access Carrier (AC).
If applicable, subscription services can be requested by returning the appropriate form(s) to the CenturyLink Wholesale Support Center. All subscription service forms are available in this section. For subscription forms pertaining to new carrier participation, consult EASIER Guide Section 2 – New Carrier Participation.
NOTE: The information in this Guide may not include all local serving territory currently owned by CenturyLink. All products and services may not be available in all CenturyLink locations.
Summary of Services
/ CenturyLink subscription services fall into two general categories:
1)  Chargeable – Some subscription services incur a charge that is billable to the AC via a miscellaneous bill. Chargeable services are billed per record and are deemed tariffed or non-tariffed services.
2)  Non-Chargeable – Several subscription services do not incur a charge that is billable to the AC, as they are included in the CARE Services Flat Rate. For a complete description of services / TCSIs that are included in the CARE Services Flat Rate, consult the “CARE Services Rates, Terms and Conditions”, which is included in EASIER Guide Section 2 – New Carrier Participation.

Chargeable Services
/ Chargeable subscription service offerings and related form(s) (if applicable) are summarized in this section.
Tariffed chargeable services include the following:
·  Billing Name And Address (BNA): BNA provides requested BNA information to the AC for submitted Working Telephone Numbers (WTNs). The information provided by CenturyLink includes billing name, billing address, listing status, total number of lines on the account, and customer type.
·  Merger/Acquisition Subscription Service: This option provides ACs a uniform medium for moving their customer base, whether entirely or partially, from one CIC to another CIC via CARE.
·  PIC Change Charge Service Option: This option provides ACs a mechanized means to divert the PIC change charges from the end user to the AC.
Non-tariffed chargeable services include the following:
·  End User Listings: These listings are available to the AC for marketing for Residence, Business, PayPhone, or any combination of customer types.
·  End User Information Service: This service provides the AC with information regarding end users who are not PIC’d to them.

Non-Chargeable Services
/ The following non-chargeable subscription service offerings are described in this section (as they are included in the CARE Services Flat Rate):
·  Account Maintenance: These transactions are sent to the PIC’d AC via CARE when there have been informational changes on the account [such as change in Billing Telephone Number (BTN), Billing Name, Billing Address, or all].
·  Associated CIC Processing: For ACs having multiple CICs, this service allows ACs to mechanically cross reference them in the CenturyLink version of CARE (upon request).
·  Data Gathering: This service allows ACs to request and receive Data Gathering information (such as all WTNs associated with a requested BTN) utilizing a mechanized CARE method (similar to BNA requests).
·  PIC Reconciliation / Verification Account Information Service: This procedure allows the AC or end user to verify if they are PIC’d to CenturyLink.
Subscription Procedures
/ In addition to subscription services, the following are subscription procedures offered by CenturyLink:
·  Error Correction Procedure: This procedure provides the opportunity for ACs to correct PIC changes submitted in error after the order has completed.
·  PIC Dispute Procedure: This procedure protects the rights of the end user, the ACs in dispute, and CenturyLink in changing a disputed PIC. A PIC dispute can be initiated by either the end user via an CenturyLink business office or by the AC via automated disputed / unauthorized PIC change requests in CARE transactions.
·  Restricted PIC Procedure: This procedure protects the rights of the end user, the AC, and CenturyLink in restricting a PIC, as initiated by the end user via an CenturyLink business office.
Billing Name and Address (BNA)
Product Description
/ Access Customers (ACs) may request and receive Billing Name & Address (BNA) information utilizing a mechanized CARE method. To be authorized to participate, the AC must submit a BNA request form to the CenturyLink Wholesale Support Center. CenturyLink activates the AC’s authority to request and receive mechanized BNA information within one business day of receiving a completed request form.

Features and Applications
/ Utilizing CARE, CenturyLink supports the following TCSIs for the BNA service.
AC to CenturyLink (AP) Request:
TCSI 0501 Request for Information for Submitted Automatic Number Identification (ANI). The AC is requesting BNA information for the submitted Working Telephone Numbers (WTNs).
CenturyLink Local (AP) to AC Possible Responses:
TCSI 2503 BNA for ANI as Recorded by AC - PIC Assigned to Recorded AC. The BNA provided is subscribed to the AC.
2504 BNA for ANI as Recorded by AC - PIC Not Assigned to Recorded AC. The BNA provided is not subscribed to the AC.
Record Edits:
TCSI 2601 WTN Not Found. The WTN cannot be found.
2605 Date Missing. The date is not present in the AC record.
2606 Date Invalid. The date is not in YYMMDD format, or it is outside the acceptable range.
2608 Invalid Carrier Identification Code (CIC). The CIC does not exist on the current list of assigned codes.
2609 BTN Not Found. The BTN does not exist in the CenturyLink file.
2610 Excluded from BNA and/or Data Gathering at End User’s Request. The end user has requested that the Provider not provide account information to third parties.
2611  Account with No Eligible Lines. There are no PIC eligible lines associated with the AC submitted BTN/ANI.
2616 Jurisdictional Indicator (JI) Invalid. JI is not valid for the Provider. (Provided in response to 0501 TCSI only if JI is not blank.)
2620 Requested Service Not Authorized. AC use of this TCSI not authorized by the Provider.
2623 WTN Non-Numeric. Non-numeric characters are present in the WTN element.
2624 WTN Is all Zeros. WTN is all zeros.

Benefit to Customer
/ BNA allows ACs access to the CenturyLink database to obtain BNA information on their end user customers.
The BNA product provides account information such as:
·  Billing Name
·  Billing Address
·  Listing Status - Is the account non-published, non-listed, listed, or privacy enhanced?
·  Total Number of Lines on the Account
·  Customer Type Indicator – Is the account Business (B), Residential (R), Public Payphone (Q), or Semi-Public Payphone (Z)?
Pricing
/ Mechanized BNA is a tariffed item. Charges are assessed on a per record basis. In addition to the per record charge, an initial non-recurring ASR charge will be assessed to establish account billing per F.C.C. No. 1 Tariff for BNA. Charges for BNA will be invoiced via a separate miscellaneous bill.

Merger/Acquisition Subscription Service
Product Description
/ A Merger and/or acquisition occurs when an entire customer base is moved from one Carrier Identification Code (CIC) to another CIC or when only a portion of the AC’s customer base moves to another CIC, such as an entire state, EXCHange, region, or the move is from a reseller to an actual CIC.
CenturyLink will only process written requests for Merger/Acquisition activity. The Merger/Acquisition Subscription Service Request Form must be submitted to the CenturyLink subscription center. The filing of the form serves as official notification to CenturyLink of merger/acquisition activity and is considered a Letter of Intent. Once this form has been filed with your CenturyLink contact, CenturyLink will proceed with the merger that includes negotiating timeframes
Features and Applications
/ The Merger/Acquisition Subscription Service output is included in the AC’s regular CARE output. ACs will receive normal reject CARE TCSIs (e.g., 21XX/31XX) and normal disconnect CARE TCSIs (e.g., 2206), but ACs receive a unique install code as part of the merger/acquisition process:
·  TCSI 2006 Merger/Acquisition Change Confirmation. The AC has been canceled as the PIC for the end user as the result of a subsequent order submitted by a different AC.
ACs may request Merger/Acquisition activity by customer type (business or residence only) and/or by EXCHange. Public paystation must be manually processed and is not included in the mechanized merger/acquisition process. The manual merger/acquisition price is equivalent to two (2) PIC change fees. ACs are responsible for notifying their end user customer base of the merger/acquisition activity.
Merger/Acquisition activity is CIC specific. Changes will be processed for a specific From CIC to the receiving To CIC.
Benefits to Customer
/ Merger/Acquisitions processed via CARE provide the ACs a uniform and convenient medium for moving their customer base, whether entirely or partially, from one CIC to another CIC within the CenturyLink database.
Merger/Acquisition allows a variety of options for the AC for partial moves, such as moving only certain states, EXCHanges, regions, customer types, jurisdictions, or moves from a reseller to an actual CIC. Thus, this service is very flexible in meeting the AC’s CIC move needs.

Pricing
/ The end user customer will not be charged the PIC Change Charge. Charges for the Merger/Acquisition offering will be billed directly to the specified AC billing contact (per the contact identified on the AC’s submitted Merger/Acquisition Subscription Service Request Form) via a miscellaneous bill.

PIC Change Charge Service Option
Product Description
/ CenturyLink provides ACs with the option of accepting the PIC Change Charge instead of billing the end user customer. If the AC wishes to pay the end user customer’s PIC Change Charge, a billing request form should be provided to the CenturyLink Wholesale Support Center prior to implementation.
Features and Applications
/ Once CenturyLink has processed an AC’s request to be billed a PIC Change Charge (normally 1 business day), the AC then must populate position 405 of the AC to Provider CARE record with a “Y” value. The CARE system will then block billing of these charges to the end user customer’s bill and divert related charges to an activity report. The CenturyLink Wholesale Support Center will then summarize the activity and bill the AC on a miscellaneous bill.
ACs can apply either the values of “Y” or blank fill (spaces) in position 405 of the CARE record. The CenturyLink CARE system allows ACs to utilize this field on an individual case basis. That is, ACs can select which transactions for which they are willing to pay and should populate position 405 with a “Y” value only when the AC chooses to pay the PIC Change Charge on behalf of the end user customer.
