SUBJECT: LEG – Legislative Process

Purpose: To give Rhode Island Natural Resources Conservation Service (NRCS) employees a better understanding of how the legislative process works.

Expiration Date: September 30, 2007

All communication with Congressional members, Congressional staff and NRCS legislative affairs staff will only occur through the State Conservationist (STC) or acting STC, unless an employee has the direct approval of the STC or acting STC. Communication includes verbal, written or electronic media. This authority will not be delegated below the STC level.

Any calls to NRCS staff from Congressional members, their staff or NRCS Legislative affairs staff must be redirected to the STC for action or response. Any communication to Congressional members, Congressional staff and NRCS legislative affairs staff will be only under the signature of the STC or acting STC.

Please refer to GM Part 400.10 - Delegations of Authority for the Office of the Chief. This Part sets forth the NRCS authority delegated to perform legislative, communications, civil rights and strategic natural resources activities.
