The quality of the teaching and research taking place at Georgia Institute of Technology (GIT) attracts visitors from around the globe. Many are distinguished professors and researchers coming to teach, collaborate, and consult. Others may be post-docs or non-GIT students that would like to come to GIT for training or research.
Several offices across campus work together to help facilitate hosting foreign visitors and guest at GIT including: Office of International Education (OIE), Global Human Resources (GHR), Office of Legal Affairs (OLA), Office of Research Integrity Assurance (ORIA), Office of Information Technology (OIT), and Research Security Department (RSD). All foreign visitors and guests, who are not degree seeking students enrolled at GIT, must be reviewed and approved by OLA prior to receiving a letter of invitation and prior to issuance of the immigration form or any petition being submitted to US Citizenship and Immigration Services.
Georgia Tech is required by Section 10 of the National Industrial Security Program Operating Manual (NISPOM) to establish procedures to monitor assignments to its facilities of foreign nationals to ensure that the disclosure of, and access to, export-controlled articles and related information are limited to those that are approved by an export authorization. In accordance with part 6 of the I-129 Petition of a Nonimmigrant Worker, GIT must certify or not an H-1B/H-1B1/ E-3/O-1A/TN applicant requires an export license.
As part of the administrative process for review and approval of foreign national visitors and guests, a technical review is required to determine if the use of Export Controlled Information is involved. Prior to responding you will need to review the General Overview of your obligations under export laws and regulations where definitions relating to export controlled information have been provided for your convenience. In addition you may have to review descriptions of technologies that are controlled by the International Traffic in Arms Regulations (ITAR) 22 CFR Section 121.1 et seq., and/or the Export Administration Regulations (EAR) 15 CFR Section 774, Supp. 1, (Categories 0-9), and decide if you believe the referenced petition involves technology that falls within one or more of the categories.

The answers will assist OLA in its review of potential licensing requirements under U.S. export control regulations Please contact Global Human Resources (GHR) and/or International Student and Scholar Services (ISSS) to discuss the appropriate immigration status for all research activities.
Upon completion of this form, please scan a copy of the foreign national’s CV/Resume as well as this form and email all to the OLA at . OLA cannot process this export compliance review without the required information in this questionnaire and the CV/Resume. GHR and ISSS will not process visa requests without verification that OLA has completed the export compliance review.
