Public Selection Process for Recruitment of a Technical Assistant

Economic & Trade Section

The Embassy of Brazil in Ghana, through its Selection Committee appointed by the Ambassador of Brazil in Accra, announces that a public selection process will take place for the recruitment of a “Technical Assistant for the Economic & Trade Section” to work at the Chancery and also for the selection of candidates for future vacancies for the same position. The Selection process follows the terms of the Brazilian Decree 1.570 of 21 June 1995, as well as the Law 11.440 of 29 December 2006 and the conditions established in this Notice 02/2015.

Recruitment Regime

Technical Assistant (AT) is the local employee, Ghanaian, Brazilian or of any other nationality, with a college/university degree, hired, according to the laws of the Republic of Ghana, to perform any tasks requiring proven technical expertise and experience in specific fields of work of the Embassy.

Job Description

The AT recruited for the current vacancy will work at the Economic & Trade Section (SECOM) of the Brazilian Embassy in Accra but exceptionally, if necessary, may be required to work in any other section in accordance with special interests and requirements of the Embassy. The AT recruited will be requested to carry out specific market research and provide analyses for trade and investment for all relevant sectors of the Brazilian and Ghanaian industry; to prepare relevant briefings, articles and information on a regular basis to be sent to the Brazilian Ministry of External Relations on economic and trade issues in Ghana; to prepare notes on the Brazilian economy and external trade to be sent to local press and think tankers; to promote trade and investment opportunities to potential Ghanaian importers and investors by means of electronic communications and specific activities to be carried out by the SECOM; to provide assistance to Brazilian investors by facilitating contacts with Ghanaian authorities and specific economic and trade bodies; to organize and promote trade events, such as seminars, workshops and fairs, with a view to supporting Brazilian investment policies and Brazilian exports promotion in Ghana; to represent the Brazilian Embassy in Ghana in events related to business and international trade; to develop specific updates as well as other activities linked to the promotion of Brazilian trade interests to the business community in Ghana, including details about updates in legislation on trade, tax and customs; to support Brazilian exporters by providing them with information on Ghanaian market and by arranging appointments and meetings and to identify potential partners for them in the Ghanaian market; to plan and organize Ghanaian trade missions to Brazil; to update and expand the Ghanaian companies database of the Embassy with relevant contact details of state and private organizations with a view to supporting the aforementioned activities; to develop the content and update the Embassy webpage regarding the Economic & Trade Section and to demonstrate flexibility in keeping up-to-date with knowledge in correlated themes specific to this role and following up developments in those areas.

Prerequisites for application

All candidates, Ghanaians, Brazilians, or from any other third country, who are interested in applying for the job must:

a) be at least 21 years old;

b) have language competence at proficiency level in English

c) demonstrate some language competence in Portuguese, both in reading and writing as well as oral skills;

d) present a valid certificate of a university degree (at least) in Foreign Trade or International Economics or any other related subject;

e) present original medical certificate for mental and physical fitness;

f) present copy of valid identification documents (originals will be requested to those who are selected for the last phase – interviews);

g) present updated CV with specific reference to language skills, previous working experience, as well as contact details, particularly email address;

h) for Brazilian nationals or nationals of third countries, have the right to reside in Ghana and the legal entitlement to take full-time paid employment in this country;

i) have previous experience in International Trade & Business (to be proven either by letters of reference or by any specific documents);

j) very good knowledge of computer tools, particularly internet browsing, email and Microsoft Office (Outlook, Excel, Word, PowerPoint and Access);

k) for Brazilian male citizens, to show compliance with military service by providing record of military service enrolment or discharge from for candidates up to the age of 45 years;

l) for Brazilian citizens, to show compliance with voting duties by providing the electoral certificate (“Certidão de Quitação Eleitoral” to be obtained at the TSE website);

m) for Brazilian citizens, to present a hand-written statement confirming that the candidate does not hold any public post or employment in Brazil;

Applications should be delivered to the Embassy in closed envelopes with outside written reference to NOTICE 02/2015, from 6th July to 20th July 2015, between 10 am to 3:00 PM daily.

Application Process

All candidates interested in applying for this job (NOTICE 02/2015) are requested to follow instructions above (letter n). Applications by mail will not be accepted. Moreover, applications will not be accepted either when candidates do not present documents deemed to be good or enough to prove the compliance with aforementioned prerequisites.

Selection Process

The selection process will be made in three phases:

First Phase – eliminatory – consisting of checking of the documents submitted followed by evaluation of the candidate’s CV. Only the ones considered apt in this phase will be invited for the second one;

Second Phase – eliminatory – consisting of written tests of English and Portuguese in which the level of knowledge of the specific subject and proficiency in languages will be evaluated. Minimal grades for both tests are 6/10. The five candidates with the highest total scores will proceed to the next phase, although the grades obtained in this phase will not be considered in the next phase, for final classificatory purposes. The five pre-selected candidates will be invited to attend the third phase, on specific dates and hours, that will be informed to them through email and that will also be available for viewing at the Brazilian Embassy according to the calendar for the current Notice. The written tests will not be identified until the end of the Second Phase, when the announcement of the grades and identification of the test will be made in public, at the Brazilian Embassy;

Third Phase – classificatory – consisting of computer test and also of an interview, to assess the abilities of the candidates to the present function, through general questions on the candidate’s knowledge and previous experience and mainly on his/her personal capacity to be proactive in performing his/her job. The interview will be conducted by a group of examiners, nominated specifically for this task by the Chairperson of the Selection Committee. In case of candidates with equal competence, preference will be given to those with greater competence in Portuguese.

Four Phase – CVs and reports for each of candidates approved in the third phase, will be sent to the Ministry of External Relations in Brazil for futher examination and final approval.

The list with the names of the selected candidates, in the classificatory order, will be made public according to the calendar for the current Notice. The candidate listed first will be selected for the job. The other selected candidates will be listed, in order of classification, for recruitment in future vacancies, in the same position (AT – SECOM), that may occur in the period of 12 months.

Recruitment Process

The selected candidate will be recruited for a period of two years, renewable, after confirming his/her acceptance of the terms of employment, and after signing an employment contract, with a probationary period of three months.

Conditions of work

i) 13 month salaries;

ii) Medical assistance;

iii) 5 days a week and 40 hours a week (including lunch break)

iv) Brazilians, if not allowed to join the local pension system, may apply for inscription at INSS, in Brazil.

General Rules

The application for vacancies implies that the applicant knows and accepts all of the terms and deadlines established in this Notice. An applicant that makes a false or inexact statement of that cannot fulfill the required conditions will have his/her application withdrawn at any time.
