INFORMATION/OPERATION :

It has come to notice that a gang of notorious chain snatchers is actively committing chain snatching on a black Pulsar Motorcycle. Secret sources were deployed for collecting intelligence about the gang. An information was received through a source that the gang is headed by a notorious snatcher Mohd. Sameer who commits snatchings on a stolen black pulsar motorcycle with his associate Rajeev. The gang changes the number plate randomly. Rajeev rides the motorcycle and Mohd. Sameer sits on the pillion and snatches chain/purse from pedestrians. This information was further developed. On 03.12.09, a specific information was received by Inspr. Rajkumar that the above gang members will come on a black Pulsar Motorcycle at about 4.00 PM at Vikas Puri, near H-Block, Delhi. On this information, a raiding party under the supervision of Insp. Rajkumar, consisting of SI Manoj Kumar, SI Charan Singh, ASI Nirakar, ASI Balvinder, HC Ved Parkash, HC Sanjay Bhati, HC Jai Bhagwan Ct Suresh, Ct Shashi, Ct Narender and Ct Devender was constituted and deployed near Bharat Petrol Pump, H Block, Vikas Puri, Delhi. At about 4.00 PM, Sameer and Rajeev came on a black colour Pulsar motorcycle. The motorcycle was intercepted and both the persons were apprehended. The person riding the motorcycle disclosed his name Rajeev S/o Tikam Dass r/o Hastal Road, J.J Colony, Shani Bazar, Uttam Nagar, Delhi and the person sitting on the pillion seat told his name Mohd. Sameer s/o Mohd. Sabeer r/o Kathputli Colony, Opp. Shadipur Depot, Pandav Nagar, Delhi. Both of them were asked about papers and ownership of Motorcycle but none of them could either told about the ownership or produce papers. The motorcycle was found to be stolen. On interrogation, they admitted that the motorcycle is stolen by them for committing snatching from the area of Malviya Nagar, Delhi and they have committed many snatchings on this motorcycle. They also told commission of chain snatching from a passerby lady in Ramesh Nagar, PS Kirit Nagar. Both of them arrested. On interrogation they disclosed that they used to sell the snatched chains to one goldsmith Ravi. On their instance the said gold smith namely Ravi Kumar S/o Shri Madan Lal R/o Hastsal Road, Uttam Nagar, Delhi was arrested and two snatched chains were recovered from his possession.

INTERROGATION/MODOUS OPERANDAI

During interrogation Mohd. Sameer disclosed that he is from a weak economic back ground and started living in jhuggi cluster of Kathputli Colony, Pandav Nagar, Delhi. He came in the contact with a girl. He wanted to marry her but the girl’s family was not agreeing because he has no source of earnings. Mohd. Sameer worked hard to earn good money but the girl family was not satisfied. In frustration, he adopted the path of crime to earn easy money and indulged in committing chain snatchings. In the meanwhile he became a drug addict. One day he met Rajeev at Uttam Nagar Terminal through a common friend Raju. Rajeev is a school drop out and had a criminal back ground. He was committing petty theft and snatchings. Rajiv is an extravagant and spend the easy earned money on liquor and his personal requirements. Both of them being of criminals mindset constituted a gang and initially took motorcycles of relatives and friends to commit crime. They found this way of committing crime very easy and profit making. Due to their increasing greed for money they thought for a motorcycle of their own. At about 02 months ago they bought a stolen motorcycle from a known friend of Mohd. Sameer. On this motorcycle they have committed many snatchings from the area of Janakpuri, Hari Nagar, Kirti Nagar, Moti Nagar and Vikaspuri. Rajeev used to drive the motorcycle and Mohd. Sameer sits as pillion rider. More raids are being conducted to arrest his other associates to recover the snatched/stolen property.

Staff involved in good work is being suitably rewarded.
