These forms are to be used for Thematic Network Projects selected in 1996 which complete their three years' workplan in August 1999 and are applying for Community support for Dissemination of Project Results. (see 1998 SOCRATES Guidelines for Applicants, 1999 Addendum and Dissemination of Project Results Guidelines).

Three copies of the completed Application Form for Dissemination of Project Results are to be sent to the European Commission, DG XXII/A.2 (Thematic Network Projects), by the deadline indicated above (date of postmark).
Each copy must carry the original signature of the legal representative of the beneficiary organisation.
How to use and fill in this form
Structure of this form
· This Application Form for Dissemination of Project Results is to be used for Thematic Network Projects approved under the SOCRATES Programme (Action I.1.D) during the selection round of 1996, which complete their three years' workplan in August 1999.
· This form consists of two parts.
- Pages DPR-1 to DPR-6 are Part I of the Form. Applicants are asked to adhere rigorously to the data format specified, and to provide all the data requested.
- The second part of the form (DPR-7) contains a list of questions. When replying to the questions, applicants should use numbered A4 pages and follow the same headings and order of questions.
· If the application is successful, the contractor will be required to submit additional information on the project (e. g. bank details, further information on partners, etc).
General advice on completing the forms
Participation in the SOCRATES Programme is open to a number of associated Central and Eastern European Countries, Cyprus and the Baltic Countries, and the institutions in those countries are therefore eligible to take part in the Thematic Network Projects as co-ordinators and partners. Other countries may become associated to the SOCRATES Programme, in 1999. However, candidates are advised to check with the Ministry of Education or the SOCRATES/ERASMUS National Agencies that the countries and institutions involved are eligible, before submitting their project.
· Before completing the form, please read the appropriate sections in the 1998 SOCRATES Guidelines for Applicants, 1999 Addendum and Dissemination of Project Results Guidelines carefully.
· Only the co-ordinating organisation must submit the Application Form, on behalf of all those participating, according to the procedure indicated on the cover page. Two extra copies are also required.
· The form should be completed using a typewriter or computer (word processor).
· The form must be completed in one of the 11 languages of the European Union.
· The signature on each of the three copies of the form should be that of the person identified as the legal representative of the beneficiary organisation. Each signature should be authentic.
Guidelines for completing Part I of the form
· The reference number in the top right hand corner of page DPR-1 corresponds to the contract number allocated to the approved project during the current funding period.
· Section 3. Contract language
Please specify the language in which you wish the grant contract to be issued if your application is successful. To facilitate co-operation with your partners, you are advised to enter the language most commonly used for communication within the project. Give one of the 11 official languages as preference 1 and as preference 2 one of the three following languages: English, French or German.
· Section 5. Applicant
Use the full legal name in the organisation's native language, preceded, where applicable, by the acronym and/or abbreviation. With respect to the type of organisation, choose from the list provided below the code and category which best describe the organisation. If "Other", please specify.
Note the differing roles of the "Head of Organisation" and the "Co-ordinator".
Please pay special attention to the address of the co-ordinator, which will be used for the acknowledgement of receipt and all further correspondence from the European Commission relating to the project.

Only the information requested should be provided. The full name of the organisation should be given (in its native language). Use the list provided in the box above for the "type code" of the organisation. As regards the country codes, please use the codes (which are different from the codes used in postal addresses) in the box below. When referring to the project partners in other sections of the document, please place them in the same order as in this table. Please submit also a floppy disk (Word 97 or Word 6) containing the 'Project partners'.

· Section 7. Duration
The duration of a Dissemination of Results Project in the framework of the present Call for Proposals cannot exceed 12 months.
· Section 8.a. Budget summary and financial request
When calculating costs, please observe the "Rules on Eligible Costs" appended. Compliance with the rules will have to be demonstrated in the second part of this form.
Take particular care in answering the set of questions on finance: the cost structure for expenditure should clearly emerge from your description. Please also ensure that you have complied with the "Rules on Eligible Costs" and the SOCRATES 1998 Guidelines for Applicants, Addendum 1999 and Dissemination of Project Results Guidelines.
In particular, please observe the following rules:
* the complementary funding (which includes own resources) plus the grant requested should equal the total cost;
* the financial request covered by this application for Dissemination of Project Results corresponds to one year's funding period;
* if one or several Associated Country/ies participate/s in your project during the funding period covered by the current form, table 8.b must be completed.
· Section 9. Declaration
The original and both additional copies of the renewal application must be individually signed and stamped by the applicant organisation.
Guidelines for completing Part II of the form: specific questions
In order to facilitate the completion of the forms with a computer or typewriter, all questions have been grouped together. Please use numbered A4 pages for typing or printing your responses. Please number all pages used to answer these questions.
Please observe the following rules:
· Use the same section headings, numbering system and order as given in the list of questions.
· Do not exceed the maximum number of pages indicated unless requested to append supporting documents.
· The information you provide should be in complete sentences and comprehensible without reference to the questions.
· The text may be accompanied by tables or graphs where appropriate.
· All questions must be answered.

Final check before mailing the form
· Check that all questions have been answered, that all supporting documents are appended (only if required) as well as a diskette (cf. Section 6), and that the whole package is appropriately stapled or bound. Remember that hand-written, faxed and e-mailed applications will NOT be accepted.
· To save paper and processing time, please
- do not use more pages than are necessary and do not exceed the maximum number of pages indicated (however, a translation of part or all of the application may be included)
- use both sides of the paper (duplex copies)
- do not include these explanatory pages (DPR-i to DPR-iv).

2. Summary of the project
Please clearly indicate the main details of the Dissemination of Results project: objectives, target group(s), planned duration, main activities and expected outcomes, products and impact (both at Institution(s) and European levels).The project is proposed by the largest multidisciplinary European Universities Continuing Education Network with over 160 member universities in 25 European countries. EUCEN is associated with the CRE and has established links in its field with national associations in Europe, as well as in the USA and Latin America. Its membership is institutional, consisting of top level European universities which deliver in their respective country the highest level degree or diploma. The aims and objectives of EUCEN are the provision of high quality continuing education by the exchange of experiences, good practice and innovation, and the promotion of the development of university continuing education policy to serve most effectively the people of Europe.
During its relatively short existence EUCEN has amply proved its academic quality and competence by attracting a large number of academic and professional experts in the field of continuing education. The contribution of this important network to the European construction consist in a number of successful activities, but most certainly one of its main achievement is the 1996-99 TheNuce Thematic Network Project, enabling European level interdisciplinary fora to study and analyse the state of development of University Continuing Education (UCE) with a view to promoting the development of a European dimension, identifying, as a result of the work undertaken within the project, the ‘needs’ in UCE as seen from a European perspective, enhancing the integration of findings and recommendations of subject-based European fora into the curricula of higher education institutions, identifying and disseminating examples of good practice in terms of institutional co-operation, curriculum development and development of teaching staff at European level and facilitating the use of open and distance learning methods in order to extend the benefits of co-operation to persons who, due to their geographical location, social situation or disability, are not otherwise able to participate directly in European co-operation activities. The project has been innovative because this is the first time that a concerted project, involving 20 European countries, addresses the question of UCE, examines systematically its present state of affairs and develops guidelines and recommendations for the universities, decision makers, governments, as well as the EU Commission and Parliament, to improve the provision and quality of this vital source of social and economic development that is life long learning. Continuing Education is an integral and essential part of the universities contribution to European development through the provision of the Lifelong Learning process, as it is described in the Commission’s "White Book".
In the 1st year a European Scientific Committee produced a survey of the current state of UCE in 19 countries. In the 2nd year 14 European Working Groups carried out their work among a list of horizontal activities, while the definition of actions for the third year were chosen according to criteria of feasibility, importance and efficiency. Around these actions 6 Task Forces were created according to interests, logistics and capacity of partners, working by management of objectives.
However, it must be recognised that such an important project (treating UCE in 20 European Countries) cannot come to an end after three years and the need became apparent for a new project to disseminate the TheNuce findings and products between 1999 and 2000. Current THENUCE Task Forces already prepare the way for a 12 months dissemination project and it is proposed to continue their work in specially constituted “Interest Groups”.
The objective will be to organise a multilevel activity needed in this huge and essentially horizontal area, connecting most of sectors, studies and actions already started up during the initial three years work of the project.
