1. INVITATION TO SUBMIT BIDS FOR THE PUBLIC TENDER
Pursuant to Item a) of the first paragraph of Article 39 of the Public Procurement Act (Official Gazette of the Republic of Slovenia no. 91/2015, hereinafter: the ZJN-3), Radiotelevizija Slovenija, Public Institution, publishes the public tender in accordance with the open procedure for:
the purchase of equipment to upgrade the production server systems AVID in Regional RTV centres Koper and RC Maribor.
Bids in three copies (one original and two copies) must be sent in sealed envelopes to the address:
“Javni zavod RTV SLOVENIJA, KOLODVORSKA 2,VLOŽIŠČE, 1550 LJUBLJANA, SLOVENIA”, with the postscript: "DO NOT OPEN - FOR TENDER - BID FOR TENDER NO. JN-B0742– Upgrade of production systems AVID“. The full address of the Bidder is to be written on the envelope.
The term for acceptance of bids is until 08.00 a.m. on 7th September, 2016. Bids received after that time limit will not be counted and will be returned unopened to the Bidders.
Public opening of bids will be on 7th September, 2016 at 09.00 a.m. on the premises of Javni Zavod RTV Slovenija at Komenskega Street 7 in Ljubljana.
Before the public opening of the bids the present participants of the Bidders have to hand over written authorizations for participation on the public opening.

2. INSTRUCTIONS FOR MAKING BIDS
2.1. CONTRACTING AUTHORITY OF THE PUBLIC TENDER

Bids will be appraised by the General Manager appointed professional commission. The Decision on the award of a Contract will be issued by the General Manager of Javni Zavod RTV Slovenija. In the evaluation of the tender the commission will take account of the criteria that are the constituent part of the procurement documents.
The chosen Bidder must enter into a signed Contract within 8 days after receiving the “Decision on the Award of a Contract”. In the case of a Bidder not entering into a signed Contract, the Contracting Authority will validate the guarantee on the seriousness of the bid.
The Contracting Authority reserves the right to vary from the published values and quantities when selecting bids, subject to available financial resources and actual needs.
In case of receiving inadmissible bids, the Contracting Authority shall annul the tender. The Contracting Authority reserves the right not to choose any of the bids (according to Art. 90 of ZJN-3).
2.2. LEGAL GROUND
The Public Procurement of Javni Zavod RTV Slovenija (hereinafter referred to as: Contracting Authority) is carried out in accordance with the valid Public Procurement Act (ZJN-3) and by-laws applicable, Public Integrity and Corruption Prevention Act (ZIntPK-UPB2) and in accordance with the legislation being valid on the field of public finances and on the field that is the subject of this public tender.
2.3. BASIC RULES OF OPERATION
Every Bidder’s attempt to affect the treatment of the Contracting Authority or decision on the selection shall result in rejection of his Tender. The same applies to all attempts related to the work and decision of the Evaluation Committee.
In the period from the publication until the conclusion of the Contract the Bidder shall be not allowed to commence and perform any actions, which might prior determine the selection of a defined bid. In the period from the selection of a Bid until the Contract comes into force the Bidder shall be not allowed to commence any actions, which might cause the Contract to become void and unfulfilled. In case the procedure is stayed the Bidder shall not commence or perform any procedures, which might aggravate the invalidation or objectivity of the Review Commission.
3. SUBJECT OF THE PUBLIC PROCUREMENT
3.1. GENERAL DESCRIPTION
The subject of public procurement is the purchase of the equipment to upgrade the existing Video production server system AVID Unity ISIS in RC Koper and RC Maribor and consists of:
3.1.1. Upgrade of hardware and software for Avid Interplay Cluster, compatible and integrated with existing Video server system Avid Unity Isis (KP)
3.1.2. Expansion of robotized tray library Quantum-Scalar i500, compatible and integrated with existing Video server system Avid Unity Isis and SGL equipment (KP)

The bid must meet all the technical requirements from the below technical demands. The bids, not fulfilling this stipulation are going to be eliminated from the process of public procurement.
3.2. TECHNICAL DEMANDS
Introduction
The Contracting Authority-Radiotelevizija Slovenija, Javni zavod (hereinafter referred to as buyer), is upgrading the System for computer based production of television program (hereinafter referred to as AVID Unity ISIS) for acquisition, pre-editing, editing and play out of Video, Audio and data material necessary for production of television program.
3.2.1. TECHNICAL DOCUMENTATION
The Bidder must enclose all needed documentation from which it is clearly seen the fulfilling of all technical demands from the bidding documentation.
3.2.2. TECHNICAL STANDARDS
3.2.2.1. Offered equipment must work according to next standards for PAL, SD (576i at 50 Hz) and HD (720p/1080i at 50 Hz):

- ITU-R.BT 472
- ITU-R BT.601/65
- SMPTE 292M-1998
3.2.2.2. All equipment powered from 230V, 50 Hz mains voltage must fulfill standards SIST EN 50160 and SIST EN 60950.
3.2.2.3. Offered equipment must fulfil standards regarding EMC:
- SIST EN 50081-1:1995
- SIST EN 50082-2:1997
- SIST EN 55022-2000
- SIST EN 55024:2000
3.2.3. DESCRIPTION OF EXISTING VIDEO SERVER SYSTEM – GENERAL DEMANDS AND DATA (KP)
3.2.3.1. For all external software applications which act as gateways with Video production server system user interfaces, databases and other software applications, the buyer require support or compatibility with Microsoft Windows environment.
3.2.3.2. The buyer has in the Regional RTV center Koper already installed an Avid iNews system and a video production server system AVID Interplay in next configuration:

· Avid Unity ISIS Video disk array capacity 32TB
· Avid Unity ISIS Video disk array capacity 64TB

· Seven (7) ) stations for simple clip pre editing Avid Assist
· Online (working) archive including disc array 16TB, control system for SGL FlashNet, robotized tray library Quantum- Scalar i500, server for A/V contents transfer between Avid and file memory system and system for low res A/V contents generation (transcode) and tray library.
3.2.4. DESCRIPTION OF EXISTING VIDEO SERVER SYSTEM – GENERAL DEMANDS AND DATA (MB)
3.2.4.1. For all external software applications which act as gateways with Video production server system user interfaces, databases and other software applications, the buyer require support or compatibility with Microsoft Windows environment.
3.2.4.2. The buyer has in the Regional RTV center Maribor already installed an Avid iNews system and a video production server system AVID Unity ISIS in next configuration:

· Six (6) video input output units Avid Airspeed
· Two (2) video input output units Avid Airspeed 5000
· Nine(9) editing work stations Avid NewsCutter
· One (1) station for simple clip management Avid Instinct
· Seven (7) ) stations for simple clip pre editing Avid Assist
3.2.4.3. The equipment must be integrated in the existing Video production server system AVID Interplay. Details about demands will be mentioned later on in description of the elements for the system upgrade. All costs for equipment integration in Video production server system must be included in the offer.
3.2.4.4. The equipment for which are not required special technological characteristic (LCD computer monitors, PAL video monitors, loudspeakers, tapes and standard PC) should be quoted just in quantity and technical specifications. The offer must contain the list and the required technical characteristics for the mentioned equipment. The buyer reserves himself the right to buy the mentioned equipment conforming to the proposed specification at his own expenses.
3.2.4.5. The Bidder must offer for all offered API software or control protocols belonging documentation or descriptions and assure software or control protocol functionality and suitably technical support in such a way that usage of mentioned features will not disturb or threat stability or expected functionality of the Video production server system.
3.3. DETAILED DESCRIPTION OF THE ELEMENTS OF THE SYSTEM (KP)
3.3.1. Upgrade of hardware and software for Avid Interplay Cluster compatible and integrated with existing Video server system Avid Unity ISIS
3.3.1.1. Server must be completely compatible and integrated with existing Video server system Avid Unity ISIS.
3.3.1.2. Must include a complete rack mount kit (trays).
3.3.2. Expansion of robotized tray library Quantum-Scalar i500 compatible and integrated with existing Video Server System Avid Unity ISIS and SGL equipment
3.3.2.1. Hardware and software must be completely compatible and integrated with existing archiving system Quantum Scalar i500 and SGL program package.
3.3.2.2. Expansion module must have minimum 92 extra slots for tray units LTO6.
3.3.2.3. Must allow simple additional expansion up to 409 tray units type LTO6 or newer.
3.3.2.4. Must assure minimum 92 tray units LTO6 and cleaning units for installation in expansion module.
3.3.2.5. Upgrade must allow the installation of four extra tape drive units LTO6.
3.3.2.6. Frame must be rack mount (19 inch rack).
3.3.2.7. Expansion module must have a redundant power supply.
3.3.2.8. Must assure additional license for integration in existing archive system Avid-GSL
Sample module: Quantum Scalar i500 9U expansion module or equivalent.
3.3.3. Disc array with at least 96 TB with belonging server for production archive expansion.
3.3.3.1. System must be compatible with Avid Interplay Archive environment and must allow integration with existing archive system (archiving on existing system, on production archive or both together and managing the archived data: erasing from the production archive only, transfer from the existing archive to production one).
