Position Title: DIRECTOR, FINANCE AND ADMINISTRATION

POSITION PURPOSE:

This position is responsible for financial aspects of the organization including planning and managing the budgeting and spending process.

QUALIFICATIONS:

Master’s degree in accounting, finance, or related field required. Ten years general accounting related experience required. Certified Public Accountant (CPA) or Certified Management Accountant (CMA). Strong knowledge of operations preferred. Experience working in government or non-profit accounting, including budgeting and monitoring government contracts required. Experience with an Automated Accounting System (BS&A). Computer proficiency with Microsoft Excel and Word required.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

Financial

1. Support the Chief Financial Officer and Executive Director/CEO and DWCHA Board in developing and implementing the financial goals and objectives of the DWCHA.

2. Supports the Chief Financial Officer and Executive Director/CEO to maintain effective and appropriate financial goals set forth by the board, as well as federal, state, and local governmental leaders, community leaders and health care providers to facilitate the implementation of DWCHA goals and objectives.

3. Supervise and evaluate staff, as well as oversees grants management function.

4. Work with senior management to ensure compliance in protection of Organization’s assets.

5. Formulates policy, coordinates financial systems and operations and develops and implements plan of control over financial operations.

6. Develops and implements accounting and compliance policies and procedures.

7. Responsible for all accounting, finance and grant management functions including staffing and supervision of accounts payable and receivable, payroll, cash management, and grant analysis, reporting to funders, adherence to funder imposed restrictions and any special requirements described in the grant/contract agreement.

8. Reconcile grant expenditures with general ledger.

9. Manage grant funds and ensure compliance.

10. Prepare disbursement entries, journal entries, and cash receipts.

11. Maintain monthly cash management report of all grants and contracts.

12. Prepare monthly and annual financial statements.

13. Monitor daily financial performance of all pre and post award grants and contracts to ensure compliance with sponsored entity’s guidelines and policies.

14. Assist auditors by preparing quarterly audit schedules and monthly reconciliations, and prepare grant materials as assigned.

15. Coordinate, analyze and prepare the annual Agency budget with direction from the Chief Financial Officer.

Operations/Administration

1. Assist Chief Financial Offer to manage the day-to-day operations, Ensures that community input and feedback is obtained and made available to the Board and Advisory Committees.

2. Oversee equipment/ information systems needed to fulfill the objectives and goals of each department.

3. Develop teamwork among the staff so that there is a culture of creativity and growth.

4. Provide relative and timely reports to the Chief Financial Officer, President, and Board and community regarding the status of operations and program goals and objectives established by the Board.

5. Work with management and Authority Health team to provide expert financial data analysis and budget reporting to grant reporting agencies.

6. Serves as an advisor to the Chief Financial Officer and President/CEO regarding key issues and concerns.

7. Work in conjunction with human resources as it pertains to key issues and concerns including payroll, benefits, time tracking, as well as other coordination of benefits.

8. Work on special projects as needed.

WORKING CONDITIONS:

1. Must be able to work a flexible schedule including some evenings and weekends (per agency requirements).

2. Able to complete duties under stress, deadlines, and while attending to multiple duties simultaneously.

3. Prolonged computer related exposure, as well as sitting and standing at workstations for long periods of time.

4. Work assignments will involve travel throughout the Detroit Wayne County area to multiple locations, including government and private agencies and partners.

EXEMPT STATUS:

This position is exempt from overtime pay provisions of the Federal Fair Labor Standards Act.
